Can I add the Arabic language to the rom ? - General Questions and Answers

I'm using
xduos rom for galaxy y duos http://forum.xda-developers.com/showthread.php?t=2118569
the rom doesn't have the arabic language .. the arabic letters appears like a squares .... how can I add the arabic language to the rom ?
