I own the phone and it has been 12mths which time I can change networks, I shouldn't have to

How To Unlock WIFI Hotspot on Rooted AT&T Galaxy S4 SGH-I1337 Android 5.0.1 Lollipop?
I am using at AT&T branded phone with Cricket service, stock ROM as far as I know. I can't find out anywhere how to unlock this Hotspot and I need it badly. Any help is greatly appreciated.
