Update Hangouts to its lastest vesion. When you start the app it would ask you to enable sms control.
If you are not asked, go to in app settings->Sms->turn on

Starting with gb, the only thing you need is market, all the other Google apps are in the market place.

Install GMail from teh market, and then go into Accounts and Sync and enable GMail sync

LOL seems like he isn't a native English speaker.
I think Gmail isn't showing up in his market. Try Market Enabler and select one of the US carriers.

Alright. Try 3rd party messaging apps from playstore.
Maybe somehow your radios got messed up? I'm not that great on the coding aspects but I remember way back in the day with my Evo 4G there were multiple radios you'd have to download for your phone. See if your phone has downloads for that or just say screw it and go with Google Voice and never look back. Hope you find a solution!

I have an error with hangouts... Every now and then it stops sending messages. The animation just stops and messages stop sending... I have to wipe the so data to resend -.- why :'(
