You have to modify the framework_res.apk .. You can easily open it with ES File Explorer (Android) or 7-Zip (Windows)

decode the apk using apktool an android and then inthe decoded folder open androidmanifest.xml and change the api to your level. recompile app using apktool and install.
app may not respond properly due to hardware or software restrictions.
but you can give it a try
