Does the tablet come with an ap that use the IR blaster; and if not any suggestions in this arena ?

Hum searching it sounds like watchon is suppose to do the job; thoough it is a bit confusing from the description of the app on google-play.

WatchOn does a splendid job in my opinion. You can select shows and genres that you like, and it will show you shows that are on specific to the categories and selections that you chose. You can change channels, set reminders, and set favorite channels. Pretty useful remote replacement.

WatchOn is definately the included app meant to be used for remote stuffs, but I found it lacking for my needs. I did like that it integrated with listings so you could find a show and point it at your tv and 'watch now', but I spent all the fun money on this tablet instead of upgrading the living room electronics.
It will likely work if you have a normal/basic tv setup, but I have a bit of an older tv and the tuner inside does not work too well. We use a VCR that gets a better signal off the cable for channels, but no way to make this app do channels on a vcr (or any vcr commands for that matter) and send volume controls to the TV. For reference, a universal remote can do that just fine, and costs under $20. I find it sad that they couldn't implement in software what a cheap universal remote can do...I will be looking to see if some other software is also usable with the IR blaster.

I would like an app that would be very simple and just add a functional widget to the home screen. Volume, channel up, down, thats about it. Tried a few from the Play Store but they all sucked and many were bloated overkill... something right must be out there.

Search for ZaZaRemote in Playstore, this is the best IR remote I ever used and have macros that I love.
edit:
Oupss..sorry its Smart IR Remote I mean. But peoples already recommended it.

I use Smart IR Remote for its simple widget ability... hated loading watchon when I just wanted to change channels or turn up the volume...

Smart IR Remote looks good, I am going to try it out.

This is the most versatile UPNP/DLNA App I’ve seen!

This is the most versatile UPNP/DLNA App I’ve seen. It is no longer just audio, video and photos. This App supports PDF, HTML and one can even invoke the app using the Android content sharing link. That very much means any content. The playlist handling is very unique (need to use the PlayOn TV Receiver by the same developer), too. It allows you to share the queue with a bunch of other phones. Apparently this playlist is implemented on the TV side.
The other thing I like about this App is its UI simplicity. The UI is so organized that you would never have to wonder what to do the next as in many Apps. The features of this App are actually quite complex, or more complex than that of most of its competitors, but the UI is very straight forward. The most obvious move is usually the right move, and if it turns out wrong there is a obvious way out. The more complicated controls were put under the menu button so they would not be seen unless you want to see them. That takes the confusion out completely.
There are some compatibility issues with some DLNA TV . It appears that not every DLNA command is working. But honestly, I have not seen one that is 100% working for all models. I’ve used this App for Samsung and Sony TV. Both work well. But I am not able to get it to work for a LG. The best bet, I believe, is to get a muscle 2-core/4-core set-top box and go with the matching PlayOn TV Receiver. It is going to be a lot better than the built-in unit running in a TV.

Remote desktop with programmable buttons.

Thanks for any help. I am looking for a app with programable buttons to play pc games from my android. I had one a long time ago but I can't remember it. What I mean by programmable buttons are this, like I use to be able to put a track pad on screen to control mouse movements, with adding any button to the touch screen like mouse click wsad. Etc. Thank you for the help. What I really am doing is wanting to control my pc through my phone on the couch which is to far from my pc and I don't want a wireless keyboard .
I found one, called splashtop hd gaming, but it wasn't on the play store cause it told me it wasn't compatible with my device. I found it on a weird site and downloaded it for free and it works fine and what I wanted, but I would like to have the play store version for 9.99, any way to by pass Google's obviously bad attempt to tell people what apps will and will not work on our own devices?
I use Unified Remote. Can't remember how much i paid for it, its been a while. But it works really well, and has various styles of remotes you can use. Media player remotes, Hulu, Netflix, Simple mouse control and keyboard, etc. There is a free version as well, that lacks some of the remotes, but you can give it a try before you buy.

Universal remote.

TV control/remote

I know the IR blaster is no longer present but is there a wifi tv controller app built in somewhere?
I have one that I downloaded from the Play store a year or so ago but its been removed (not sure why), I have a back up of the APK on my sd card. Its a Samsung remote and works over wifi to control a smart tv.
The reason I ask is under Package Disabler Pro, there is an app called Control TV (com.samsung.android.controltv), but I dont see it in the app drawer or on the galaxy app store? Maybe its part of the screen mirroring/casting function?
Tried a quick google search that resulted in nothing.
But here's a post that you may find useful:

I wondered the same thing when I seen a notification about "tv control" being updated. Looked up and down for it and found nothing. However if an official Samsung WiFi remote is what you are looking for, for your Samsung Smart TV then I found something.
Do not bother with the app in that link above my post... Like the original poster mentioned within that link it is full of Ads. Get the official app which can also control external speaker volume also unlike that 3rd party one in that link.
The app is called "Samsung Smart View" Its official, works with all Sammy Smart TV's and does a bit more than a tradition IR blaster remote. It may not as good as Peel in the sense that it talks with your cable box subscription/channel list however; I find it great for what it is because now I no longer need to look or fetch for my soundbar remote or tv remote when my phone is an arms length away from me.
Enjoy

Note 3 IR Blaster Applications

I think that one of the most underrated aspects of the note 3 is the IR Blaster. Most phones do not come with them anymore.
Currently I use an application called IR Remote that allows me to control my TV's. I also have the full version of Unified Remote, which supports custom IR commands, but apparently the Note 3 does not support learning IR codes (which is what Unified Remote requires apparently).
My question is: What applications/devices do you use for your IR blaster? Have you done custom IR codes?

Peel smart remote.
Sent from my SM-G925F
AnyMote Smart Remote is a really good anything remote. Peel Remote is good for having a decent remote and TV Guide, all-in-one. However, I haven't ever toyed around with anything to "learn" codes, because of the funny hardware that's involved and due to lack of funds.

The personal best for me is SURE remote - it has brands that ive never seen before and they work (i know becoause im playing with it when i go to a tech store full of tvs and many other electronics)
KeuwlSoft - Create your own Universal Remote
Wow -- Now I know what I will do with my Note 3 after I replace it soon. I know that this app will work, since I've used many of their free APP products in the past, which are phenomenally great, and also very comprehensive, if somewhat complex. I'm just now getting their "Remote Creator" app from Google Play, (since I can't post the link yet-- MODS ?? ). Or go to their website at Keuwl dot *** which I recommend, to see all their cool tools. They also have a lot of hardware projects to proto creating both apps and hardware.
I know it will be great. Why? I just used their "Frequency Generator" App to tune "BT earbuds", which are really hearing aids. Turns out, they support going down to below 10 Hz! Their specs say only > 100 Hz, but that is only what it will amplify when using them as HA's. BT music capability goes down below 10 HZ, just from my Note 3. As a reference, here's the lowest sources, where human ears can more "feel the bass, but can't hear it" as well:
Pipe Organ = 18 Hz
Piano = 25 Hz
Guitar (Bass)= 28 Hz
Drum (Bass) = 75-35 Hz w/harmonics
If you are planning on picking anything for remote sound, I'd suggest using their "Frequency Generator" app to test and tune your hardware / ear combinations. Using music itself to tune any equalizer, is more frustrating and not reliable at all.
Peel Remote for me! I have tried others, but I have a TiVo/XBoX/Receiver/TV combo and love being able to program in the custom funcitons. Bu the advertising and buggy interruptions ruin much of it. To that end, I just did a TB of it and when I tries to "update" or take over my lock screen I can just "restore" the previous version.
ASmart remote works as well to set up room combinations etc. I use that if I am at work and want to control the office tv's
Anymote wins hands down, widgets, automation, editable, just brilliant.

I just rebuilt my TV companion app. TV Towers.

Hey XDA,
I wrote this TV companion application a few years ago. It needed a major refactor and I finally got around to it. It's a free app with limited ads. The rating is terrible right now as it has been broken for a few months. I hope the new updates encourage more positive reviews.
The application works for different use cases: Use it with your big box TV or watch live TV in the app
Let me go over some of the features in more detail:
-A live map and compass guide to the best direction to point your TV antenna based on your location.
All TV station information: Channel Name, Channel Number, Channel Frequency, and more.
Station broadcast overlay: Allows you to see exactly where the station can reach.
Built in TV Remote (for devices with a built in IR Blaster).
Watch live local News streams from any city in the USA.(FOX, CBS, NBC, ABC, CW)
Watch nearly any live stream: Live Cable TV, Live OTA Broadcast TV, Live Sports. (Even works with major cable providers like Comcast and AT&T)
The last 2 are what make the application unique. TV Towers uses a custom video player which makes it all possible. It's the secrete sauce to what makes the app special. You can literally use the app to watch live ESPN sports broadcasts using picture in picture mode while you browse XDA The app really is powerful.
That being said, there are a ton of different manufacturers for Android with multiple different form factors and OS flavors. I only have 2 devices and a basic emulator... If you spot a bug or something that does not look right please leave a comment here so we can collaborate on how to correct it. I love writing code and solving problems. If you have an idea or something you would like to see in the application then please let me know!
I put a lot of hard work into this app. If you like it please consider leaving a review. If you don't like it.. Please let me know why so I can make it better for you.
