I am running Win7 and for some odd reason I installed the HTC drivers and when I plug in my phone, it says 'Can Not Install Drivers' which makes no sense so I uninstalled the drivers and restarted my computer than reinstalled the drivers still same thing? Any solutions anyone can think of would be greatly appreciated, I just want to start off with syncing my music with 'HTC Sync Manager' (for now) lol:crying:

Okay, try this: Plug the phone into the PC, install the drivers by rightclicking the install file and chose "run as administrator".
If that fails - go to device manager (rightclick computer -> properties -> device manager)
You should see a device with an exclamationmark. Rightclick that one and chose "Update driver", "Browse my Computer...", browse and select (if you installed the drivers to the default location) C:\Program Files (x86)\HTC\HTC Driver\Driver Files\Win7_x64 , then click next and hopefully it should install the drivers properly.

Yeah way past that bro but thanks, it deals with my Win7 driver issues not just HTC as above member was trying to help with
Try this then, in device manager, right click the device with a yellow !, and chose uninstall driver. Then replug the device and try the above steps again.
If that fails theres a high chance its a more severe issue at hand, which can be a ***** to figure out over the net.

The issue is that the drivers fails to install properly, and windows is unable to start the device.

After I flash the latest CM9 or CM10 builds, ADB no longer finds my phone.
I've checked my drivers and re-installed them numerous times and that doesn't help.
In CM9 I can mount my phone just fine, and I can explore the files with ease.
I have tried other Sense based ROMs and ADB will find my phone just fine. (The last one I tried was CleanROM4.5 and ADB found it right away)
I've tried the CM9 alpha4 build and ADB works perfectly.
ADB even works in recovery work.
I'm wondering who has it working and who doesn't.
Also, if you have it working, could I pick apart your brain to see what I'm doing differently?
Just try typing 'adb devices' and see if your phone shows up.
Finally solved this issue.
Here's how I did it in Windows 7 Profession 64bit. FYI, I have HTC Sync installed.
Plug your phone in to your pc.
Open up device manager (Right click computer -> Manage -> Device Manager)
Find your phone in the list.
Mine was initially under 'Other Devices' labeled as 'One'
Right click -> Update Driver Software...
Select 'Browse my computer for driver software'
Select 'Let me pick from a list of device drivers on my computer'
Make sure to uncheck 'Show compatible hardware'
Select 'Android Phone' then 'Next'
Select 'Google, Inc' on the left pane and 'Android ADB Interface' on the right pane. Hit Next
Hit 'OK' if there was a warning.
To test if ADB is working, launch a CMD prompt and type 'adb devices'
You should now see you phone in the list!!
p.s. mounting your sdcard should also work.

That's good to know it works over WiFi. I haven't tried that myself, mainly because I don't know how.
Is it easy to set up WiFi ADB?
I need it for App development so it would be nice to get some form of it working

Yup really easy. Just select the option right under enabling adb in the settings app that enables adb over WiFi. Then in the cmd prompt type "adb connect x.x.x.x:5555" where x.x.x.x is the ip address it gives you in the settings. Then you should be connected. To double check just check adb devices and it should show up.

Mine comes up as HTC MTP Device and when I go into device manager and try to manually install it still fails. It doesn't come up as "One" and it won't let me choose "Google, Inc." As soon as I plug the device into the computer it starts to install the drivers and that's when it switches from "One" to "HTC MTP Device". Is there a way to make it so Windows 7 doesn't automatically try to install drivers for a device when you plug it in?

Just remove your battery, plug the fone to the computer through USB, you will hear some sound repeating from computer, so open devices and printers you will see Omap device appearing and disappearing, just click right on it you will get properties, so inside open drivers, inside the opened pop-up windows click on change settings, so now go click on up-date drivers, don't let Windows choose it for you, click on the second one when inside the pop-up click on floppy disk it will let you pick drivers from where you put it on your computer it should be this one usb_drv_windows,

I can't find the link and I don't remember exactly how to do it; but it's something about when you install the drivers you have to right click, go to properties and click configure for windows 7.
But I did find this: http://pcsupport.about.com/od/fixtheproblem/ht/update-drivers-windows-7.htm
Maybe it will help?
Doesn't cygwin allow you to do that? I haven't used it in a while, but I'm pretty I used for Linux commands for my palm devices and for my shift.

so if i go to install the drivers from the pdanet folder if i tell device manager to search the winusb folder it says "cannot find drivers for your hardware" and if i dont search and say have disk - i chose 'android device' then the file in android_'winusb' file but it says "specified location does not have information about your hardware"
so i cannot get it to work.

I have question.
I transferred everything to my sd card, there was a function to choose from my phone settings. Afterwards I connected my phone to my computer- which was always detected by my computer without a problem-to clean out some cache files from game folders, using total commander. While I was deleting the cache files I believe I accidentally deleted the sd card folder on my computer (which was associated with my phone.) I know this sounds kind of strange, but I do not have root access or any rights to deleting system files from my phone since my phone is locked because I have a contract with at&t. Now after resetting my phone 3 times, my computer fails to recognize my phone when I plug it in. When I plug my phone in, it charges but it is not recognized on my or any other computer for that matter. My computer states that there is an unknown device but not recognizing it as my htc. I located the unknown device on the device manager and installed all the drivers requested of me from the htc device sync manager folder and that still did not work. I have contacted htc directly and I have contacted at&t. They were not able to offer anything beyond doing another factory reset, which I have already done 3 times.
So my question, is there anything I can do? My phone works and charges it is just not recognized by my computer anymore and I cannot add music or anything. Since my warranty is up should I just unlock my phone and install the new android version? Any help or tips would be appreciated.

btw when you connect it and i assume you have Windows does it even show a semi transparent icon of Removable Storage?

I have heard of corrupted or missing usb INF files on computers causing this exact same issue.

Since you don't have root access I'm assuming you do t have supercid or s-off. You could run the RUU. It will completely wipe and restore your phone to an original state. See the following thread:
http://forum.xda-developers.com/showthread.php?t=1671237
Scroll down and you will find a link for HTC OTAs and RUUs.
Or , as you mentioned at the end of your OP, you could just root your phone and install a custom Rom.
I hope I've helped in some way.
