Was it flashed with a custom firmware? If so try flashing appropriate radio rom 16 /17. If stock, than reflash with RUU and if an error incurred during flashing google for the appropriate code.
Post the question in relevant thread for relevant answers.
No it wasn't mate I think it got wet then it started being like this

SOLVED!
My device is completely stock, I only rooted the skyrocket.
I really wanted to have the fancy rotation animation for whenever you change the orientation of the phone. To do that, the instructions were to replace two (.so) files in
/system/lib
with two provided from the OP in the thread. When I used ES File Explorer to replace the files, right when I pasted the files the device froze. Naturally I tried soft rebooting and that worked fine. What didn't work fine was trying to get my device to boot back up...
When I press the power button to turn the device on, the first splash screen with the non-glowing Samsung logo showed up normally. My phone then gets stuck on the glowing Samsung logo. It never reaches the rethink possible At&t boot animation. So I thought, a factory reset should do the trick.
I went into the recovery menu and factory reset the phone/ deleted all user data. I tried booting the phone again and it still gets stuck at the glowing Samsung logo.
Help? Do I need to send the device in? Am I covered by the warranty? (I bought it in early December 2011)

Haha, as always.
That post you linked does not have a ODIN download link. Is there a specific version of ODIN I have to use or is any version fine for Skyrocket?
You can find the Odin version you need in this thread http://forum.xda-developers.com/showthread.php?p=19223405

You did the batch clean up without flashing a new ROM? Nice...
Just nvflash to stock 2.3.4. It'll work, if you get errors use a different USB/USB slot.
There are guides that explain.
Look that the thread here for detailed instructions on how to flash recovery with nvflash. http://forum.xda-developers.com/showthread.php?t=1566681
If it works properly but you can't boot into recovery then run the clear-up batch and you should be good to go (assuming it works and you can boot into recovery and flash a ROM.

Odin or heimdall back to stock. That's the best you can do..
Look in the super iset thread stickied on the dev forum and also search around
There are many Odin packages available in the super everything string. Use gtg's unbrick. That will wipe the slate clean. Then work your way up from GB to ICS to jb. Have a merry Christmas.

Trying to flash from cm9 on photon kernel to cm10.1 linaro build. Would boot past boot animation. Tried to boot into recovery no recovery slash logo just boots over and over.
Put into download mode and try to flash stock gingerbread Odin would not upload recovery second attempt won't upload kernel or recovery.
Boot back into download get the Phone to Computer screen. Try heimdal and gets stuck at handshake with loke.
Its my girls phone and I feel bad and besides that if I can't get it working I have to buy her a new phone so please help if you can.
