I am looking to get a Galaxy S4 and I am definately going to get stock android on it. I just don't want to lose all of the S-features like hover and s-view and all of those motions. Is there any way I can get a stock rom with some customizations and also keep all of the features. I am probably not going to use the features but it is just something I can show my friends and stuff.
You must look andriod development section of the s4 at xda (Not original andriod devlopment).
In above forum developers put great efforts to tweak the roms as per their taste. These custom roms are built by modifying/stripping/hacking samsung stock rom. So you will get all the features you want +a custom rom.

No, there's not. You must choose between largely useless fluff and stock Android. Just a suggestion: If you really want to have the best experience with stock Android, go for the 9505. With that, you have the option of a) stock ROM b) Google Edition ROM and c) Cyanogen or AOSP ROM all of which run very well on it, but don't on the 9500 thanks to Exynos.
Is there anyways to get Samsung apps on a custom ROM? Download SApps for Note 3?I find that while the 4.4.2 Roms generally work great, that lack of SApps and especially the one hand functionality, really reduce how great these Roms can be.
Or are there custom Roms based specifically on Samsung's original ROM that include the SApps?
Or is the best bet just to root Samsung's Roms?

Heheheh , i tried a lot of ROMS in the last weeks , and i have been very dissapointed of RessurectionRemix , LineageOs etc.
Im telling you , the best Custom ROM you can possibly find right now , and also the most stable and goog looking one , is the HELIOS V7.9.0.
Just search for it on the XDA. , goog luck

I have heard about Superman Rom but I want absolute stock look and feel as I think android is best that way. But thanks for the info.

use superman with un-modified system ui and stock kernel (if you want to skip v4a), also there is option to uninstall bunch of apps including superman rom settings, as for 3min battery mods, you can disable it, and you'r good to go
The same developer I was on about also has a ROM which gives the closest to ROM experience that you are looking for. Search XDA for SuperStock ROM v2.6
