Have you tried reflashing recovery using adb?
same problem, trying to solve it here: http://forum.xda-developers.com/showthread.php?p=24776300&posted=1#post24776300
if your bootloader is unlocked it should say : “LOCK STATE – UNLOCKED”.
If you have a dead android and exclamation mark, it is the stock recovery. Press volume down + power button + volume up, in order. This will give you the stock recovery.
For some reason the new ICS update still has the 2.3.6 security.
use this http://nexusshacks.com/nexus-s-hacks/how-to-force-your-nexus-s-into-clockworkmod-recovery/
to flash CWM Recovery
i tried flashing a custom rom but i got stuck on boot loop now i am unable to boot into twrp recovery because volume buttons are not working and adb is not recognizing the device even though i updated the driver
USB JIG
You can either use a USB jig(Buy one or make one yourself using a 300K resistor) which will automatically bring the device into download

Plug the phone into USB while holding the volume buttons then you will be in download mode and can flash the stock firmware. Good luck
