I understand on this phone there is three options for keyboards, android-samsung-swype, the Samsung and swype have a feature in the settings to view and edit your custom word dictionary that you have created, I personally use the android keyboard so I lack that option or does someone know how I can access the word dictionary?

Why don't you get the ICS keyboard from the Market? There's two versions, one free & one paid. They're both pretty good. You can access the dictionary in the paid version for sure... can't remember if you can in the free one.

But if when texting it gives you the option to save a new word there has to be a accessible dictionary

Are you on a carrier that doesn't have voice mail for some reason?
Google voice is an answering machine and will let you read your messages like a text instead of listening.

Hey, thanks for starting this topic I was also looking for something like that
Hey guys, I have seen a lot of people here complain that our phone doesn't have offline voice typing.
After some searching I came to knw that it is currently supported only for ENGLISH(US)
For all others, even English( UK) it will use data.

It will only work if your default language is English( US)

it works..
Offline voice typing works for me now. Also there is no handwriting recognition for the stock rom. Any idea how to add it ?
