So I'm typically getting 3-4Mbps down and 2.3 or so up with t-mobile despite my address showing "excellent" coverage (their top rated coverage on the coverage map). When I asked for an estimate of what speed I should expect in my area they told me 20Megabytes per second.. yes they said "megabytes". I corrected them and they confirmed that it's actually 20 Megabits.
That was one of several lies they told me, here are a few more:
1) They said that I could activate the $30 5GB 4G/100min plan by calling them. It says on the website that it's only available on t-mobile's website and at walmart. When I called to activate the plan as they told me I could, I was notified that it isn't possible. I fought back explaining that they told me I can do that and they said they would do it as a "courtesy".
2) Prior to signing up, when I asked for a tax/fees estimate for my state, the sales rep's exact words were: "What you see is what you pay, all fees and taxes are included in the listed prices." I soon found out that it's also false and they do charge some extra fees on top of that $30, as well as the other plans.
3) I just called them regarding the very slow speeds and the guy asked me to turn my phone off and leave it off so he can do something and then asked me to turn it on and do a test. This time the result was: 11.05 down / 2.71 up with 103ms ping. He didn't listen to me when I said 11 down and 2.7 up so he said "oh, 2 mbps is normal for LTE". He thought that I was saying I had 2.71 down and that this is "normal". He explained that the tech team would see that I got atleast 2 MBps and tell me it's normal for LTE. I said: "really? because if you actually look at the specifications you would see that none of the carriers actually provide LTE speeds." He said "I'm glad you're up to date on the knowledge of it, the thing is they will see that you hit atleast 2 Mbps and will say that it's normal." He basically refuses to do anything actually useful for me to fix their network issue. I live about 5 minutes (walking time) from a state university so they better get their network straight and fix these issues.
This is the second time T-mobile has lied to me. Back when I lived in California I had a sidekick in 2008 and they told me I'd be having full bars every around my address for a large radius. I came out here and the signal was terrible and dropping calls constantly. They told me they'd waive the cancellation fee for me since their agent was incorrect, then proceeded to send me bills and harass me for an early termination fee.
What would be the best way to get through to these low level uneducated tier 1 support agents and actually get the issue resolved? T-mobile appears to be the only company in the area with "LTE coverage". Maybe I'm better off trying out AT&T?
I think I'll call again in a moment to see what they tell me next.

I'm wondering how to get t-mobile to understand that 2Mbps isn't LTE speed.. lol
i get 40mbps down and 15mbps up 30ms ping with 3-4 LTE bars
sounds like yours is actually still on HSPA...have you tried typing *#*#4636#*#* in your dialer and selecting LTE only?
note that you won't actually be able to make calls when using these settings just for testing

I tried it and didn't get any singal at all. Someone I spoke to this time told me they'd transfer me to a tech support agent, apparently he's the same old tier 1 loser.
He says that because I don't have a "t-mobile branded device" I can't get LTE. He says it has to be straight from t-mobile. He says that it's the same for all phones. I told him he's full of crap and it's the same phone regardless of being branded. He says that it's because if I owned ATT I wouldn't want people using it on t-mobile. I said no, this is an unbiased unlocked by manufacturer device straight from Google. He keeps saying he isn't making it up and can send me an email. I said it's no good to send me that now, after your company told me I can use LTE on an unlocked Nexus 5.
I accepted the email he wanted to sent me and it said it needs the 1700/2100 band to operate on their network. I said I checked that before-hand and told him already. He starts asking if I installed apps and telling me to uninstall all third-party browsers because they cause issues on the phone.
He said to go into "browser" and look for "bands" in "settings". He told me to clear the cache/cookies/history in Chrome and turn off the phone and that he'd "get me a new connection". Nice irrelevant cache purging t-mobile! He had me turn it back on and asked for my address for coverage checking. He said he can't find my street address which is odd since nobody ever has that issue. Now he says "who told you that you can get LTE at your address?" I told him that tmobile told me and the chart shows it. He says I'm between the 3G and 4G connection, I'm really close to it. He tried to tell me that H means 4G and I explained that it's actually 3G.
He asked me who told me that HSPA is 3G? I told him what to search for in google and he keeps repeating to back up my arguments with facts and I keep explaining to him why and where to look. He says I don't back up my facts and now he's asking "if you're the technician at t-mobile and the customer is saying H is not 4G what would you think?" I said that they are lying to me or misinformed. He just argues non-stop. He said if I believe t-mobile is wrong and "H is not 4G" then maybe I can talk to the supervisor and tell them that H is not a 4G sign.
I spoke with the supervisor and they said they can't guarantee LTE on a non-tmobile branded phone. I asked what the difference is, they said the "Settings on your device". She sent me another email. I asked about the ISIS sim card I read about people receiving for their unlocked Nexus 5's on this forum and they said a new sim card won't change anything.
I'm calling again
you do get the LTE symbol next to the bars correct?
How many bars of LTE are you seeing? I normally only get HSPA in my house, and LTE outside. I just did a test and I'm getting 2.42/.32 with 2-3 bars of HSPA. With about 2 bars of LTE though outside of my house I get about 18mbs down. With full bars I've gotten a little under 50 mbs down which impressed me.
Have you re-checked & compare your T_Mo APN settings (i.e. using fast.t-mobile.com) - using IPV 4 instead of IPV6 (toggle them & test to see if you notice any difference.) If you move to another nearby location closer to T-Mo towers and check your speed again - are there any difference on both downloads & uploads?

I get 3-4 bars typically but NOT of LTE. I can't get the LTE icon to even appear. I've gone outside and still only was able to get H. I will go outside again in a moment and check for LTE.

I haven't tried forcing IPv6 or IPv4. I'm doing that now and with full "H" bars I got 7 down and 1 up on IPv4. When switching to IPv6 only, I get 7 down and 1 up.
I went outside to perform the same tests. I got 9/2 on full "H" bars using IPv4 and the same results for IPv6, however on IPv6 I did get an upload spike to 62Mbps which I guess is just a mistake from the app.
Can you ask the local TM store to give you a test phone to verify that LTE is possible in the area? The maps are always inaccurate, and there are often coverage holes.

The closest store is too far to walk and I have no car now, but thanks for the good suggestion.
I was told by ATT last night that they "mix HSPA+ and LTE" for "better speeds and more consistent coverage". Most likely feeding me garbage like t-mobile? I told them how I've seen an LTE S4 getting 30Mbps on Sprint and suggested that since theirs is "better than the other networks" as they claim, that I should be able to get such speeds. They told me "those speeds or better".
if you're not getting a LTE symbol, your account isnt provisioned for it and needs to have that provision OR you do not have LTE signal available at your residence/places you go.

Interesting, I can ask them if they've done that. Anyways, they told me before buying that I'd have it and it even shows on their coverage chart:
Maybe he didn't know the difference between HSPA and LTE since they call HSPA "4G". He thought 2 mbs is good for HSPA (which it's ok, not great. I' ve usually gotten about 5 mbs on HSPA)
EDITL Yeah, that's what I thought. The map is a bit misleading. It' shows "4G" coverage which is what they call HSPA as well.
that actually shows you have 4G which tmobile considers h/h+. you need to find a LTE coverage map.

And I see you're in Brooklyn, so you just answered your own question as to why you're not getting 4G. As suggested earlier, Rooting your phone and flashing a new ROM should give you HSUPA (look through the forum, people are reporting between 1-3mbps up)
It is easy to fix so while it would be nice out of the box the user can fix it.

I am in Baltimore and if I go closer to the city I get the better speeds. I live about 10 miles out so I do not see it at home. I plan on heading there this weekend to run a few speed tests, only problem is there is allot more network congestion there.
I posted this in the Speed thread, the 2nd shot was with my Hero in downtown Baltimore about a month ago.
Here is what I am getting after root in the Inspire, was taken halfway between Baltimore and DC. Not sure why it picked a WV server.

Holdon justaminute,it says if the arrows under the 4G symbol are illuminated,u got 4G. Well..... they're litup. Most of the time. Something underhanded is goinon with At&t.

mine is illuminated as well, that just means the network is tehre, but if they're only porting 3g speeds over the network, its all yours gonna get.
This is upsetting. Upload speeds are definitely crippled.

AT&T hasn't launched HSPA+ yet. Upload and download speeds are going to be Shorty 'til it launches. AT&T says that HSPA+ willbe completely rolled out by March 31st.

Crippled unless they remove the limitation with a firmware update. No prob getting 1700 up on a captivate on my home tower; never break 500 with inspire. Has NOTHING to do with any switch getting flipped with regard to upload speeds.
If you want higher upload speeds, root and flash.

This is definitely false advertisement on AT&T's part. Miami does not have 4g turned on, it's not even on the AT&T map for current 4g areas, but yesterday a rep. in my friendly neighborhood AT&T store, told me that if I had the "+" next to the "H" I'm getting 4g. So, I did a speed test in front of him and I got 1.8 down and 0.3 up. He seemed baffled and walked away. I just don't want to be stuck for another 2 years for a service that it is not true 4g. Maybe T-mobile 4g or Verizon LTE are better.

If the down arrow is lit it means there is downloading going on, if the up arrow is lit it means there is uploading going on, regardless of what network it's connecting to.
When you see the H+, this could mean you're connected to 3G, HSDPA, or, if available, HSPA+ (there's not multiple icons for these networks). HSPA+ (which isn't really "4G" - this is a marketing ploy developed by T-Mobile which AT&T decided to latch on to, I think they should be sued for this) is currently being rolled out, but it's not available in most areas.

I went to tmobile a week ago, and told him I wasn't getting any decent data speeds, and he looked at my sim card, (it was old), and said I had a 2g sim card. He swapped it out, and I've been getting better speeds. I didn't know there was such a thing as 2g sim cards, but mine was about 2 years old, so who knows. It's worth a shot regardless.
I'd like to know, too - I've seen a number of conflicting statements regarding T-Mobile's 4G, i.e., is 4G UMTS or HSPA, etc. T-Mobile's site shows that my area has 4G coverage, I have the 4G icon showing on my phone, but the network type shows as UMTS. The data speeds I'm seeing appear more aligned with that I'd expect on 3G as opposed to 4G; however, I'm far from unhappy.
I'd also like to know if there really is a 4G SIM card that's required. My current SIM came from my G2, which I purchased at release (no 4G in my area at that time, though). The G2 demonstrates the same 4G behavior: 3G-type data speeds and a network type of UMTS.

I can confirm that your phone WILL NOT display HSPA in the settings. Mine only shows UMTS even when I am getting 4G speeds. Last night I hit 10.7megs on my downstream using the speedtest app and when I checked the settings menu, it still showed "UMTS". I have been running a lot of speed tests all over Atlanta and I get speeds ranging from 3-10 megs (usually between 5-8 megs) and I have NEVER seen anything other than UMTS. I don't believe you will ever see anything different in the settings menu as long as you are on 3g or 4g.
I notice the same UTMS is a constant for me however when I get in a known hspa+ area. I get a little better speeds than I did on my n1. I wonder if its the way lg/the radio interface is reporting. my icon in my status bar never shows 3g just 4g or 2g. something is inconsistent in what the device shows vs what it is actually doing.
my. 2 cents
Here's a screenshot (as you can see, the speeds are "4G" but never once did it ever say anything other than UMTS in the settings menu.)

This is absolutely correct. GSM 4G is LTE not HSPA/HSUPA/HSDPA or HSPA+ All of the carriers talking about 4G in the USA it is simply a marketing point.
The GSMA allowed the carriers to redefine the definition of 4G is, thus allowing them to brand 3G networks as 4G. Sad really.

Their 3g is HSPA. Their "4g" is HSPA+. It's not a myth. And your download speed is dependent on many factors. Dont think that just because youre connected to the network youll get maximum HSPA+ speeds.
I get exceptional speeds, ranging anywhere from 6-12.5kbps on their '4G' network, pretty consistently.
Apparently (according to numerous XDA posts I've read) the G2x displays the 4G icon if you're in a 4G OR 3G coverage area. In other words, even if you're only in a 3G area, the 4G icon will be displayed.
As for the speeds, I've pulled down a max of 7mbps since I've had the phone. At my house which is supposedly a 4G area (according to the tmo coverage map) the max I've ever pulled down is 1.8mbps. My theory is that the back-haul is somewhat limited on the tower close to my house. Due to the geography I'm fairly sure they're using the same ISP I'm using (Charter). The tower is located in the middle of a huge suburban area with only Charter and AT&T providing service. AT&T DSL maxes out at 1.5mpbs in the area and Charter maxes out at 18mbps. Now, I've seen the tower and there's no equipment on it for a wireless back-haul. So basically the odds are they're using a few CBN (Charter Business) lines for connectivity and have the max speed per device set to 2mbps.
You can toss as much of the fancy 4G equipment on a tower as you want but if the back-haul capacity isn't there then it's still gonna be slow. Just my two cents.
Go into about phone and look for network. Mine is usually connected to hspa and I'm betting that's what yours is also.
Well 4G = 3G.
4G is the same technology just faster. Thats like my cable modem. It was 1.5mpbs when I first got it. Then 5mpbs. Then 10. Then 20. 30. Now 50mpbs. Nothing changed on my end.
My Nexus One would display 3G until I would pull data, then flip to H. But it wouldn't show 4G all the time (nor would it support faster speeds). I think they are trying to get rid of the 3G because 3G and 4G are basically the same.
People don't want to buy into the 4G service only to have the phone say 3G all the time.
And from my understanding the phone would display 3G. I never seen it but i'm in a 4G area.

sooo then whats HSDPA considered?
HSDPA is an evolved version of HSPA. It allows speeds of 3.6, 7.2, and 14.4Mbis/s. Sometimes called 3.5g
HSPA+ offers speeds up to 42Mbits/s. This is what T-Mobile is claiming as 4g
BOTH are based on the same 3g technology.

HSPA+ isn't exactly the same technology and if you're getting 50mbps service through Comcast, either you just got the service or you did change your modem out recently. DOCSIS 2 wouldn't support that speed, you'd need a DOCSIS 3 modem.

ahh i get ya...that always confused me
I live 150 miles from the closest hspa+ signal. my g2x has said 4g since i first turned it on. I even showed it to the tmobile salesmen and they scratched their heads. never seen higher than 1.5 mbps on this thing.
I don't care what TMO wants to call it, their network is a far cry from 4G. Not Even Verizon's LTE is considered true 4G by international standards (which require +100mb down) and I get 30-35mb down and 12-15mb up. On TMO network, I have yet to top 7mb.

Well that's a whole other topic right? Gizmodo, Engadget, etc have all discussed that no network is truly "4G". Recently tho I thought something changed where they lowered the requirement for what is considered 4G.

I've heard that as well, they lowered the spec to 10Mbps or so. Here's the first link I could find talking about it, but there are plenty more Link

at least wimax and lte will have the ability to reach those theoretical speeds in future revisions. HSPA is maxed out at 84Mb/s.

Post a screen shot of your settings showing "Mobile Network Type" being connected to "HSPA" and Not UMTS. My device has NEVER see seen "HSPA" only "UMTS".
In fact, someone/anyone please post a picture of this device being connected to HSPA and NOT UMTS! i am in a certified 4g network and my device has never seen more than 2.5mbs....
really t-mobile? really?
4G just means 4th Generation. There is no official definition of what technically constitutes 4G.
This is what I get at home with a 4G icon and a reported UMTS connection.
T-Mo's 4G may not be as theoretically fast as LTE or whatever else, but the 6 ~12 Mbps down is as good as I can do with anything right now.

I'm finally getting real speeds after trying MetroPcsand Sprint. For me here in the Dallas area right on top of the airport, I'm now seeing up to 8.5 up. I'm pretty happy with that. I just plain never saw anything faster than 1.5in my town.....ever. And that was the first time I had my Indulge on metros system. I left for Sprint, who could never get past 1.0 Mbps, not once in three weeks of use. Went back to Metro and never saw anything past .5....apparently they are having systemwide issues right now.
I am esctatic over my speeds now. And I really am liking the other aspects I've seen of T mobile as well. Live people on the phone, the soon to be free wifi calling, and the in phone account info are all nice things. Their fees are right ion the middle.
And this phone......I have not had one issue (minor bleed)that others are reporting (yet?). I keep waiting for the other shoe to drop LOL.
As far as speeds, I have to inject my usual caveat here....
I'm not convinced on Speedtests accuracy. With all those low speeds reported, my device was usually functioning faster than Speedtest seemed to indicate. I mean on MetroPcs, the speedtest was saying .5, yet the page would load in 6 seconds or so. That's not modem speeds IMO. Not broadband speeds for sure, but not modem speeds.
Now this phone is fast! It loads a screen faster than my cheep laptop on fios broadband!
So I have to ask the op this....You say the speeds suck, but how is it actually functioning? Are your real world experiences really in line with your numbers? Do the pages load really slow? What experiences do you have with other carriers in your area?
For me, jumping around like I've been doing, its been a lot about the big picture. I was over all really happy with the Samsung Indulge. It's battery issues IMO are one of the worst in the industry. But they are being figured out. The issue for me was that I had to really battle with Samsung's customer service and the policy (?) of totally ignoring peoples questions. And then Metro started having the speed issues and won't acknowledge them as well.
I had a huge issue with Sprint regarding some outright lies they told me concerning joining them w/ my own phones and signing a contract. They refused to even throw me a bone even tho' IMO I was totally in the right. Then every person I spoke to was rude and uncaring. And my reception was awful. Bye bye.
My point is, there are going to be issues no matter where you go. Things should be looked at in their totality. People are upset about this phone, but I hear LG saying they know about them and are working to fix them. There are always gonna be people having connectivity issues....it's radio waves people. But three times I've called T mobile and three times I spoke with an american live person....win! And three times I left satisfied w/ my results. I've said several times, people are talking about being on their third and forth phones...how is that not great service? I'm sure LG and and T mobile are beside themselves over these issues, esp LG. This their flagship phone. You know they want it right.
I should have stopped typing after I asked the OP the question....sorry I can't help it. Imagine being my wife? After about two minutes of listening she gets this glassy look in her eyes ha ha!
I just think this phone and T mobile deserve a little defense. At this point, they're going to have to piss me off pretty bad, 'cause I'm very happy so far.
Got my N5 over lunch, and got it set up.
Coming from HSPA+42 on my HTC One S, I immediately installed Speedtest app to see what I get now. Boy was I disappointed.
1. It has trouble actually completing any tests. Half the time it ends in "Network Communications Issues" error message.
2. When it DOES complete a test, it's disappointing on the speed. I've gotten a max of 10mbps down, and 2mbps up. This doesn't make any sense, as my One S was able to get 7mbps down and 5-6mbps up.
Anyone else dealing with this? The phone's great, but I swear, if T-Mobile is gonna F up this whole LTE implementation, I'm gonna be royally pissed.
Are your APN settings correct?
Also, wrong section, this belongs in the Q&A section.
my tmobile was activated in store, so i'm not sure if that matters, but i have had no issues since switching this morning. solid LTE connection pulling down 15mbps pretty consistently
LTE working fine on T-Mobile here. Maybe it's a bad simcard?

I tested T-mobile's HSPA+ and LTE on the Nexus 5, HTC One, and Moto X, all side by side and running concurrently with the tests repeated frequently throughout the day. The Nexus 5 did just as good as the others and had a trend towards better speeds (the N5 still has the fastest speed I've gotten at my work of all 3 devices). The reception is also slightly better on the Nexus 5 over the other two phones, averaging about 10-15 dB better than the Moto X which is the worst of the 3 devices.
T-mobile's network, from my experience, does not offer consistently fast data throughput. I can run speed tests back-to-back and get a 10-fold change in data speeds. It doesn't seem to impact actual performance enough for me to notice, but it'll be reflected on all the tests I run. I think the device is perfectly fine.

Bad simcard couldn't possibly be the cause of a data conectivity issue. If it was a bad SIM, the whole connection (data, voice, SMS, MMS, etc) would fail, so I know there's no issue there. Plus, it's been working fine in my One S (though a bit slow on T-Mo's HSPA+ network). This same issue also happened on my GF's N5 last night when I was testing hers out.
Also, for the first response -- yes, APN is by default set to fast.tmobile. I checked that first to make sure it wasn't set to EPC instead.
LTE is working great on TMO for me. I'm getting about 10-11mb down and 6-8mb up. I'm not really close to a tower either, their network is mostly in the city area - I'm just outside of it by a few miles. I didn't modify anything on my phone -just popped my sim out of my Nexus 4 and put it in my Nexus 5.
Must be you.

Wow, I wish I was getting those speeds on TMO in the Bay Area. I can't even get LTE in most of Los Gatos. Wonder if it's because I'm on prepaid....
I am also having the same problem. I have the $30 plan and in the DC area. On the upload test, sometimes I get "Network Communication Issue" error and sometimes when I am successful. On the successful attempt, for the first seconds or so, I get good speed but then it just died and drop the overall speed to at most 2.5 Mbps.
I am getting "Network communications issues" as well. My apn is fast.t-mobile.com. I am in the Baltimore area. Interestingly I get this more in the areas where my signal is strongest.
Edit: For me, when it fails it's always the upload test that fails. I just ran another test and got 22 down/1.13 up. Since the upload speed was much lower than normal I ran the test again and that time the upload test failed again.

Yeah, I second this one. Up until sometime late last winter/early spring I got REALLY GOOD HSPA+ with an n4, and then suddenly it went ENTIRELY into the crapper, as in mostly useless in a worse way than Sprint. i.e. seemingly good one second crap the next(T-mo HSPA+) v. just totally crap(Sprint).
With the n5, I no longer have the HSPA+ dropouts on LTE, but bandwidth is no better than the best it ever was on HSPA+, which in reality, is fine with me as I only use it when not at home/work/somewhere with REAL low latency broadband(although I must admit that at home I have comcraptic, which I really don't consider real given the variability in latency and bandwidth which I consider to be unacceptable even for home use given the wide variation/cost of "product").
That said T-mo since sometime early this year was utter **** on HSPA+ while beforehand it was pretty awesomely good. LTE gets me only back to where the "awesome" was and ain't awesome at ALL for LTE, but better than Sprint or AT&T, as Verizon crushes all comers overall(gotta love full signal in the boondocks of BFE upper peninsula... not dropping out in underpasses(AT&T), etc.) .
[EDIT]
Oh yeah, by HSPA+ "awesome" I'm talking:
60-120ms pings(test server coupla miles away)
c. 8Mbps on a "good" day down
c. 2Mbps on a "good" day up
And theoretically, I'm in a VERY good/EXCELLENT coverage area... so it's like I got very good HSPA+ then crap HSPA+ then crap LTE that was about as "good" as very good HSPA+... [EDIT2] I'm NO WAY NEAR those 20+ Mbps bandwidth tests, never have been... [/EDIT2]
Still better than my alternatives for the price though I guess... voice/messaging works as well as Sprint/Verizon, data is WAY WAY WAY better than Sprint, voice messaging is WAY/WAY/WAY better than AT&T, and then welp we're done with our choices... (although I expect a cap R when in the boondocks of the UP... v. full signal no R, OTOH it's a bit cheaper... which ATM is a factor...)
[/EDIT]
I wasn't getting LTE at all on my phone, got a new sim card and that fixed the problem. The guys at my t-mo store were super helpful.
I am also receiving the "Network communications issues" error when testing my speed. It will hover around 5 - 6 Mbps downstream and before the test can finish it will say "Network communications issues". I am on T-Mobile's LTE in Milwaukee. APN setting is "fast.t-mobile.com" which is the recommended setting for LTE speeds by T-Mobile.
Edit: I am using a nano sim that I had recently got and am using a micro sim adapter.
Count me in!
I also get "network communications issues". It always happens on upload. Never had this on the N4.
I get 6-8 Mbps download and 1-4 Mbps upload on T-mobile LTE. Upload always spikes the first couple seconds and then stays consistently low.
I am using a full size sim card that I cut down to micro size. I also have two micro sims I ordered from Tmobile. I'll give one of those a try at the end of my month to see if that makes a difference.
I just got a nexus 5 on at&t and I am getting some weird speed test results. My download speed on LTE is getting around 3-4 mb but my upload speed is around 15-17. How can this be? My APN settings seem correct. Could it be anything with the simcard or just network issues? I am in the Cleveland Ohio area so its full blown LTE . I have been expecting at least around the 17-20 LTE speed at minimum. Any advice?

i have seen this kind of behavior on my network when i am throttled for speed. but it could be different for you.
Does this time to time for me on s4. After a while it clears up. I think it's something on the att network end.

So just as a followup to my original post... i chatted with an online AT&T support rep about my situation and it appears they are saying that my Nexus 5 is not shown to be connected to their LTE network..even though my phone shows I am connect to LTE. They show it is registered for LTE on their end but it is not actually connected to LTE at all... its only connected to their GSM network (4g HSPA / 4g HSPA+). They are opening a ticket for it and i should hopefully hear back from them in the next few days. Has anybody ever heard of this happening? The phone actually showing its connected to LTE but actually on the networks end, it really is not? If this really is the case, there would be no way to actually know this. Only from my feeling that my speed tests did not seem right to what i was expecting from LTE.

Im interested in hearing what you find out.
Thanks for going through the steps.
I will let you guys know what the outcome is... i just did a few more speed tests through download Cleveland, OH (which is LTE) and my results are still very strange... about 3-4 mbps down while 12-14 mbps upload.... it just almost seems like my download speeds are that of HSPA where my upload speeds are more on the line of LTE speeds. Very strange.
i made a very interesting discovery when playing with my apn settings... my two default apns after putting my att sim card in were ATT Phone and ATT WAP.... if i were to run speed test after speed test using these default apn settings.. i would notice my download speed start up around 5-7 mbps but the quickly drop down to around 3.... and it has been consistently doing that.. while my upload speed would be higher.... now if I just change the ATT Phone APN to pta instead of phone and then run the speed test, it get around 10-12 download speed with a similar upload speed to the first.... it almost seems like the phone apn is throttling or capping my download speed but the change to pta seems normal.. with upload speeds being uneffected.... anybody have any clue what could be happening? i mentioned this to a rep about am i being throttled speedwise and they said no of course... i am still waiting to hear back regarding my ticket but i will be sure to mention this to them.... just hoping somebody knows whats going on out there and can help out in the meantime.... very strange..................... and it has to be something with the phone apn because my wife has an att moto x and i matched her apn settings to a tee and she gets 17 mb down while mine is still around 3... but the change to pta gets it much closer to her speeds with her att branded moto x. will be curious to hear your thoughts out there in xda land!!!
I have AT&T as well. I used the default APN. I get anywhere from 20mbit to 30mbit on LTE around here both upload and download.
I would be *VERY* careful when you call AT&T. Their system does not recognize the Nexus 5 since they don't sell it, and when giving the IMEI to set the provisions in their system for data and services it sometimes gives it a "dumb phone" data plan which only lets it connect to 3G. (It would show HSPA or HSPA+ or 3G on status bar though). Some people were forced to grab friends IMEI's and tell them they had some phone AT&T supports like a Galaxy S4 or something that uses LTE to get reprovisioned for LTE support.
Sounds to me like you're just on a bad set of towers. I used to get 30-50mbit with my Galaxy S4 when they first turned LTE on in my area back in June 2012. Right before I sold my S4 I was only getting 20-30mbit, and I get the same with my Nexus 5 now as more and more users in the area started getting and using the LTE service, it bogged the towers down. Perhaps channels they reserve for upstream/upload only aren't affected as much as downstream/download channels?

Yeah Im for sure not on a dumb phone data plan... I do show I am connected to LTE. Would you mind sharing what your APN settings are and also how did you activate your Nexus 5? Did you just previously have another AT&T LTE and just swapped sim cards? I just find it very strange that be just changing my APN from phone to pta, I get different results with download speeds..... because from what I was reading from other forums, pta and phone are basically the same now.

Yea exactly. I also kept my IMEI on file from that phone in case I ever need to call support so they still think I have the phone since the Nexus phones are totally unsupported on their end. They refuse to give the least amount of support even to any phone that has a unlocked or unlockable bootloader on their network.
