Can't flash my phone. The flashtool is too old.

I used this 4.3 (JWR66Y) image "occam" for nexus 4 , download 350mb file unzip and use .bat file after phone is in fastboot mode and bootloader unlocked with simple command: fastboot oem unlock

I think the hardware (Gsm/LTE radio chip) of all Mate 9`s is the same, its just a regional difference in software versions.
So let's say that I have C185 or C180 (bought it from Dubai) can I change that firmware to C432 (european version)?

Maybe if you unlock the bootloader, otherwise i don`t think so.
Which carrier provides quicker OTA updates? Currently I am using Vodafone.. suggestions needed.

Even if did, the service is not active yet.
I got meetime with the latest update
10.1.0.121 (C185E9R3P1) couple of days ago.
As per Huawei, the service is only available for these countries:
