I had recently flashed the DBT (German) firmware because it had the October update. Immediately after I did that, I started having problems with my VOIP app I need for work so I flashed the old BTU firmware back. After flashing, I noticed German was selected as the default language in the startup prompts, the "MeinGalaxy" app was still installed, and the Samsung Phone Info app reported my CSC as DBT (even though it reported the CSC firmware as the BTU version I just flashed.)
Pretty confused as to how this could happen. I just flashed TWRP, wiped everything, then flashed the BTU firmware through Odin again.
EDIT: It did it again! Where the hell is this old CSC data hiding? I just formatted the data and system partition. Wiped everything but my SD card. About to take the SD card out just in case but this is weird...
Flashing with ODIN does not factory reset your phone. Just boot into recovery and do the factory reset afterwards.

I just did. Wiped everything with TWRP, re-flashed with Odin and this German crap is still on here. Maybe it's in the Android folder on my SD card is all I can think. About to format that too and pull it out.
I just re-wiped from TWRP again, re-flashed through Odin, did a factory reset from inside Android, then booted to stock recovery and did a factory reset there. I'm still on the damn German CSC. Even stock recovery said something about multi-csc: DBT when I booted into it.
How does this even happen? Where does CSC live that nothing seems to wipe it?

Maybe you have downloaded a firmware which includes that bloatware. Download and flash a new unbranded firmware.

It is unbranded. BTU downloaded from updato.com. I had flashed it previously (before I flashed the German firmware with October security update) and it didn't come with this software. Also, it just doesn't make sense that stock recovery and Samsung Phone Info app are showing German CSC code.
Actually, just saw in the Samsung Phone Info app that this BTU firmware is multi-CSC. I tried to change it but it needed to factory reset and TWRP couldn't do it because the device is encrypted. I still don't understand where it's stored to default to DBT (Germany) instead of BTU (UK.) Last time I flashed this firmware, I got BTU but ever since I flashed DBT, that setting seems to have stuck.
Did you already try re-flashing without SD card in?
I remember, in my Note 4 days, I had the same problem. Flashed several times new unbranded FW, but without the CSC changing.
Then when I flashed without inserted SD card it worked and I got the new CSC.
Might be coincidence, might have a reason, I really don't know...
You could do it in settings, TWRP or there should be a option in Odin (not 100% sure)

I just flashed Turkey firmware and got XSG instead (another Multi-CSC ROM with like 20 different CSC codes.) Pretty sure you will need root to change it and there should be apps available. I know there is a CSC selector zip in the Roms section that will let you put flash any CSC even if it doesn't come on your ROM.
The CSC data is in /system/csc. You can see everything that comes in a multi-csc ROM. I'm pretty sure you need to change files in there to select which one it uses. /system/csc/sales_code.dat is a text file that tells you what you are currently using.
EDIT: Found instructions on how to change CSC in multi-CSC ROM on Note 4 but was linked to on top post of S7 CSC Selector tool: http://forum.xda-developers.com/note-4/help/guide-to-change-csc-root-rom-multi-csc-t3017207
Did you finally get yours fixed? I had forgotten to do a reboot and cache flash which once completed fixed mine.

I've got a non rooted N9005, originally ITV csc. I flashed NB3 Poland and now NB7 BTU. If I do a *#1234# I've got CSC: N9005OXAENB1.
If I go to stock recovery it says "Successfully applied ITV CSC".
If I want to get the original ITV CSC do I need to do something else?

I used a free tool from the play store to check mine, called Samsung Phone Info. This will tell you what CSC you have applied.

"Successfully applied ITV CSC" mean You have by default ITV from Your Rom before on file /efs/imei/mps_code dat. Is from here the csc is applied by Stock Recovery where it need.
On this file /mps_code.dat is installed the CSC by default from all Clean install Roms (full wiped before).
Then, You installed the NB7 BTU Rom, but this Rom have also the ITV. This CSC is installed well because Your default ITV on /mps_code.dat.
To see this file only whit root but You can read this : http://forum.xda-developers.com/showthread.php?t=2670084
Your Rom are well, not worry.

Good. Sorry. I understand.
Hi, first flashed french 5.1.1 and now that vodafone has released the branded 5.1.1 want to back to stock (ATL) but when flash the sammobile package the csc changes to SIM (vodafone slovenia) and there´s no way to change the csc.
I´ve reading a lot and seems the ATL package is multicsc and flashing defaults to SIM. and there´s no possibility to change csc because cant root 5.1.1
Im totally stuck. Why want the branded? the operator customization and VoLTE activation.
Thanks to all
Do a factory reset in the bootloader, boot up and then flash the operator rom again
*#272*IMEI#
Tried flashing, boot, wipeall twice, flashing wipe data and cache but the multicsc stays as SIM csc...
*#272.... doesnt work in this devices.
tried to downgrade to 5.0.2 and root to change manually csc but the bootloader is upgraded keeping downgrades.
the only hope is pingpongroot or anyone can root 5.1.1 without tripping knox
Bring your S6 back to Samsung for official ROM flashing back to stock.
Only way to change CSC is to root...

Yes it is True. Please read the 1st post. OT described his problem as flashing the French 5.1.1 from his previous 5.0.2 ROM. When the 5.1.1 version of his country came and he flashed back using the ROM from Sammobile his CSC was changed. I encountered this same problem. My S6 is unrooted. Only way to change CSC on unrooted device is to root. I tried the methods above and did not work also.

Did you let the phone boot completely after flashing the new firmware and then do the wipe from recovery?
Yes I did. My unit is G920FD from Philippines. Downloaded 5.1.1 Globe Philippines (CSC:GLB) from Sammobile. After successful flash via odin with Full wipe at recovery the CSC defaulted to THL (Thailand). I tried all Phillipine-based 5.1.1 ROMs from Sammobile and flashed them all (3) with full wipe at recovery each time but sadly still CSC is still THL (Thailand).

You could try without a simcard (flash, boot up, wipe in recovery) or a different simcard. I never manage to change csc either in 1 go and the results can be different, eg sometimes I get Vodafone apps installed and sometimes not....
Will try it without a SIM card. Thanks.

I have had managed the csc change also with odin, fw flashing. BUt it took at least 10 flashing, but did it.
please note, that I have had issues after ANY of XEF firmware flasing. After XEF fw, I was very difficult to do this odin flashing method succesfully. BUT it did.
but I cannot rememe what was the sequence of this procedure. I was using 5-6 different ZIPs from sammobile.

do you have ANY idea how you did it? Are you actually sure you changed the CSC without rooting the device on a firmware that was multi CSC?

i have flashed the XEF. and that was wrong. esspecially it broke the spo2, and stress measuring... I would go back to another, BUT after XEF, I always had flashing interrupt in the HIDDEN file stage.
But after I have found a flashable FW again ( maybe SER or SEB) I was able to flash XEH, or BTU. and it was changing the XEF to SEB OR SER after wipe in recovery.
The only rom I will never flash againt is XEF.
ps: i never root this 920F

Now I was able to reproduce it twice!!! :
How it works : on devices where dialer NOT shown up CSC changer (e.g.: GS6920F) :
Go to recovery, Dial up, Home + Power
wipe cache and perform a factory reset
next is important : power down the phone. NOT to reboot.
Power on in download mode: volume down+home+power buttons
FLASH for example : BTU :
G920FXXU3COI9_G920FBTU3COJ1_G920FXXU3COI9_HOME.tar
after reboot, it will be English, and If U go to recovery it will apply BTU.
Hope it helps
p.s.: It wont works with EVERY Firmware. don't know WHY. For example :
I wanted to flash after succesfully changed the CSC from TPH to BTU, so I wanted to flash XEH....BUT that resets to TPH after XEH flash.
So at least to BTU it works specially if you are in TPH CSC !
Every time I install an update on this phone it "freezes" at the flashing Samsung logo. Wiping cache and factory reset doesn't fix it. Best I can do is flash from Odin and all is fine; until an update arrives again.
I've tried the unlocked firmware, Sprint's unlocked firmware, and even going back to Sprint's actual firmware for this phone and all have the same result.
What's the cause of this? Help?
Need to know more about what you have flashed to the phone in the past
Which CSC it originally had, and now has
When you flash the original firmware back to it, are you flashing the original CSC too? And you choosing "Repartition" to ensure the CSC changes?
Can only think it is trying to update to the wrong CSC and failing

ur csc is bad, had the exact same thing a year ago,
just install twrp again
flash csc pack (if there are csc packs for snapdragon variant), flash any csc u want , i did it twice just to be sure
and after that go flash stock firmaware with same csc code
so if you install btu csc then flash the btu firmware with odin afterwards,
dont flash the home_csc .tar in odin just choose the normal csc thats in ur firmware folder
hopefully this works for you too mate

Factory resets and try to flash the rom again I don't think it's a baseband issue like exy.

Still having problems

So i downloaded Samsung firmware from Sammobile and i got these 4 files:
.BOOT_S7580XXUBOA1_REV00.tar.md5..CODE_S7580XXUBOA1_2814721_REV00_user_low_ship.tar.md5
.CSC_OLB_S7580OLBBNK1_2799949_REV00_user_low_ship.tar.md5
.MODEM_S7580XXUBOA1_REV00.tar.md5
Someone can explain where do each of these files belong to in Odin and I would be super grateful if someone could show me how to flash it by flashfire
you should have 5 files. 2 of them are nearly identical, CSC and HOME_CSC. Odin with files loaded
the only weird part is the CSC vs HOME_CSC. HOME_CSC will not factory reset your device, whereas CSC wipes everything
