In "CUSTOM ROM CENTRAL" there are OmniROM, PAC ROM, Paranoid Android, SlimRoms, AOKP but no CyanogenMod. Why? CyanogenMod is one of the most popular ROM. Then?

These are based on CM bro. If we are unable to port CM, these are also impossible.

There are several Kernels Built for the Samsung Galaxy S3 International from CM Source. You may visit the Device forum. As to CM is concerned, they have a nice Wiki on this topic.

What are the main differences from CyanogenMod 12.1 Nightlies and CyanogenOS 12.1?
The OS is build especially for the One plus One and so?? The battery drain is different? The desing??
Do you recommend one or another?
And for finish this, why I would install a rom on my smartphone built on Cyanogen? Why I would change the kernel?

They're from the same tree but are different branches. CM12.1 is the nightly branch, more up to date, but can be susceptible to bugs. COS12.1 is considered to be the stable branch, less up to date. There is plenty of information online on why one would use a custom kernel, just search for it.
In these day, some roms like cm or aicp based on android 6.0 or 7.0-7.1 don't work. in fact this two roms don't boot. which "working" rom do you prefer?
p.s.: why these don't work?
