Go back to your proper CID eg. HTC__001. then via fastboot install RUU, like this one.
It should automatically downgrade your hboot back to 2.15. Reboot your device and upgrade via OTA to 4.1.1. Remember that you will loose all data in the process.

To relock just type in fastboot fastboot oem lock. Remember that you can't, after ulocking simply restore the original "Locked" in any of ways. There will be "Relocked" state instead. After that install proper RUU based on CID you've changed.

This is not true. You can reset your bootloader status according to this guide: http://forum.xda-developers.com/showthread.php?t=2155955
Edit: OP, there is a comprehensive guide on returning to 100% stock state here: http://forum.xda-developers.com/showthread.php?t=2158514
Never heard of this method, thanks laszlobb for useful links and sorry for confusion, if there was any. ;/

Quite recently I received HTC One X at&t, I unblocked the loader this way http://forum.xda-developers.com/showthread.php?t=1734558, but there was a failure and I lost the original files. Phone ceased to be loaded, and only was in cyclic reset. I tried to stitch an original insertion, it was established, but phone everything also reboots. Then I thought that a problem in CID and the unblocked loader. I replaced the CID back with CWS __ 001, and blocked the loader. Tried to stitch once again, but changed nothing. Now I have phone which only enters into fastboot and I can't make anything with it.
Can prompt something? Thanks.

Change your cid back to 11111111 and relock your bootloader, fastboot oem lock, ruu:beer: pm me once Ruu is done and we get your imei n sn fixed up

How I can receive it?, I have the blocked loader, fastboot, native CID and native recovery, the RUU installation gives of nothing.
U need the ruu.exe that matches your device branding and firmware version. E.g. evita 1.85 or rogers 1.73. Download it to pc, turn phone to fastboot USB in bootloader, plug in to USB and double click ruu.exe file. Follow on screen directions.

I have not loaded the firmware, you know? Cyclic reboot, reinstall the RUU does not fix this problem
I installed this firmware RUU_Evita_UL_Cingular_US_1.85.502.3_R2_Radio_0.17.32.09.12_10.86.32.08L_release_262092_signed.exe, all going well, but the result is your phone does not boot. After an unsuccessful unlock
Have u tried booting after ruu, without unlocking bootloader?

I didn't understand exactly what you did..but if you can boot to hboot you can fix this..
1. first you need to have adb and fastboot installed and working correctly.
2. take out your simcard.
3. relock your bootloader, run command fastboot oem lock
4. run the at&t ruu since you changed your cid back to cws__001.
5. after ruu just let it boot, it should boot. if ruu ran correctly...
6. if you are able to boot, now go to the bootloader again check your imei sn and mb.
7. if above information are correct(matching your box), root your phone and supercid it.
8. run the tool again. follow instructions

How can I unlock the recovery? I have locked bootloader
I can not flash a custom recovery via fastboot
I've been going through some Rom/Flashing issues with my HTC One S and having the RUU for my device to start all over again flashing back to stock recovery, relocking the phone and using the RUU to get myself back to stock.
To give you a run down. I just got my phone and I've spent the last month figuring this whole thing out due to this amazing online community on here.
I use TWRP 2.2 as my recovery, unfortunately I dived in, and failed to back up my original non-rooted stock Rom but that's still ok.
[I know nooby but bearing in mind this has all taken place within like, two weeks.] I used to switch effortlessly between MIUI v4 and the stock rooted HTC Sense 4.0.4 android just by backing up and restoring the roms but then I flashed to Paranoid Android and I think I fiddled with something during that flashing process which is why I'm probably getting some arbitrary technical issues now and I'd like to start over!
So anyways, any of you fine gentlemen and possibly ladies out there who could point me in the direction of a Uk HTC One S T-mobile RUU?
Thanks
Unfortunately none. I need one, too.

Do a full wipe, flash something like ARHD, change the CID, flash HTC Europe RUUs.
Yes, but I don't want to root... I need to restore from an RUU because that will remove my tampered flag.

I had a similar issue with my orange uk branded one s but after installing twrp i was able to change my cid from orange to a generic htc cid. I then re installed stock recovery, relocked the bootloader and then was able to install the european ruu. This worked fine and bootloader no longer says tampered although it does say relocked. I believe this is the best you can get if the bootloader has been unlocked at some stage.

After s-off the CID changing is easy and S-off disables signature checking so you can extract the rom.zip(ruu) and edit the android-info and change the mid in that text file save it and then add it to some.zip and flash it as RUU , it will work ! But remember you will need s-off, and you will get OTAs , Donot relock the bootloader ! the bootloader should be saying S-off and unlocked .

http://forum.xda-developers.com/showthread.php?t=2094414
The only tips that I have are
put back stock recovery on your phone if you have changed it. (you will have to unlock bootloader to do this)
relock bootloader.
OH, and one time even though usb debugging was checked on the phone, I had to uncheck it and check it again before the ruu worked.
Will relocking bootloader automatically restore stock recovery? Cause I am trying to return to stock from S-off back to S-on and I am following this guide but in the HTC One S toolkit, the recovery section doesn't have a stock recovery to flash. I can use some help with this also, I want to see if returning phone to stock will fix signal drop issues and if not I will have to return it on insurance. My biggest problems are I do not have an RUU from my carrier so could use some advice as to which one to use? here is the link for RUU's but there isn't one for Cincinnati Bell wireless.

I'm not sure if there is RUU for your CID. I tried to Google that but I didn't find much. If you've bought your phone from carrier, then there is probably no RUU for your phone. If the CID doesn't match, then RUU won't run at all and it will throw an error. To run RUU you need to have locked bootloader and stock recovery.

so can i flash the RUU mensioned erlier?
what if it fails?
Follow this guide to do it. You don't need to root since you have CyanogenMod. The links to XDA threads doesn't work, but all you need is RUU and all in one toolkit for One S which should be in Android Development section on this forum. Also you need to have the unlock token for your device.
If the RUU doesn't work, then you can try another RUU if you find correct one for your device. Some have went as far as changing CID to HTC__001 to run the European RUU, which I linked earlier, but to do it you need to unlock bootloader again.
