Hi
Thanks for writing to us at XDA Assist. For future reference you can find your specific device forum here (bookmark/subscribe this):
Samsung Galaxy Note II
Within that section you will find a dedicated q&a sub-forum:
Galaxy Note II Q&A, Help & Troubleshooting
And within that q&a section you'll find a great help thread here:
[NOOB FRIENDLY] Ask the question! [N7100 and other variants]
Go ahead and ask your question there, but when you do you'll need to provide a lot more information than you did here, the people who will try to help you need to know all relevant details about what's happening with your phone.
Good luck!

Hello, and welcome to XDA!
Looks like the Korean Note LTE is lumped into the regular Note forum. Any questions you have can go in this thread:
> Samsung Galaxy Note GT-N7000 > Galaxy Note GT-N7000 Q&A, Help & Troubleshooting > [FAQ] [Q&A] [Noob Friendly] HELP THREAD - POST ALL YOUR SUPPORT QUESTIONS HERE
If you feel your device should be separate, there is a device request thread for that too.
Please note, to post in any of the above threads, you will need an XDA account.
To try to answer your question, I may need clarification. By the sounds of it, since the device is (probably) stuck back on ICS, Samsung didn't give this device enough attention to warrant an OS upgrade. And since it was released around August 2012 (and the benchmark for support is 18 months), it would mean official support would only bring the device up to one of the newer JellyBean OS'es (like 4.3.1).
Hope this helps.
Hi guys,
