Mi4C's bootloader got locked but I unlocked it again by flashing the stable version & then using command fastboot oem unlock but now can I flash Developer ROM with TWRP recovery ?

Yes, it will. Use xiaomi.eu or sMIUI one instead.

I've sim-unlocked my LT18i (Arc s) with WotanServer. Read that also this will unlock my Bootloader.
Is that true, because I can't start fastboot ? How if it's possible can flash custom kernel ?

Actually short question is - Is the WotanServer unlock BL (as its stated in below quite) is proper way to unlock as I have ability to flash (flashboot mode enable) custom Kernels ?

Why would you want to relock your bootloader? There is no need for it.

I unlocked my bootloader a while ago. Since I'm not using any rooted app or anything I'd like to revert back.
Is it possible to build the bootloader again? With a new fastboot rom maybe, I don't know.

That's where the problem is. I can't access my fastboot mode. Using adb reboot bootloader or holding volume - while phone starts up, nothing seems to work.
I also learnt bootloader is only unlockable on ULM and European versions. I have a Korean model.
Will cross-flashing to the European version help?

Except if your device is a Chinese version (if this model exists) you can re-lock the bootloader on any stock rom.
