I think the hardware (Gsm/LTE radio chip) of all Mate 9`s is the same, its just a regional difference in software versions.

So let's say that I have C185 or C180 (bought it from Dubai) can I change that firmware to C432 (european version)?

Maybe if you unlock the bootloader, otherwise i don`t think so.

C900 is international Version and C432 is for Europe

Which carrier provides quicker OTA updates? Currently I am using Vodafone.. suggestions needed.

I would like to know how to debrand from c185b582 middle east to c636 asia pacific. I am in India. So I prefer asia pacific and it has better updates also.

Even if did, the service is not active yet.
I got meetime with the latest update
10.1.0.121 (C185E9R3P1) couple of days ago.
As per Huawei, the service is only available for these countries:
China
Thailand
Malaysia
Singapore
Philippines
Indonesia
Saudi Arabia
