Does anyone know a way to prevent 3rd party apps from using the notification lights on Sense ROMs?

Is there any way to enable the notification light without it pulsing? It isn't very reliable this way... I want it to stay on without going off and on all the time, and disabling the "Pulse notification light" in settings disables it completely... Any way to do it without a 3rd party app? If not, what is the lightest?
I tried with the Moto widget, turning it on when the setting was disabled, but it goes on, I hate it...

I swear older builds of CM11 used to have a settings panel that let you configure the LED notification colors for different apps. It seems to have disappeared though. Is there any way to reenable it? I'd rather avoid installing third party apps to do it if possible.
You could try anycut.apk . Look what comes up. Make a shortcut. Then delete the app. I found some interesting things that im not completely sure are accessible otherwise.
I have been playing with the do not disturb mode and i'm disappointed that there is no way to turn off notifications for email apps like Gmail.
Other than 3rd party apps, is there a way to prevent gmail notifications from coming in when DND is turned on? If not what apps do you guys for this purpose which is simple and light and does not run in the background when not used?

Title says it all - I want a more customizable lockscreen, but don't want to lose the ambient display feature; especially the part where it shows notifications without waking the entire screen.
Also, most 3rd party lockscreens apps require me to disable the stock unlock method, which also disables Android Pay. Any way around this?
Are 3rd party software notifications on the aod screen?
