yes you can.
Go to recovery
Do a factory reset , wipe cache and wipe Dalwik cache
Install Rom and then istall black or white apps which ever you like...
Enjoy.
I actually liked it for its simple feel and black coloured apps...

Hello all. Noob.
REFUSE V1.7 Installation instructions [LINK] states
"If you are coming from another ROM, manually wipe data and cache via CWM before installing."
Can anyone please explain this to me?
I am coming from a different ROM (Infused), and I cracking my skull here trying to understand what is CWM and how to get there and how to wipe the cache and data

In CWM scroll to wipedata/factory. N then wipe particions. N there you go.

If you install rom from sd card (its an option on rom manager) you'll get options to wipe data and what not.

Read the op for the ROM you are flashing. It will tell you what is recommended. You can always try to flash it without wiping and if doesn't work right, do a full wipe and flash again.

i always wipe to prevent fc from old app data
Last night i moved to GB coz phone wasnt booting at all on cm10 and i couldnt flash anything or restore in recovery. Now on gb, vibration is not working for me. I tried rebooting many times but still problem. Any ideas?

you must have performed this..bt still
wipe cache,data and dalvik cache too...
also use some external apps to test the vibrator..may be stock app not be working..!!

Every time after that time I wiped everything but I forgot once. Would forgetting to wipe everything cause something like the issue I'm having? And if so is it fixable?

Did you flashed a completely other Rom? Or only an"update" of your Rom?
If you only "updated" your rom:
Boot into recovery
wipe Cache Partition
and Wipe Dalvic Cache (under "Advanced")
Reboot
This won´t delete any User Data

believe if you have cwm recovery format system and also wipe cache/dalvic then reflash rom
When I install official ROM for s2 plus I got a stuck on Samsung I did a wipe cached nothing changed bootloop what should I do

Go to recovery and be sure that your kernel is compatible with your rom and before flashing you do full-wipe : factory/data wipe and cache wipe and dalvik cache wipe !
After that will it defenitly work!
If not then you should take a look on a other rom or restore your stock rom using odin !

He already said that he flashed stock rom. When u have flashed go right away to recorvery and do full wipe and It works. U don't need to do nothing more.
