Usually you won't be able to flash a custom recovery with a locked bootloader. But ...
... I found a thread about flashing CWM recovery on your device: INSTRUCTIONS to Install CWM Recovery - (For Everyone).
If this works on your device, then you will be able to flash any ROM through CWM recovery.

If it doesn't work, please register on xda and ask in the Xperia C Q&A, Help & Troubleshooting forum.
