no need to flash gapps again if you are upgrading to same cm
as in this case he is on cm 10.1 already so he don't need to flash gapps if he is not wiping data
why does cyanogenmod 10.1.2 started lagging does anybody have the same problem?

The cm roms are unofficial and have alot of problems so i don't recommend to flash them..
I would recommend to flash your official stock firmware than flashing a stable custom rom based on android gingerbread like inpiration rom

if you want to get back to 4.1.2 go here http://www.sammobile.com/firmwares/1/ download whatever country you live in, and right below the download page should be a guide on how to use the file. its pretty much like when you first rooted it.

Yes you can, Though I suggest you make a CWM backup just in case so your data is intact
