When the phone is booted up and plugged in, my computer doesn't recognise it at all until i disable usb debugging. Therefore, any adb commands while the phone is booted and on can't happen.

hi i am trying to root my s3 and ive installed the usb divers and kies but when i put my phone is usb debugging mode it does not recognize it the usb sound goes on and off. but when i uncheck the usb debugging mode and connect again it works. What do i do?
Have the usb drivers in windows and it was working. Now it won't turn USB debugging on. I tried on Linux Ubuntu also but no luck. Any idea? I am on custom recovery with stock rom if that helps.
edit: so it appears that that the debugging does work when using adb. adb devices recognizes my s3. But nothing noted in the notification bar when attached via usb, only connected as media device. When I switch to CM10 from stock, the debugging notification appears. Is this a samsung thing? Any thought would be appreciated.
Bump - Had this same issue. Wasted about 2 hours last night trying to figure out how to get USB debugging to turn on so I could start the root/unlock process. Turns out, debugging was on, but the phone never notified me. I'm on a new rom now and it does correctly notify me with debugging on.

I have the Android SDK installed and have also enabled USB debugging and allowing unlocking of bootloader option in developer options. When my phone is on and I connect it via USB cable, and then run adb devices command, I can see it shows the device. However, when I switch off and enter fastboot mode (volume up + plug usb cable) and then run fastboot devices command, it displays nothing. Can someone please help?

I accidentally deleted some pictures on my phone (samsung galaxy core) over the weekend and I am trying to root my phone to recover them. I have tried connecting my computer to my phone with a USB cable, but my computer does not seem to recognise my phone when USB debugging is enabled. When I have USB debugging disabled, my computer recognises my phone without any problems. My phone uses android 5.1.1 and my computer uses windows 8. Is the problem with my phone or my computer? Thanks.

i downloaded most updated fastboot
it doesn't show more than charging - like i can't access the storage.
oem unlocking it ticked, usb debugging is ticked.
only one thing could be the cable but i've it a week ago..
you approved the usb authorization prompt on the phone when you connected your device to the pc?
