That depends, do you use a rom based on a themeable source? You could also try an alternative launcher and theme that.

I would recommend flashing a Cyanogenmod rom or a miui rom.
They are the most theme-able roms available

How to get the new Cyanogen Theme Store to work on cm12.1? It offers per app theming because of that I want it but I don't want to install Cyanogen OS. Is there any way to get it to work on CM12.1?
