I constantly have notifications from Download Manager of a file being downloaded. It never finishes and is there until I finally clear Download Manager's data. It will then go away until the next time when it's another file. The filenames change each time. Currently the file name up is image013.png but other times it's things like attachments in emails from my gmail. Tapping on the notification does nothing. Long pressing on it gives me the App Info option which then takes me to Download Manager's app info.
The app info has the option to not show notifications but then I wonder if this is a symptom of a problem and these would just build up.
Facing the same issue on my Z3 Dual.
It happened the first time I was on a roaming network.

I'm also experiencing this and it's driving me nuts! I have not found a cause to this, but happy to see I'm not alone

Same with me Z3 Dual, for now I just stopped the downloading option from Gmail.
* Auto-download attachment to recent message via WI-FI , i switch it off.
The same problem with my z3 dual . Clearing your cache does not help. It is interesting that not every location it happens. The file that is downloaded is called "untitled"

I also did this some days ago and haven't had issues since then. I hope it is fixed in future updates.
I'm also having the same issue. Download Manager keeps trying to download something but I don't know what it is.
Mine says: "downloading_this_message_in_html.html"
When I go into Download Manager App Info, I can Force Close it. The button to Clear Cache is selectable but when I press it, it does nothing (there's no response).
----
I even tried Factory Reset using Sony's PC Companion on Windows but the issue is still there after I get the phone to what I want it to be.
----
My solution is to just Turn Off Notification for Download Manager App.
My concern is, I hope it's not draining any battery since it might be running in the background and I'm just not seeing it cause I have notification turned off.
SONY!!!! What the heck man!
THIS THE BEST YOU CAN DO?!! Sony needs to get better QA testers.

Now that I think about it, I think the last time this happened to me I still had my D6633, I sold it and I'm using a D6603 for the past 3 weeks.
Does anyone know the most effective way to make Sony aware of this?
the Z3 dual isn't as visible as the other models as it is such a niche product, we have to make sure Sony gets wind of this, else further firmwares may not fix!
Same problem for me. Dual sim.
Any of you using an SD card?

Im having the same problem with my z3 dual. Its a never ending download. I went to the sony xperia official forum xperia care site. Brought up this problem. First they told me to clear cache. It didnt work . Next they told me to clear data. It stopped for awhile then it came back again. Next, sony support told me told re- format everything using a windows laptop...took a long time, it didnt work either. What i noticed is this problem occurs when im on 3g or lte network. When i turn on wifi...then the unending download stops. When i turn off wifi, and go back to 3g or lte, it starts again. It goes on a loop...its obviously a software problem...needs an update. Even sony care cannot solve. They have gone quiet since the last time i logged in...no answer til now...

I've tried doing that but the damned notification pops up again. I have for the moment turned off notifications from download manager. But I am sure it is working in the background trying to download random stuff. Anyone knows if there is a fix/update for this? Its driving me crazy.

Preface: Yes, I've read a bunch of the other threads on this forum about this problem, but I've tried all the advice I've seen and this *still* isn't working.
So, I bought the Widgetlocker Lockscreen app from Market, and paid for it on my credit card. In Market, in 'My apps', it lists Widgetlocker Lockscreen, with 'Purchased' next to it. All the other (free) apps I have successfully downloaded and installed are listed there with 'Installed' next to them.
When I touch Widgetlocker Lockscreen, I get the Personalization screen. I press the 'Purchased' button, then the 'OK' button. This should cause the app to be downloaded and installed. When I press it, a message flashes up saying 'Your item will be downloaded.' Quite soon, in the notifications area, I see a progress bar with the text 'WidgetLocker Lockscreen' below, but this progress bar quickly disappears, apparently without the download having taken place. Just before it disappears, I see the text 'Download unsuccessful' for a split second below the progress bar. The app doesn't appear to be installed and is still listed as 'Purchased' rather than 'Installed' in the 'My apps' section.
I can still install other apps OK; I tried installing some free ones and they install fine. I tried clearing Market's cache (the clear data button is greyed out). I tried unmounting/mounting the SD card. I tried rebooting the phone. This problem still occurs.
Anyone have any idea what else I could do? This is still running on the stock firmware; I haven't rooted it or anything.
UPDATE: I retried the download & install a few days later and... it just worked! Glad I didn't perform a factory reset!
The moral seems to be that sometimes, Android Market screws up on Google's end and they forbid you to download certain apps. This is sucky, but it's not going to be fixed by your doing anything on your phone.
Have you tried downloading it on 2G mode, 3G mode, and WiFi mode? Failing all three, try installing it using the Android Market website on your PC.

Like GSM (E/G) and WCDMA (3G/H) and WiFi. Sometimes I find if a download doesn't work on 3G mode, I flip it over to GSM and it works, or WiFi etc. If not, since you just bought it, can you not refund the app and try from scratch?

Before any resets try this;
Go into settings, then manage applications, then find the Market app on the list. Open it, force stop it, then clear cache, then clear data.
Go back to the marketplace. You'll have to accept the terms and conditions again, but see if that helps.

I'm guessing that you've re-started your device? EDIT: just re-read post #1
If advice from @wnp_79 above doesn't work...then
factory reset? - is unfortunately the next step as the Market is linked to your Google account which can only be removed and then re-added via a factory reset.

there may well be but i don't know it...I'm afraid.
How about installing appbrain application and installing that and then try downloading the problem application through that...all though I suspect that it will use the same mechanism....but worth a try.
Google have come back to me and told me to do a factory reset as well. This is infuriating, and I really don't want to do it because of a bug in ONE application - Google Market. It's not like there's widespread filesystem corruption or something, which in my mind would justify a factory reset.
I did some more investigation and installed (successfully! other apps install successfully!) the 'aLogcat' app. This gave me quite a bit of useful debug info when I tried to install Widgetlocker Lockscreen. I have the output saved to my SD card and will paste here when I get home from work, but basically it's very similar to the output listed here:
http://www.google.com/support/forum/p/Android%20Market/thread?tid=0ffa4f4e6cedcfb8&hl=en
Seems like I'm not the only one having this problem. That was posted in 2010. Now seriously guys, are we still talking about a factory reset for a somewhat common bug in Android Market that has been known about for quite some time? I want to try and figure out what's going wrong here and FIX it instead. It looks like h ttps://android.clients.google.com/market/download/... is returning a 403 forbidden, which causes the main Android UI to display 'download unsuccessful'. Why is the download being forbidden?

My Oneplus gets "This is a lost phone" message intermittently every day with my loud ringtone. It stops when I press the okay button. This is despite me having it in silent mode.
Since this happens only during my office hours, where I have to leave my phone silent always, I am unable to investigate it rather than just press the OK button and it disappears.
I have my device manager activated in the phone. Thought it was previously my Theftie app which was activated, which I deactivated but the message keeps coming on every day.
Any way how to stop this?

It would be interesting which application is invoking this event !!
I did download wakelock detector but it says it needs root access since KitKat upgrade. Maybe will root it when time permits.
Meanwhile had another instance of the event, when I received a text from an number not in the Contacts. If I remember correctly, it happened yesterday as well when I received a text from a number not in Contacts list.
Really annoying that it happened during a meeting.

Block the text number and uncheck the settings in device manager and change your gmail password. If it still works after a factory reset and make sure you do not restore your software. Hi all,
Have a strange "issue" with my Z3 Dual.
I noticed yesterday that the Downloader seemed to be running, even though I hadn't asked the phone to download anything. Sliding the notification open seems to suggest that the download isn't actually running, but simply keeps notifying.
Data is not being sent or received, and the items always seemed to be images. I had thought it was my work exchange email (through Mailwise) or maybe even IM chats downloading images. Uninstalled them and reinstalled and that did nothing.
Finally this morning, I received and email (through my Gmail) from my property manager, and it had a pdf, the same pdf was trying to be downloaded by the manager! So it appears, that on my phone at least, Gmail is asking my downloader to download, without the actual download initiating, but simply keeps a persistent notification there! I also have a nexus 9 with the newest Gmail and its not happening there.
Has anyone else had this issue? I'm about to roll back latest update of Gmail to see if it fixes.....
screenshot attached
Rolling back Gmail to original version has not helped.
It has happened to me, and it seems to be when using autodownload on any of the email apps if it begins to download and you suddenly lose the data is connection it gets stuck.
Just go to settings and apps and go to the Download app and clear the cache and data and that will take care of the persistent notification, then try to adjust your autodownload settings.

Agree with everything you've said, but in gmail, i've auto download of attachments on wifi to OFF, and Images to "ASk before showing". Not sure there are any other settings I can access?
I have, for the time being, turned OFF notifications from the download app - this is obviously not idea if I really DID have an actual download of a large size or being stuck I have no way of monitoring it.
Open to any other suggestions / ideas

Same happened to me (also have Z3 dual) but updating Gmail app seemed to fix this issue.
I have the dual sim z3. I originally had my active tmobile SIM in SIM slot 2 when I put it in SIM Slot 1 the problem went away. Rebooted and no more download manager in the background.
Hey guys. So, I got my BPXL about a week ago, and I instantly loved it. The first thing I did was reinstall all apps from my previous phone. All 180 apps. No issues (except for the -504 problems). Two days ago, I was prompted by the Play Store about some updates. I told my phone to update all apps automatically, but there was a list of about ten items that needed to be updated. "okay, whatever." So I initiated the downloads. About two hours later, I realized that in the notification drawer, the download for the very first app in that list was appearing as paused. Return to the Google Play Store, see what's up, and the download bar is just running running running, but never actually showing any download progress. Paused them all, tried to run them one at a time, same problem. Tried to install a new app, same problem. Tried all of Google's troubleshooting steps, same problem. Here's where it gets real fun: Performed factory reset of phone, same problem. Acquired replacement phone from Amazon, SAME PROBLEM.
Apps can be downloaded and installed from the Amazon Appstore, but Amazon's app market couldn't hold a candle to the Google Play Store. I'm totally at the end of my rope. Google doesn't know what to do, Blu doesn't know what to do, and I have no idea what to do. I have no idea what is causing these issues. Anybody had anything similar happen and know what to do?
New here but I've had my Pure XL since December. I've been having the same issue for about a week or so. The only thing I've found that works is to cancel the updates, turn off Wi-Fi and start downloading them again. Of course that uses a lot of data, so it's not really an ideal solution..
and the download bar is just running running running said:

I actually just got off the phone with Blu CS, and it seems that this issue is common enough that they're rushing out a patch to try and fix it. There's a lot of other broken stuff I hope they patch over too, but in the meantime, being able to download off of Google Play would be a big step forward.
So there it is. Anybody experiencing the issue, wait. That's what they told me, that's all we can do.
Received an OTA update today that appears to have resolved the play store issue.
Blu Pure XL pause download problem *Easy Bypass*
I recently bought a Blu Pure XL, shortly after I rooted it no problem, then I had the store error that everyone else is talking about and people say there was an update released to fix it. Unfortunately when I try to start the OTA says my system is damaged so I downloaded the app: DataEye to see what processes use the internet while downloading and long story short when the download says paused open Dataeye and Toggle data saving mode on then off! Fixes every download that pauses hope this helps!
I try to to update today through wireless update but i only get the message "network connection failed". So i unroot the phone using the the tutorial forum.xda-developers.com/pure-xl/general/twrp-recovery-root-blu-pure-xl-allview-t3269447 by bemolx
it keep saying "network connection failed" on WIFI or 4G, internet is ok and working.
But i notice something weird: I can't set the camera Storage Location to Internal Memory, only to SD card. (Also whatsapp can't receive any media) . I don't know if i did something wrong at the first time when i root the phone or if this is related to the update that i am not able to install. By the way if somebody manage to download this update as a zip and share with the community. ? maybe others are having the same problem?

This step fixed the issue for me. Thanks!!
Download and install downloadprovider.apk and downloadproviderui.apk from the url above.
First issue is app badges. When i read message or check missing calls whatever it is general issue, the notification badge on app icon does not reset it self. Badge keeps as it is for 1 hour and then reset. Tried clearing badge provider but no solutuon.
Cant install apps from google play normally, it downloads to %100 and stays as it is. When i kill the google play and restart it then it installs the app.
Randomly getting really laggy with device.
When i am on call with bluetooth headphone and using my device, the device gets laggy. Cant switch wifi or install apps. Its like device gets my actions but does not proceed. When i end calls it starts proceed my actions one by one.
Tried factory reset, reinstalling stock firmware, all same. My device is stock and never rooted.
Btw, I see touchwiz update on sammobile but neither samsung apps or google play does not update the launcher. I try to install the apk from sammobile manually but it gives error like i have an app as same name as it is. So cant update to last version of touchwiz i stuck at 6.1.02
Any help for these issues or explinations? Thanks.

Thanks.

You tried everything, could be a hardware issue. As for the touchwiz update, it could be for a different version then yours. I wouldn't be worried if you don't see the update unless your seeing other people with the sane phone get the updates.

None issue you mentioned I face it, by the way mine is Exynos edition.
Suggest Factory reset your phone, don't restore anything (this part is freaking important). Start as flash new phone setup.
As for Touchwiz, 6.1.02 is the latest version.
Snapdragon here, none of these issues are present on my device.
Exynos here. I did not facr these issues until last firmware update. After factory reset it was awsome for 1 week. Then again here my problems.
I highly suggest to return the phone to samsung and get a new one.. your phone seems to have a hardware issues.
I only have the common issues which is fingerprint sensor stops working sometimes. I never tried bluetooth so i can't confirm if i have any.
As many here also suggest that you should start fresh factory reset your phone and install your apps directly from the play store. If you had any problems with the playstore don't bather your self to fix the problem go directly to nearest samsung center and ask for an exchange unit.
