This is what I did and was able to get LTE back. Can someone else try to confirm.
Do a speed test
Dial *#*#4636#*#*
Chose device information
Change radio from LTE/GSM auto to GSM only
Back out to home screen
Dial *#*#4636#*#*
Chose device information
Change radio from GSM only back to LTE/GSM
Back out to home screen
Do another speed test
This worked but didn't seem to stick if I reboot, had to redo process over to get unthrottled again.
works; i had tried this a hundred times before, but now it works! thanks!
Will try next time I get throttled. I used over 6.5 GB this month and still have full LTE speeds for some reason.

Hmm.. I get consistant 30mbit-40mbit speeds on SpeedTest on AT&T LTE here in Waterbury, CT area. New towers just in last 3mo got LTE. Dont have to do the trick.

Today is the first of the month. Is this an old trick or did you just try it today? Because if you just tried it today.... well, you know.
it resets after i turn the screen off (also cuts data connectivity as per my custom settings with root apps), but it works every time if i do it, download something, and shut the screen off.

In not sure what you meant. I'm 6 days into my cycle, got throttled because my 3 year old blew through 5 Gb watching YouTube. It's working for me and I was just wondering if it would work for others.

My billing does not cycle on the 1st. I believe it differs for everyone.
It worked, and stayed on my phone even after reboot.
After I turn back on lte/GSM auto it says LTE for a few seconds then the radio restarts and when it comes back it only says 4G and not LTE. I ran speed test then and its no better then I cycle airplane mode to get LTE back and still no difference what kind of speeds do you guys get once your throttled? I do only get 4 bars of LTE but once I'm throttled I can only hit .54 down and 1 up. That's just ridiculously slow, anything internet based is unusable at those speeds.
Also the worst part is I did a speed test before trying this and I hit 6Mbps now I can't get it back

I have a way of getting past throttling but you won't be able to use visual voicemail. Basically what you do is switch between the unlimited data plan and unlimited data plan with visual voicemail. They're the same plan except one has visual voicemail and one doesn't. When you're throttled, call att and ask to be switched to the unlimited data plan with visual voicemail(or data plan without visual voicemail if you already have it). They'll switch you over and your data resets. It's a pain in the ass calling in every time you're throttled but it's better than being throttled. I've been using this forever and mentioned it a few times on these forums but i think it's too tedious for some.

I'm in San Francisco right now and am clearly in AT&T's 4g territory. Well I'm only pulling 3mb down on a speed test. And my buddy who is sitting right next to me with his iPhone 4 is pulling 4.5 down. I thought the iPhone 4 was only hspa and not even plus?
Is it possible ATT is throttling me because I dont have a "4G" specific plan?

A data plan is of course, always going to be a data plan. There is no difference from one plan to another AFAIK besides 2GB and 4GB or if you're grandfathered for unlimited.
Just obviously with software updates etc. to enable "4G".
I'm up here in MT and I barely touch 1.5Mbps if I'm lucky. My friend has the same issue, and AT&T keeps telling me it's because MT is a "new acquisition". BS I've had the service for almost 3 months now. Learn to put up more towers!
Anyways, that's my $0.02.

Wells there's not much I can do about it now. I'm in the back seat of a car going 80 miles an hour towards a non '4G' area.
I was certain I flashed the right radio. I have the H emblem next to my service indicator.
Can anyone that has experience with san Francisco confirm my speeds are unusually low? Also does anyone know if the iPhone is hspa+?

3 months is not a long time when you think about it. It takes 3 years and about 2.9 million dollars to put up one single tower.

I'm getting 1.5 in my hometown of Sacramento, but that's clearly not in 4g territory so I assumed its just 3g there (even though I have the h emblem). 3 is definitely than 1.5 but it still doesn't explain why my buddies iPhone is pulling more down when its apparently not capable of hspa+

What rom are you on? Try different radios and make sure to flash the matching ril. And verify that you are you their 4g network by going to settings>about phone>network

I have read in a number of posts that the data plan does matter. The 4G plan offer access to another APN, with is required for authentication on the 4G network. In the Dev forum, there is a thread about APNs that discusses this.

I really wish this hadn't been moved to QA because no one looks in here. I am really trying to find a solution to this issue. I have been searching and can't come up with a definite answer. I need people who live in the bay to post what speeds they have been getting. I think I may need to call att.

Did you check the thread in dev section and edit the build prop? Might call att And see if there are certain apns needed for the 4G network authentication.

I saw the the thread about editing the build prop yes. I just checked att coverage maps for 4g and Sacramento is now in the coverage zone. Should now be seeing hspa+ speeds here. I'll do a test when I get home but I'm willing bet my roommates iPhone will still pull faster speeds than me. I will also get on the phone with att and find out if i need a different plan. Will report back.

Comparing the iphone to the inspire is not really fair as the iphone doesnt use the same apn settings, and they also have a reserved amount of bandwith set aside for iphones only. Not to mention they seem to go faster due to alot of things being cached on Apples servers which the iphone connects to first so it seems like they can pull data faster but it is not what it seems.
Ah, I'm not the only one pulling down slower speeds than other devices. My GF's Infuse consistently pulls down 6-7 mbps while my Inspire, at the same time and location, will pull down 3-4. My build prop is edited, and I've tried other radios (and rils) with not much luck. Is this a device capability issue?
The only thing I haven't done is mess with APNs much. I feel as though it won't change anything, but eventually I'll try that as well.

I would try that, As it can have a great impact on your connection. I could set you up with the old apn settings and you would pull edge speeds. So it only goes to reason that the APN settings might have a large thing to do with it.

I'm going to look around at the speeds others are getting. I just can't seem to get more than 3-5 mbps. I know my area is capable of it because my GF's Infuse gets 5-8 mbps consistently, and at the same time I test mine. Weird.
I'll wait for compelling results before I change mine, because I've been modding heavily the last few days and I'm exactly not in the testing mood.

The day after I got my Inspire, I went to an A's game. The best I got on that trip was 1.5/0.35. A week later in Sac, in the parking lot of the Kaiser on Morse Avenue, I was able to pull 5.0/0.35. The best I got at home in Woodland was 3.0/0.35. I am now rooted, running ClearDroid, and get 4-5 down with upload better than 1. I'm still on my unlimited plan.

Last month and this month again I have been throttled. I have been reading the countless number of posts on the subject on this and other forums and have decided to post in this thread everything I have found out from research and personal testing.
these answers can be found (except for good instructions on the calling trick) but are buried in other posts... thats why i decided to make this because it sucks reading over 50 posts on 10 pages in a thread for one simple set of instructions.
TOP 5%: AT&T doesn’t disclose any information about the top 5% but I have no reason to believe personally that they are lying about it. The reason for this is last month I pushed 20gb when I was throttled, this month I was throttled again as well but I was throttled after using about 1GB more then I used last month.
I urge everybody to use as much data as they can ONCE THROTTLED. However, as being throttled sucks, don’t abuse it till after you are throttled!
How to UN throttle:
The easiest way (and one which I cannot confirm as I am 100% stock), is to install a custom ROM that supports network modes (force HSPA / LTE) – and then – once changed to HSPA – THEN change your APN.
Changing your APN alone will NOT un throttle you!
For us that are stock this becomes a bit more difficult. AT&T has designed its network to FORCE you onto LTE when available – however, with so many iPhones and other 3g devices, the signal is still there!
A trick I learned and have done successfully for the last few days is this:
1) Add the PHONE apn
2) Select the PHONE apn
3) Enable FLIGHT MODE
4) DISABLE FLIGHT MODE – BUT – BEFORE AT&T CONNECTS TO DATA YOU MUST TERMINATE A CALL!!! Just make a call and make sure it connects before the 5 seconds or so you have when the data reconnects.
Once I did this, it seems to stick. I have even forced myself back on LTE and tried this over and over again and it seems to be working. The key is to make sure your phone has connected to another person BEFORE AT&T’s data reconnects (about 5 seconds like I said).
EVEN AFTER YOU POWER OFF/ON THE DEVICE (i swap batteries 2/3 times a day) the 3G still sticks!!
To get back on LTE after my billing cycle restarts, i just go back to the PTA APN and all is well. back on LTE!
To make this easier on myself, I call my office (goes straight to vm), then I go through steps 2 and 3 – then when im ready for 4 – I turn it on real quick then goto call logs, it’s the top most option, press it. And im on 3g !
MYTHS:
1) yes there is a folder called /data/system/throttle – this doesn’t appear to have any effect on throttling. However, don’t remove the folder – or you will crash every few seconds and will need to recreate the folder with adb before you can use your phone again! My files before and after throttling are the exact same.
2) visual voicemail has NOTHING to do with throttling, I read someplace about a theory that if you froze visual vm that AT&T couldn’t throttle you (for whatever reason) – I had my VMM frozen for this entire billing cycle and still was throttled
3) Netflix ETC: this is a funny one because the day after I used Netflix for the first time in my life, I got the 5% warning, the second time I used it I was throttled.. However this billing cycle I didn’t use Netflix or any streaming service (other than youtube) and was still throttled…. I was however throttled at 1GB more data useage then last month…
im still looking at the possibility of AT&T throttling people and putting them on a different subnet then normal users..
another note: I believe this will ONLY work if you are provisioned for LTE. Meaning if you are throttled on the 3G network - you will stay throttled... but if you are provisioned on the LTE network - thats the only place they throttle you (till they figure out a lot of us are doing this...)
Rather than doing the whole phone call trick...have you tried just deleting the PTA apn?

I went up north for a couple weeks and LTE is awesome...but I got the warning about reaching the 5% thing. I never got a warning before but then I never got close to 4gigs either. I don't live in an LTE area either so it's funny I got a warning when I was in an LTE area and never when I was home.

Which custom rom should i use for bypass data throttle on att skyrocket.
Its funny you mention that.. while on our trip we were rarely in lte coverage (a few days). Within 2 days of being home I got my warning and then was throttled within 24 hrs back in November. This month I got the warning but no throttle yet (been home on wifi all week)

Come on theres always a way, let the game of cat and mouse continue.
So I guess this is because of the change. I had been using this bypass method on my galaxy 2 skyrocket for months with no problems, it was more than fast enough for me, then last week I decided to go back to lte speeds for a while until I got 'the text' like had worked in the past. Except this time I cant get back to HSPA+ by switching apn and going into airplane mode and terminating a call, it just keeps going back to throttled lte now.
so no others ways :?
None of these methods work. AT&T change their throttle rates after being sued by a customer.
If you're on 3G or 4G you're throttled after using 3 gigs of data.
If you're on LTE you're throttled after using 5 gigs of data.

I found my self getting throttled about 2 weeks in.
I spoke so highly of att when I switched from sprint. Now That Sprint is rolling out LTE I find myself using my Sprint work phone so much more than the Att phone.
Can't wait for more LTE sites to go live

tch, i'd just like for AT&T to update this POS EDGE tower to HSPA(+) >.>
At least I don't have to worry about this throttle thing since with EDGE speeds I don't even think its possible to use enough data >.>
They won't acknowledge my complaint, since they say there is a 3G tower in my area, which is true, once in a while I get HSPA+, but its the exception rather than the rule.
I have an Inspire 4G on H2O Wireless' $60 "Unlimited" (hahaha, Right) Plan and everything was working fine running virtuous affinity, then I flashed coredroid 9 and lost MMS functionality. Error returned is always Unable to send message after multiple attempts - service denied. I have my APNs set exactly as before, even restored a nandroid backup I made before flashing Coredroid but still get same error. SMS works fine just no Picture messages will send or receive. Have spoken to no less than 7 H2O CSRs to no avail. Are the APNs stored on the SIM? Should I replace the SIM? I Just Dunno. Any help with this would be greatly appreciated. Anyone else have their Inspire on H2O? Thanks
Is your network mode in mobile network settings set to auto? If google sync backed up a different setting it would keep getting set regardless of what Rom you restore.
I have h20 and my mms works just fine. Ill jump on the comp and get the link to the settings I ALWAYS use. They've worked great on any rom I've used.

Thanks for posting that up though, turns out it was something on their end. went through another three calls to India before getting a CSR that I could understand and would listen and do what I told them to do to get it back. The solution was to "Refresh the Account" as they have had to do 6 times in the last two months to bring back Data which drops out at least every week or so.. Thanks again, and btw, how is your data speed?

Yep! That's happened to me about that much too! My speed's not terrible. I usually get pretty close to 3mbps. Never any over that...
Did you see they cut the data limit down for the $60 plan? It was 2gb, now its 1GB!! That's bull****!
That's about what I'm getting in Dallas/Fort Worth too. I saw that it said 1GB+ but I've been using about 2GB per mo. guess I'll see this month as I just recharged on the fourth. One of the reps I spoke with said they are coming out with a new $65 plan that would be "Truly unlimited" for whatever that's worth..lol more Bait and switch probably. It is some major bull**** though, if the inspire supported the 1700Mhz band, my ass would be on Simple Mobile by now. Worst Customer service of ANY company I've ever dealt with.
I've always had good luck with the people I reach. Granted its a minimum 20 minute hold but I guess that's the price you pay. I was using Straight Talk service but their customer service was full of idiotic foreigners but the $45/mo was nice!

Okay this requires you to have another IMEI number so if you have a Infuse you will need either a iPhone a BlackBerry or a LTE phone's IMEI number
Call AT&T tell them you need to update your IMEI # and update the Unlimited Data plan to the Unlimited Data plan for that phone. I used a Skyrocket IMEI for NY Infuse they took a few minutes updating it and once I got off the phone I went into Airplane mode and out of Airplane mode and had full speeds again.
Everytime you are throttled call back give them the old IMEI # and have them update the Data Plan again for full speeds!
No need to change your APN!

I used a Skyrocket IMEI for NY Infuse they took a few minutes updating it and once I got off the phone I went into Airplane mode and out of Airplane mode and had full speeds again.
Everytime you are throttled call back give them the old IMEI # and have them update the Data Plan again for full speeds!
No need to change your APN!

But it works with the skyrocket.... Which this forum is pretty much expressly about....
You'll probably be hit with a fee. They charged me an upgrade fee when i gave my daughter my iPhone. I didn't go to the store and upgrade just swapped sim cards.

Not true, AT&T does not charge a fee to change devices only when Upgrading and signing a two year contract or activating a new line of service.

I was tempted to try an imie swap as well..bit wasn't hindered by the worry of not an upgrade fee but double charges
I noticed on our bills from our upgrades in Jan that when they terminated our data for 1 plan, they charged us $20 some odd ...then $30 for the newly activated data plan. The first charge was obviously prorated, the second was not. So for any month they have done what is described above, we have been charged $50 for our $30 unlimited data.

Well the IMEI swap does create pro-rated charges but if you are charged more then 30$ after the pro-rated charges AT&T is required to credit you the amount in error. You pay 1 month in advance so when you change a that feature mid-cycle you should see 15$ here and 15$ there.
Newly activated phones get the pro-rated charge plus one month in advance.

Flash the T-Mo radio, and that forces the phone into HSPA+, and the phone APN works again.

I thought there was a cwm version? I've been looking but haven't seen anyone running a tmo radio on att.
My flash counter is at 6 cuz I had a bad stock tar.

Just to clarify because I"m been driving myself crazy using different APNs trying to bypass the throttle; (it used to work last month, now none of the APNs work this month when trying to bypass, and I'm on LTE unlimited in an LTE area/San Francisco) once I get throttled, I just flash the T-mo radio, then I'll have HSPA+, and then when my billing cycle starts over I reflash my stock radio? Is this method definitely going to work if the APNs no longer work? Also, can someone point me in the right direction of the absolutely correct T-Mo radio to flash, as well as the correct "stock" radio to reflash when the cycle starts over? I don't want to flash the wrong one and fck up my phone... I've flashed several ROMS so in that sense I'm not new to flashing, but I've never flashed radios before.

Same here...flash counter is at 3 and my phone quit communicating with the towers. Att is sending a replacement but i am a a little concerned about that counter

2 different phone calls to get it unthrottled?
EDIT: I think I understand what you mean now:
I actually make two calls right after each other... first call with my old Inspire 4G/IMEI and switch plans, then hang up, then call back right after, give them the Skyrocket IMEI and switch back to the LTE unlimited plan again, and then I'm unthrottled? Will I not get throttled again until the next billing cycle and can abuse and download as much data as I want after making the 2 phone calls and getting unthrottled? And again, I don't need to switch any APNs or anything, I can just stay on the ATT pta APN and continue using LTE? Or is this a HSPA workaround? Thanks!

Call AT&T tell them you need to update your IMEI # and update the Unlimited Data plan to the Unlimited Data plan for that phone. I used a Skyrocket my dad has with with his IMEI # for my Infuse they took a few minutes updating it and once I got off the phone I went into Airplane mode and out of Airplane mode and had full speeds again.
( you can always call right back swap IMEI #'s and use your original one and it'll still be unthrottled. )

A little about me, and what exactly I did. 2 months ago, I was throttled, so I used the APNs listed in the first post of this Throttled solved thread, and the HSPA+ bypass worked perfectly. I used the **** out of some data that month, bypassing at very nice speeds. I'll also mention that I'm on the LTE unlimited plan in an LTE area (San Francisco). As soon as my billing cycle ended, I switched back to the ATT apn and went back to unthrottled LTE speeds. I went a little crazy because a day later I was throttled again, but to my horror, this time the APNs that worked the previous month no longer worked. I tried everything, even traveling out of the LTE coverage area and switching APNs but still the HSPA+ bypass APNS no longer worked when they did the previous month. I'm been pretty devastated, but then saw this new IMEI method this morning and tried it out.
Here's what I did.
#1. Call ATT, told them I was troubleshooting my new Skyrocket and wanted to switch back to my old Inspire 4g and corresponding data plan.
#2 I gave them my IMEI # of the Inspire 4G, and over the phone they switched my data plans from the 4G LTE unlimited data plan back to my previous 3G unlimited data plan while also notating my new IMEI # for the Inspire 4G. They went over all the details of how my old data and new data plans would be prorated bla bla bla.
#3 Ended the call.
#4 Put the Skyrocket in Airplane mode, powered off, and took the sim card out of the Skyrocket and put it in the Inspire 4G (not sure if this was necessary, probably could have skipped this step and just called them back/step #5 from the Skyrocket)
#5 Immediately called ATT back, told them I was done "troubleshooting my Skyrocket" and that I wanted to switch back to that phone, gave them the Skyrocket IMEI and made sure they switched the data plan back to the LTE unlimited one . Went through the same long scripted conversation about the old/new data plans being prorated bla bla
#6 Ended call
#7 Put the sim card back in the Skyrocket, powered it on, turned airplane mode off
#8 Speedtest. Unthrottled LTE speeds!!!
I'm wondering if I should just switch over to the HSPA+ bypass APNs now BEFORE the next billing cycle and just never switch back to the LTE att apn, and maybe the bypass APNs will start working again?
I have had my Nexus 5 since the beginning. I am on AT&T of course. I pulled the sim from my HTC One XL and put it into the 5. No problems. Up until this week I think. Speedtest will not go above 0.56Mbps. I am in Houston with plenty of LTE service. I check my At&T account and they have changed the logo above my phone number. It used to show Android HTC. So, I figure that Att has figured out that i am not using "their" phone. I call them up and they say that the IMEI's do not match. The tech guy was cool. He said he was trying to help me. That nothing was going to change. He did a few things but no dice. I wasnt sure if i was supposed to tell Att anything as they might ruin my chances at having good service with an unlocked phone. Anyway, i have restored my phone, changed APNs, and now I dont know what to do.
I don't know but just curious does your accrual signal say LTE?
I didn't tell att when I switched from an iPhone. LTE was still fine

I tried the Tellinfo app. What am I looking for? My signal strength is -106. It used to be around -85. I have tried the ATT PHONE APN and the ATT LTE PTA APN. Both are working the same. ATT is supposed to call back today. He said after resetting the phone, the last two efforts would be to send a new sim, and if that doesnt work, then its my phone. Now, I'm pretty sure it's not the phone. I also didnt have an option for Edge. THere was EvDo.

Well you do know if your on the Unlimited Data Plan on AT&T you get throttled down to about that speed after hitting 5GB .... .
Its probably data cap 5GB throttle city. It happened to me. I called ATT and they confirmed I was at 8GB for the month and had to wait till cycle flipped. After flip flying at "super fast" ATT speeds again.

You can always use the wap.cingular APN. Wont get LTE just 3G but you will be unthrottled Thats what I do! Which in my small town I get 10-11mbps down on 3G

I am on the Unlimited data plan. I didnt realize they would throttle me after 5mbs. I havent done any downloading of custom roms yet. I used to use data like crazy with my One XL and I never noticed any loss of data. I will try the cingular APN just for shiz. Thanks.
EDIT: I checked with ATT and yeah, my cycle ends either on the 7th or 8th and I have used about 6mb. So, fingers crossed for next week.

You're lucky. I'm using my N5 on T-Mobile and I lost my grandfathered unlimited plan. I had no data (but emails and SMS worked ... strange). After a week of communications and testing tech support claimed that the N5 was not compatible with the grandfathered plan (it did show up in my account on the website as Unknown with unlimited data). After upgrading to a metered plan my service is excellent.

Can you confirm what plan and rom you're on? I'm on unlimited lte plan and I USED to be able to do this but since switching to the Nexus 5 they won't even let me connect via wap.cingular on the nexus 5 (even on 3g). I have no problem doing this on my nexus 4 or my i9100 gsII, but either the nexus 5 or att has been blocking me since

That's what T-Mobile does on its grandfathered plans after 4.5 GB and on its new metered plans after you exceed your plan limit. Great, huh?
