Every 4.3 rom I install after the first reboot it hangs at unlocked bootlaoder screen. I have tried every recovery out there but everytime I have to fastboot to be able to restore a 4.2.2 rom and get it to boot. Does anyone know how to fix this because it is very frustrating. I wipe everything when I install to. I follow the standard procedure and I am not new to rooting or flashing.

you tried 6.0.3.5 cwm also?
i had the same problem and this was the only one i could get to work.

not sure if it will help but this is the exact process i used:
-rts using matts utility found here http://batakang.com/dr_utility.php
-put stock recovery back on using the above utility
-root with the above utility and protect with voodoo
-take the ota to get the latest baseband back (will likely fail but still update the bb)
-restore root
-install cwm 6.0.3.5 from this utility http://www.mediafire.com/download/tt7cwwua49n24uv/Razr_HD_Recovery_Flasher_V7.rar
-flash your 4.3 rom of choice
-profit (hopefully lol)

keep in mind the second boot on 4.3 roms seems to take a while, how long is it hanging on the boot screen? I remember the first 4.3 I flashed hung for about 5-8 minutes before it booted up. it seems to be the second one that hangs consistently for me, but it does always boot. All following reboots after the 2nd are normal with no hangs.

I think I have waited for about 10 minutes before. I'll try again and see if it does actually boot. Does your hang on the bootloader unlocked screen or the boot animation screen?
EDIT: I tried another 4.3 rom and booted it up. Set some things up then updated su binaries and restarted and let it sit there at the unlocked bootloader warning for 15 minutes with no changes.

I did actually restore it back to completely stock, recovery and everything. I downloaded the OTA after rooting and using voodoo. The update failed but I installed cwm 6.0.3.6 and then restored my backup. Then I flashed twrp 2.0.6.1 to try that and flashed a 4.3 rom and same issue came up.

Yeah, mine hangs at the bl unlocked screen on that second boot, though I flashed a different logo to get rid of that annoying message 10 minutes seems a bit excessive but not unheard of-longest I clocked was around 8. Does yours ever make it to the boot animation? If so, it should go into a full boot eventually. I think the hang has something to do with the rom building cache on that second boot Also, whichever 4.3 your using, I would make sure it's a more recent release as they have come a very far since the early releases which hung for longer periods of time. I'm currently running pa rc2 by cj and it went smoothly using cwm 6.0.3.2.

It never reaches the boot animation just sits at that screen. I have tried several 4.3 roms within the last few days so they are the newest versions I can find. Could I clear the cache to get it to boot?

If you don't mind, try that and let me know if it works. In the meantime, I'm going to try and find some more solutions. I'm assuming his method worked, as he hasn't posted back.

By golly that worked! It booted up fast as well. It must lie with the formatting your internal storage before flashing the 4.3 rom. I tried something similiar to this but I was already on a 4.3 rom that wouldn't boot and I formatted the sd card then tried flashing it again and it booted again for the first time but wouldn't the second. So if your having trouble do this:
Restored stock 4.1.2 using Matt's utility
Rooted with Matt's utility
Put 4.3 rom and GAPPS on external SD
Fastboot flash CWM 6.0.3.5 (or install via Matt's utility if you like)
Wipe data/factory reset
Wipe Cache/Dalvik
Go to mounts/storage and format /data and /data/media (/sdcard) **Back up anything in your internal SD you want to keep before doing this!**
Flash 4.3 rom
Wipe Cache/dalvik
Flash GAPPS
Wipe Cache/dalvik
Boot up and setup rom
Reboot

glad you got it fixed but i have to ask, in the sequence above why are you restoring a backup? you should be going right from stock to 4.3. also, some people have issues with twrp and 4.3, thats why i suggested cwm.
I'm not sure why I restored the backup. I didn't think coming from stock would work for some reason.

This was the only thing that worked for me. You could maybe try updating to the most current recovery instead of the one listed.
the only 2 issues i have seen to cause this problem are covered in the post a few below, and fixed it every time. my only suggestion would be to install cwm after rooting, then reboot, then continue with the steps. just my preference, it may not matter.
Decided to try the CM installer (Mac) today, phone was previously completely stock. Everything went fine (at least it reported fine), but when CM was about to boot, it just got stuck on the CM boot animation forever.
I then tried flashing another rom (dirty unicorns) via adb sideload in clockwork, and while no errors were reported, it too gets stuck on boot animation.
So now I don't know what to do?

Yes. Right now I'm attempting to unroot to see if that works. But I'd really like to go back to a custom rom.

Regardless, I followed an unroot guide, then another root guide, and now flashing roms works flawlessly. So problem solved.
So I was using Calkulin's stock 33R with AK kernel, which has been running fine. I deciced that I should try PA, so i did my regular thing of making a nandroid backup, wiping /data, /system and /cache. Flashed PA and the relevant Gapps, and got stuck on PA bootscreen. So I tried it again, and upon closer inspection, in, the flashing of Gapps failed because it was unable to find build.prop.
So I tried it all over again just with PA, no Gapps, no anything else. Same result, just the PA boot animation staring at me for over 20 minutes.
I then tried flashing Clakulin's stock again, and no luck, still stuck on OPO logo screen. I thought perhaps my partitions were messed up, so I wiped everything and flashed stock 33R from CM. Well, at least that booted and my EFS data was intact. I then tried reverting to Calkulin's stock by sideloading, and it never went past the boot screen.
Bottomline: I cannot use any ROM apart from stock 33R. Installing a kernel on top bootloops, installing root bootloops, installling a ROM bootloops, almost anything I flash bootloops. This is driving me nuts.
I am using the latest Philz recovery and my BL is unlocked. I am also a very seasoned flasher and I know what I am I am doing. Yet, this issue is boggling the crap outta me.. I know the solution is probably simple, yet I'm overseeing it.
PLS DON'T KILL ME FOR NOT PROVIDING A LOGCAT. I'll provide anything requested by those helping.
EDIT 1: When I say flash stock 33R, I am referring to the factory image provided by CM on their site. Also, remmeber the nandroid backup I made? That failed to restore. Yea, it failed hard on me.
EDIT 2: I remmeber reading in another device forum where his recovery was mounting the wrong partition when flashing, which makes sense since Philz's recovery produces an error where gapps can't find build.prob. I checked the recovery settings and the only mount I can change is SD from /media/0 to /media/
EDIT 3: I want to shoot the phone, and then myself.
Perhaps try using TWRP, just to rule it out?

Tried TWRP, no error on flashing the Gapps, but still stuck on boot animation.
If you flash the stock factory image does that work? I know you say you can 'use stock' but you don't say whether that was your backup or the factory image

I meant the stock factory image. My nan droid failed to restore.
I'm stumped cause if the factory image works so should everything else. Bizarre!

One last thought - I assume the md5s matched on the files you tried to flash, correct?

All md5s matched with the files. It IS really bizzare indeed. I searched about this problem for several hours, even on other devices. But no luck!
Try an older factory image and let it boot and do all the ota updates and try then that's what i did

Tried that too. Started off from 25, moved to 30 and still no luck.
Ok guys I'm stumped on this one. I got the OTA notification for 5.1 yesterday on my XT1034 and so I decided to preempt any issues I might have and just flash everything back to stock 5.0.2 in order to install the update.
I was able to flash everything fine then went to reboot, got the unlocked bootloader screen and...... nothing. It just stayed on the unlocked bootloader screen. I figured I did something wrong so I reset back to fastboot mode, tried again and sure enough I missed sparsechunk 3. So I tried again, restarted, and.... same thing.
OK then, reset again and reboot into recovery mode. It booted to the Motorola splash screen, ok this is different..... nope still not loading. Reset again and try flashing a custom recovery.
CWM, flashed ok, reset again, Moto splash
TWRP, flashed ok, reset, Moto splash
Philz, flashed, reset, splash
OK.. so I'm clearly doing something wrong. Did some research and tried:
- formatting the cache and userdata partitions
> cache formatted fine, userdata refused to format, not supported for filesystem type 'raw'
- tried flashing again without erasing the partitions
> flashed fine, no change in booting
- tried flashing back to 4.4.4
> flashed fine, no change in booting
- tried flashing all the custom recoveries with 4.4.4, no change
- I found a thread where someone else had a somewhat similar issue, and apparently resolved by unlocking their bootloader
> mines already unlocked, but sure it can't hurt, tried again, but nothing since it's already unlocked
I looked for anyone that had a stock 5.1 image other than the OTA, but couldn't find anything. I gave up on trying stock and looked at some custom roms, but all of them just start with, unlock your bootloader, load a custom recovery and flash the update zip file.
Soooo I'm stumped. I've tried just about everything I can think of. I made backups of everything so I'm not worried about the data I just want a working phone again. I refuse to accept that it's borked at this point since I can still get to fastboot.
OK so, no clue what changed, but I was finally able to boot into recovery, Philz
I wiped and reformatted everything and tried flashing 5.0.2 again
rebooted and it still hung on the bootloader unlocked screen
I'll try flashing Philz again and updating through there
Captains log, startdate much too late oh clock
I reflashed Philz and wiped everything again, then sidloaded CM 12.
I'm just thankful to have a working phone again so I'll go with this for now.

Have you tried installing the stock firmware again?
I'm having exactly the same problem, any recovery says it succeeded flashing but when i try to boot it, it goes to stock motorola recovery.
Sorry for being off-topic but what are requirements of receiving OTA?
Stock ROM, stock recovery and a locked or unlocked bootloader?

My experience is that you need to be unrooted, unmodified system partition and stock recovery
It's usually much easier to reflash a stock image and update than trying to unroot, uninstall, xposed tweaks, restore original build.prop settings, restore original hosts file, etc

I haven't tried reflashing the stock again over CM12, but I was able to find a link for stock 5.1 image, you can try going straight there skipping this whole pain.

I think at least in part what my issue was, was that the partition formatting got borked. If you can boot to a custom recovery you can wipe and reformat them. Then you should be able to reflash it normally.
I was just so tired of dealing with my phone at that point so I only tried once and gave up with stock, but I'm pretty sure that's what I need to do to fix it.
I didn't know where to post this so i am posting it here.
I tried to flash the latest version of CrDroid some hours ago and although the installation began with no errors, the whole thing got stuck on an infinite installation of the ROM. The log displayed "Patching system image unconditionaly."
After about 30 minutes i just lost faith and held down power button to force a reboot. Then, TWRP got reset to the screen which you see when you first flash TWRP, the one ascing about wether to keep system read only or not.
I will post screenshots too as soon as i figure out how to do it

Set it back to RW mode from RO mode. If it constantly turns back to RO, try reflashing the recovery image.
If you are lucky enough to abruptly abort a ROM installation, you will be able to atleast use the device. I had aborted a nandroid restore and my entire data partition was corrupted.
In any case you should post it in the appropriate ROM thread.
Make sure system is mounted writable, wipe system, data, and caches, and flash... it's that simple. If it fails use another ROM.
BTW, it is usually useful to tell which device (specifically), what ROM/Gapps, what version of TWRP, etc... the devil is usually in the details, the more the better.

Anyways, me being extremely stubborn as usual, I tried flashing the ROM through FlashFire and the problem is still there. By the way I did mount everything and it doesnt get better. I dont care anyways i'll just return to some other Nougat ROM. Thanks for replying though!

Weird... We can pretty much guarantee nothing is working in TWRP though, or at least it's not processing even the boot image of your ROM or the device wouldn't boot.
What is bootloader status?
