Not sure whether the file can be converted to exe file or not. The following steps are how I did it.
1) Download the file. (PL99IMG_DLXB1_U_JB_45_hTC_Asia_WWE_1.12.707.1_R_Radio_3A.22.306.10_10.07.1060.04D_release_signed.zip)
2) Rename the file to PL99IMG.zip
3) Copy PL99IMG.zip to root directory of external SD Card
4) Insert the SD Card into HTC Butterfly
5) Boot in HBoot and just follow instructions.
P/S : I relock my phone before flashing the zip file.

or if you don't have a microSD, flash it using a PC (need adb, drivers, etc.). Rename the ZIP first to PL99IMG.zip
4.4.2 With a PC, via fastboot USB
You will need sdk & and drivers, please take a look here. If you already have it, continue.
Reboot to bootloader by Holding Vol down + Power button
Connect your phone to the PC while in the bootloader. The phone should say fastboot USB, if not, select fastboot on the phone & check if it says fastboot USB, if not, change the USB port you are using.
Navigate to the platform tools folder located inside android-sdk folder
Copy the PL99IMG.zip file from step 4.1 to this folder
Hold down shift and right-click anywhere in the empty space inside the window.
Enter the following command
Code:
fastboot erase cache
You may not see any output, then enter the command
Code:
fastboot oem rebootRUU
You phone will now go into the RUU mode.
Wait for around 30 seconds, then enter the command
Code:
fastboot flash zip PL99IMG.zip
The installation will begin and you will be able to see the progress at every step.
Once done, enter the command
Code:
fastboot reboot
If you experience a boot loop, repeat 4.4.2 again.

MY device was a HTL21 HTC J buttery , but not come with the original bootloader
It was deluxe UB1 not Deluxe J, and flashed a TW ported rom
So. if I flash a japan RUU , it is ok, but then I will reboot again & again...(This is also the reason that I get into the trouble , beause I flash a japan RUU)
If I flash a TW RUU then It say it is not for this model & stop.
If I flash a custom TW rom, then it can start the system, for 1 min then it will force close and reboot.
So, I think if I flash the radio.img or maybe also the hboot, then flash the TW ported rom than It should work.
But I can't flash a TW RUU, I must flash the radio and hboot in fastboot, so I need to unzip the file .........
I think the problem because I have a japan radio (may be also the hboot)
I already bring the device to the shop for repair, but I'm not sure they can fix it.
Anyway, thanks

Easy method for those who are new to this as once you were.
ONLY FOR DEVICES WITH LOCKED BOOTLOADER.
Downloads
1) minimal adb and fastboot
2) Twrp and double click file
3) Drivers (recommended not complusory)
Step 1
-(This may void your warranty proceed with caution!!) get bootloader unlock permission.
to do the same go to your phone settings > about phone tap 7 times on build number.
now you will be able to see developer options enable it and turn on oem unlocking.
-wait for 14 days.
Step 2
-connect your device to pc.
-install the all the three drivers in your pc(recommended not complusory)
-boot your device into fastboot mode by presssing volume down+power button simultaneously for 10 secs (approx.)
Step 3
-extract the downloaded files and copy the two files available inside the folder and paste it in minimal adb folder (that you have installed in step 1)
Step 4
-Double click on abhay's double click file.
-congratulations twrp successfully flashed.
TWRP version 3.1.0-3 (credits @hendibudi )
Don't forget to press thanks if you like my work.
please note:- do this method only on locked bootloader device or else you may lose data again as the file includes
HTML:
fastboot oem unlock

Ok, now you need to unlock bootloader. Follow the next steps:
Download to your pc the latest version of adb installer from here https://androidmtk.com/download-15-seconds-adb-installer , in the process just type "y" to all questions. After it finishes unpack this adb folder and put it in your main drive, by i.e. c: drive
View attachment adb.zip
Install all the drivers for your device.
1- In your device go to settings/about device/build number and tap 7 times, then go back to settings and you will see developer options into settings, enable USB debugging and enable OEM unlock if it´s present,
2- Extract from the zip twrp.img and put it inside adb folder
View attachment twrp-wl2.zip
3- Connect your device power on to pc and run the file "run-adb" as administrator with right mouse button
4- Type adb reboot bootloader and you will be prompted in display of your device, tap on the small box "always allow" and tap on "ok"
5- Now device will reboot to fastboot mode, type fastboot devices you have to see a serial of your device in the window, then if it´s detected type now fastboot oem unlock you have to confirm wiith the button of your device, pay attention.
6- Then you will go to flash twrp onto your device, for this type fastboot flash recovery twrp.img and then to reboot to recovery type fastboot boot twrp.img is important that here device reboots to recovery before to reboot to system.
7- In twrp you will be prompted to allow modifications, just swipe to confirm.
If you also want to root your device download the latest version of Magisk in zip format to flash it through twrp.
When al finishes if sucessful you have to format data (all your data will gone) in order to can reboot to system again due to encryption, anyway unlocking bootloader most probably you will lose it before.
Read carefully and do steps one by one, don´t jump nor ignore nothing of the indicated to avoid any damage. If you are not sure in some steps just stops process and ask before.
I´m not sure you that this twrp matches for your device cause I can´t try before and but will see that.
Don´t forget to provide screenies of the process if something goes wrong to can clear.
OMG Thank you very much for this guide, I'll follow the steps later and post a pic after~

Today I will teach you how I change my rom from miui china to miui eu rom. I am having problems regarding the tutorials on youtube because as of now there is still no English tutorials on it. But first let me give you some idea on how I did it. I am only using windows 7 professional and so I did tried to download the following:
1. platform tools
2. adb set up
3. adb folder
4. Disable_Dm-Verity_ForceEncrypt_02.04.2019
5. Patched_fstab+vbmeta+thermal
6. TWRP-3.2.3-TwrpBuilder-violet-2019-03-22_20-44.img
7. Latest EU Rom on your redmi note 7 pro
The following guides that I use is from Technobuzz "https://www.youtube.com/watch?v=uDcrO61AnZg" Its not me who made this but only modified some methods to make it work on mine.
But to no avail the platform tools doesnt work because of missing dll issues so possible its because I use an older model of windows. I tried to use adb folder but encountered some problems that in no luck i cant format the userdata till i got messed up my device and so Im having this error on recovery saying that system doesnt work anymore and need to press powerbutton in order for me to shut down my phone. and thus I brick my phone.
Ok fast forward, so I did brick my phone then and I go the recovery due to system has been corrupted and so I tried to go to download "violet_images_V10.2.5.0.PFHCNXM_20190316.0000.00_9.0_cn_8e2009cdc7.tgz" in order to reflash my phone using miflash. Btw I came from miui 10.3.5.0 China stable rom so this means I downgraded my phone. Its okay for me cause I can root or install custom recovery more efficiently.
Instructions:
1. Install the adb set up
2. Make sure you unlock your bootloader already.
3. Put the TWRP-3.2.3-TwrpBuilder-violet-2019-03-22_20-44.img and rename it to recovery.img
4. Put the Disable_Dm-Verity_ForceEncrypt_02.04.2019 and Patched_fstab+vbmeta+thermal on your memory card and your latest eu rom zip file.
5. Downgrade your phone to miui 10.2.5.0 china rom to ensure a good installation of your twrp
6. Go to adb folder open cmd from there(right click and click open command window here)
7. Switch off your phone then hold volume down then power button to enter fastboot mode
8. Connect your phone to the computer via USB
9. Type: fastboot devices(It will list down the devices attach with the number to be able to make sure that your device is attached)
10. Type: fastboot erase userdata and press enter(It will run wait for it to end)11. Type: fastboot flash recovery (It will run wait for it to end)
9. Disconnect your phone then hold volume up then click power button to enter recovery mode
10. Go to wipe section then format type yes( It will run wait for it to end)
11. Go to Installation click select storage then choose memory card
12. Install Patched_fstab+vbmeta+thermal and Disable_Dm-Verity_ForceEncrypt_02.04.2019
13. Go to wipe section then Advance wipe wipe the ff: dalvik cache, cache, system and data just ignore the vendor then swipe to wipe.
14. Install your latest eu rom on your sd card.
15. Install Disable_Dm-Verity_ForceEncrypt_02.04.2019 for assurance
16. Install Magisk optional
17. Reboot your phone
and thats it. Pls do credits to the developer not mine thank you. Technobuzz
ROOT (ALMOST) EVERY DEVICE WITH MAGISK + FASTBOOT
As an Android user, I understand how frustrating it will be when you desperately look for an exact rooting tutorial for your device but end up finding nothing, all one-click root tools do not work, or no custom recovery made for yours.
So, this tutorial shows you how to root a wide range of Android devices (not all, because there will be exceptions, I guess) with Magisk. First, we should take a look at the pros and cons, so that you can generally acknowledge this method.
---------------------------------------------------------------------------
PROS
- No custom recovery (TWRP, ClockworkMod,etc.) needed
- Easy to find prerequisites
- Successful root attempt CONFIRMED on my 10 devices (including popular devices, rare devices, and devices with OS based on Android)
- Support recent Android versions, including Android 10 (tested on Google Pixel XL).
CONS
- Phone brick might occur
- You might not find your device's firmware in .zip format, which will stop you from using this method.
- Not being able to unlock the bootloader (only on some device) will stop you from using this method, too.
That's about the pros and cons. I hope you guys all understand these points before going to read my tutorial and start your attempt.
---------------------------------------------------------------------------
REQUIREMENTS & STEPS
I. REQUIREMENTS
- Your device's Android version is 5.0 or up. If it's below 5.0, then you can root your device easily with any one-click tool.
- A computer & USB cable.
On your phone
- Download & install Magisk
- Download the exact firmware version (in .zip format) of your device and only extract the boot.img to any directory.
On your computer
- Download & install Fastboot, extract the folder to "Downloads" directory
- Download & install Android USB driver for Windows
(I am not sure if XDA allows inserting links in threads or not, so please search for these prerequisites on the internet, it is easy)
II. STEPS
1. Unlocking your phone's bootloader
- Open Settings > About phone > Tap on Build number about 7 times till you see a notification "You are now a developer"
- Now in the About phone tab, you can see the "Developer option". Tap on it and make sure:
+ the OEM unlocking is turned ON
+ The USB Debugging is turned On
- Plug your phone on your computer (with Fastboot & driver fully installed). Allow the USB Debugging notification on your phone
- Open Command Prompt on your computer. Enter commands below steps by steps:
cd Downloads
cd fastboot
adb reboot bootloader
(press Enter after each line to proceed)
- Your phone will reset to the bootloader menu after these commands. Next, enter this:
fastboot oem unlock
- A message asking you to make sure you want to unlock the bootloader. Use the volume and power button to choose "Yes". Your phone will reset data and reboot right after.
*Note: This method works on many Android devices, but doesn't on many devices. You might have to google a method for your own phone
2. Patching the boot.img file
After you extracted the boot.img from your device, use the Magisk app installed on your device to patch it up.
- Click the "Install" button on the first line
- Click "Select and Patch a file"
- Choose the boot.img file extracted. The patching progress will start right after.
- You will receive a file named "magisk_patched.img" after finished.
3. Flashing the "magisk_patched.img"
- Copy the "magisk_patched.img" into the Fastboot folder
- Reboot your phone to Bootloader mode by powering off and then hold Power + Volume down button simultaneously
- Open Command Prompt again, and type:
cd Downloads
cd fastboot
fastboot flash boot magisk_patched.img
- The flashing progress will begin. Wait until it finishes, and type the last command:
fastboot reboot
- Your phone will restart once again, and of course, with root access gained
---------------------------------------------------------------------------
UNROOT DEVICE
- If you want to unroot your device, you just have to flash the original boot.img file, with the same steps with flashing the magisk_patched.img!
---------------------------------------------------------------------------
This instruction is not truly detailed, so maybe you might encounter some difficulties at some point. If any, please feel free to leave your question below.
It is also the first time I create an instruction post, therefore I appreciate all of your comments. Thanks a lot <3

Thanks for your reply, could you be more specific, please? Does it mean that this method cannot work on a/b devices?
I will edit my instruction again if needed.
Thanks for your suggestions!
