if you are having this "error code 96" issue, you probably having hard time sending text messages (SMS)
so here is how to fix it
1. Go to your dialer and enter *#*#4636#*#* to enter Engineer/Service Mode.
2. go to "phone information"
3. scroll down and tap "turn on SMS over IMS" to turn on sms.
4. after that tap "refresh" button and after that tap "update" button to update the new settings..

It might be a software problem. Try to update the software with the help of instructions written in Motorola Moto G Manual- guideusermanual.com/product-name-moto-g-2nd-generation-manual&po=505893&lang=English . After updating software it starts working.
I can confirm that doesn't work on moto g4 athene.
Another solution
I had the same issue with my Moto G4 Play. The strange thing was that I could send SMS to everyone except for one specific contact. Clearing the messaging app's cache/data and then restarting my phone fixed the problem.

I have processed the above and then I get the following
SMSC: '+7', 145
TOGGLE DNS CHECK 0.0.0.0 not allowed
I called up Airtel (my service provider) they suggested to update the message centre number
then I again repeated the above steps 1 thru 3 and in the blank space against SMSC I manually entered '+919816091514', I got
SMSC: update error
TOGGLE DNS CHECK 0.0.0.0 not allowed
My service provider (Airtel) is unable to help me.
My home circle is Himachal Pradesh, and I am roaming into Uttarakhand (UP West)
this issue is from the last couple days

unfortunately not sure about your error. I'm not using my moto g anymore. btw are you using the stock rom ? try doing a factory reset or try flashing a different rom and see if the issue still persists ?

I tried everything listed on here to no avail. Finally, I put the country code in front of the number I was having an issue with texting. For example, USA is the number 1. So for the phone number I put 1(602)555-5555. This fixed the problem I was having. Hope this helps.

If you are getting error code 96 or error code 38 while sending your SMS text from Android Smart phones, use following steps:
Step 1. *#*4636#*#* from Dialer panel
Step 2. Go to "phone information"
Step 3. Identify Message center number from your service provider and enter this number at "SMSC". Click update and then refresh.
Step 4. Send SMS.
Try this first
I had the same problem with one contact.
I found a posting elsewhere that said they solved their problem by going into Contacts and adding the "1" before the area code for the problem contact's phone number.
That worked for me.

Thank you for posting this! This was the same problem I had. Sending to only one of my contacts was giving me the error but I was able to send messages to others without problems. Clearing the messaging app cache and restarting the phone fixed it for me. I was not able to resend the stuck messages but new messages now send to the contact with no errors.
"error code 96" issue
I tried this method.
It worked
Same procedure was followed as explained in many threads
Step 1. *#*4636#*#* from Dialer panel
Step 2. Go to "phone information"
Step 3. Identify Message center number from your service provider and enter this number at "SMSC". Click update and then refresh.
While entering your smsc make sure you include a + (plus symbol)for country code .
This is the one which create many errors !
Just make sure you add a plus sign
Example : if you are in Karnataka using airtel sim
Smsc would be +919845086007
Then press update and exit
Try sending messages .

Just gone through all this and still couldn't get it to work.
I discovered the solution for me:
Didn't need to encode the SMSC number. Instead I needed to format it like this:
"+447458399008", 145
And then press update. The +447458399008 is the Virgin UK SMSC number and the 145 is apparently a port number.
This was what finally solved it.

I am new to XDA developers site and I have to explain my situation here. One month ago, I started getting an error 96 when trying to sent SMS from my Airtel sim (Phone is Moto G5 Plus). I tried calling the Airtel customer care and they said that my SMSC number is missing, that's why it's showing that error. They gave the SMSC number and I tried updating it from Messages app where I couldn't find the settings. Then I found one fix like we have take the sim out and put it in a old feature phone and set the number. After I set the number-tested sending SMS-succeeded. But the same error came when I put it in my G5 Plus.
Then I tried setting through *#*#4636#*#*. Update error came. Then I encoded the number and tried to update. Again same 'update error'. I suffered for one month without any features like UPI transfer or text messaging. Then I asked a Android developer engineer and he told that my sim can be damaged due to extreme heat. But I was confused why it doesn't affect the old Nokia phone.
Fix
Very simple. As he said my sim is damaged, I went to a Airtel retail center - ordered a duplicate sim and Hurray... It worked
This is my idea to all friends who are searching for a fix till now.

I had a problem with the stock msg app going into a continueoues looping resending a text because it was reprtoing that the number was incorrect.
So:
1. I couldn't find this, but is there a way to NOT have it resend on an error
2. If I load on any msg app, is there a way to disable this msg app?

I found this in another phone thread, so I guess this is how to disable the stock if I gho that route..
Open messages and hit menu. Uncheck received notification.
Very strange and anoying. I disabled the stock app, installed handcent set the settings where I thought it doesn't resend on error nd then it starting sending the same msg over and over that the stock one was sending.
FYI - msg is:
2288 error invalid number, please re-send using valid 10 digit number or short code. how can i clear out this msg or have my msg app stop sending it???
update, I did a search and found a number of peiople reporting this problem on other phones but no reported fixes related to this phone. So stuck right now with handcent uninstalled, it continued to resend the stupid msg even with the data off. So back to stock with data off, so NO text functionality at this time unles I can figure out how to clear. reset was suggested on the phone, but that will blow alot of instal apps and data away. so last resort..
EDIT: the last resort didn't work, factory reset and after reboot the d&*n text started up again... I don't under stand how it can send/receive text with no network setup... fyi - I using the phone on a at&t pre-paid network. The 3GS worked great, this phone has issues and thsi is the biggest one.

Since "some time", I cannot send SMS text messages from my Nexus S with stock ICS 4.0.3 and also not with CyanogenMod 9 v4.0.3 Alfa 20p1. When I try to send a SMS to whatever number, it takes some time (round about 10 seconds) and then I see a red exclamation mark (!) and get a message in the status bar "Message not sent"
My provider (Sunrise in Switzerland) tells me, that they even haven't seen any signs of me trying to send a text message and told me, to make sure that the correct SMS service center (SMSC) number is entered.
As there's no way in ICS to "easily" enter the SMSC, I "dialed" *#*#4636#*#*, went to "Phone Information", scrolled down to SMSC and entered "+41765980000" (without the ", of course *G*). I then pushed "Update", BUT…
BUT then, the field where I entered the number: update error
When I insert this SIM card in a simple, "ancient", non-smartphone Nokia mobile phone, I see that this number is stored on the SIM card and I can send SMS just fine.
Well………
What to do to be able to send SMS text messages again?
Dunno if it's important, but I can receive text messages just fine.

I had this same problem last week, and had to encode the SMSC number to get it to work.
I followed the recommendations at http://forum.xda-developers.com/archive/index.php/t-926771.html and got it working.

I used that same thread posted above the first time. It was not a fun thing, it was easier to just get my girlfriends phone, and copy hers since she has a nexus s to.

thanks to your heads up, I revisted that page and, more importantly, the "Online PDU Encoder and Decoder" listed there and got it to work.
The encoder encoded my "+41765980000" to "07911467950800F0110000910000AA00". Entering 07911467950800F0 worked then just fine.
I can now send SMS again - yeah!

Thanks to Baldar538 for the link to the answer to my problem as well.
For those of you on Koodo, the SMSC phone number for Koodo is 16475800172. But it has to be encoded before it can be put into the SMSC field in the 4636 menu.
After it is encoded, only the first 16 characters are used from the encoded string.
Sooo... If you want to turn the SMS back on for your Koodo phone, put the following numbers in the SMSC field and press the "Update" button.

I'm on the AT&T network and can't send texts anymore after flashing to ICS. I can make calls and use my data plan but am unable to send SMS for some reason. I've tried almost every APN setting recommended by others and still nothing. Does anyone have any suggestions or has had a similar problem that they resolved?

Correction. I can receive text messages but not send them.
*UPDATE 9/11*
So I found out the issue is related to the Message Center which you can access from "Messaging" -> hit the option button -> Settings.
After flashing to ICS I noticed that this option has been removed so I can't edit the message center. Are there any ICS or JB ROMs that still have this option available to the user? I need to change the message center number back to what it needs to be in order to send SMS texts.

After a BUNCH of research I finally found out how to fix this. Instead of posting a to the thread I found (since I'm still under 10 posts) I will post my copied instructions.
Go to google and search for your SMS center number which should be based on the carrier you have.
Next, go to twit88.com/home/utility/sms-pdu-encode-decode
Scroll down to where you see SMSC, Receiver, and Alphabet size.
Put in the entire SMSC number, including the + sign into the box, leave receiver blank, change the Alphabet size to 8, and delete whatever is in the message box under Alphabet and hit Convert.
Now, on your phone go to the Phone info menu described above and scroll to the bottom and find the SMSC field.
Enter the first 16 numbers into that field and hit update.
Reboot your phone and you can now send SMS.
This fix is for people who have the proper modems flashed on there phones and can still receive texts but not send them.
I have an HTC One S with T-Mobile USA which I've rooted and onto which I've installed CyanogenMod 10.2. Everything is working great except for one thing... I can receive text messages but cannot send them! I've scoured the forums for an answer and I've gone through this process:
- Dialed *#*#4636#*#*
- Went to SMSC option and pressed "Refresh" to display the SMSC number +12063130004
- Pressed Update
And then nothing happens...
I've read that once you click Update, it's supposed to take about ten minutes or so to reconnect the number with your service, but pressing Update just doesn't do anything. I even tried using the PDU number instead and that gave me "update error" in the blank space.
I'm at a loss here. What am I missing?
UPDATE: MMS works but SMS doesn't. This narrows things down slightly.

Now I have the problem that I can send and receive text messages for 2 - 4 minutes when I turn on my phone but after that it keeps saying sending... I looked it up online and find something about disabling Google Voice but I don't have that here in Belgium. SO any idea on what i can try?
You could try resetting your SMSC number.
To do that:
1. Dial *#*#4636#*#*
2. Go to Phone information
3. Scroll down till you see SMSC.
4. Hit refresh
5. Enter the SMSC number and hit update
You can probably obtain your SMSC number at your carrier. If not just google it.
