Why every AOSP based gallery don't have full screen in portrait? They only hide statusbar and left the empty space there

I am on a project and its for GB. But it has quite a ugly 'recent apps' screen and also no wipe option or swipe away apps. I REALLY wanna change it to sth like this:

So do i have to edit the framework res?? Can one PLEASE gimme tutorial.
info: its a Miui ROM based on CM7. It also has a miui framework res folder.

This is just a modified version of erorcun's [APP] Modded Socialife for all ICS/JB phones [28/05 UPDATED].
I just removed the background layer of it's widget from the apk because the original ones were ugly. I like it better this way and hope you guys like it too
