As you might know, the Developer settings from your Smartphone has disappeared since your update to Jelly-Bean. Have they removed it? Yes. They thought it was too useful to the users and decided to remove it from the phone. Nah, instead, they have removed it from the Settings menu and placed it to the 'About Phone' section. It's not easy to figure out where it is. Here's how to get them back:
1. Go to the Settings menu and scroll down to 'About Phone.' Tap it.
2. Scroll down to the bottom again, and you'll see your phone's 'Build number.'
3.Tap it seven 7 times. You'll see a pop-up showing how far you are from enabling the Developer settings. Keep tapping, and you'll magically get your 'Developer Settings' back. Neat, isn't it?
If you don't know what it's used for, it would be best if you do not enable them.

Check if you already have the Developer Settings. What ROM are you using? Are you using any of the JellyBean or KitKat ROMs? If so, try the method I've posted. It SHOULD work, if you don't already have the Developer options on your >Settings page.

BUMP! I'm wondering this too, Google should've made it so that retapping the Build Number removed dev options...and it could say "You are now an average joe."

If you already root and don't want to losing your settings just install root explorer..open it and navigate to data/data/com.android.settings/shared_prefs/development.xml..edit and change value "true" to "false"..save and exit..then delete development.xml.bak..after that go to settings>apps>all>Settings..open it then force stop..then open Settings app to check it..voila! developer options disappeared!

Unfortunately no. That file has nothing in it on my device. :-\
Without root
You can achieve this by clearing setting app data.
Goto Settings -> Apps -> Slide3 left till you get to All -> scroll down to find Settings (about 3/4 the way down) -> touch Settings' -> Touch 'Clear Data'
This works for me.
You may need to disable debuggiing first because this may leave debugging enabled.

This modification uses the 'Xposed' system, which must be installed as detailed in this post.
This modification will restore the missing 'back button options' in the 'Settings -> Display, Gestures and Buttons' menu on your HTC One. As it is an Xposed mod, it should be ROM version independent.

Download and install the modification APK - DOWNLOAD
Enabled the module in 'Xposed Installer'
Reboot
Easy eh? More Xposed modules for the One will follow.

Sure, but this method should be rom version independent and is arguably easier to install once you have the Xposed framework.
Both have their merits!

What I have done:
I installed the Xposed installer, in the app I hit "install/update"
I flashed the ZIP in recovery (CWM)
I bought and installed the MoDaCo Toolkit app
I activated the module in Xposed
I activated the HTC One option to enable the button options
Now where exactly are those options? What subsection of settings and what is it supposed to be called? In the best case I've just overseen it, but I guess I need some advice on this case.

for me it only works then i touch the app ...
when i for example open root explorer and hit back it closes... when i start it and use the app swipe down or up or something and then logpress back it works ... thats kind of anoying ...

hmmm ok ... i also noticed that its only sometimes that when i hold the back button the app simply closes ... hmm
edit : try facebook app ... i have to try three times till it works ... otherwise app closes !!!!!!
I have no luck it seems. I have done a correct installation and rebooted several times, also between simple steps. The module is active and everything and I now tried the option to disable the children mode function in the power menu. After a reboot this function is still visible.
My values:
HTC One from Vodafone Germany (driven by a T-Mobile card)
unlocked with HTC Dev (S-ON)
ROM: Android Revolution HD v3.3
other mods: Battery 1% mod
Anyone able to point in the direction of my mistake?

Things required
Xposed installer
Floating notification
Xhalo floating window
Steps
1.Now install xposed installer and go to framework and click on install/update and also install
xhalo floating window module
2.Activate xhalo floating window module from xposed installer and reboot
3.install floating notification from play store
4.Now go to xhalo floating window-->movable and resizable-->turn on movable and resizable
5. Now go to floating notification -->settings-->check launch apps in halo window
6.now go to app notification in floating window main menu and select the app u want to make it appear as in multi window form.makes sure to select all option in apps notification
7.reboot and enjoy
Tested on 4.2 and 4.1
Actually u guys have to add the apps in floating notification for example if you want to add Facebook to be appear in multi window form just follow the simple step
1.open floating notification
2.go to app notification
3.check the Facebook and also click on pin app and closed the floating notification app
This will makes the Facebook appear in corner of your screen
Just click on that Facebook will be launched in window form
You can use same process again and again to add more apps that you want to add in window form
Note : Make sure that launch app in halo window is checked floating notification

Pin button should present in floating notification app, not in halo))). Just see the screenshot on page 1. But in my case pin button is absent. Please compare carefully the floating notification app screenshot on page 1 with one I have posted.

XDA automatically moved your question to a question & answer thread b/c you are a new user. Basically, on first boot up, you will need to enable developer settings, by going into settings & scrolling to the bottom. Select "about phone". Tap on "build number" rapidly until it says developer settings have been opened. Back back out into the normal settings menu and select developer options. In there, find the selection that controls root. Click on it and select "apps & adb". Then reboot and try root checker again. PM if you have any questions. XDA probably won't let you post in my main thread until you get like 10 posts or so.
