How to completely remove support for telephony from Android AOSP - Android Software/Hacking General [Developers Only]

I need to build Android for a device that does not have any hardware for telephony. What are the things that I need to do so that custom ROM built from AOSP does not have any software that is related to telephony.

Take aosp from tablet, maybe?

The possiblity of only “flash” framework of 4.0?

For my phone has no vendor support of Android 4.0 upgrade,so I cannot make a new kernel image for missing Kernel driver modules especially radio related. But I know that Android framework has clean interfaces between hardware via HAL. So ,can I only port those 4.0 HAL from source scratch to 2.3 kernel driver interface based (the kernel version is 2.6.38)to enable 4.0 framework directly working on it ?thanks

Will the new stock android ROM be flashable to our i9500, i9505's?

Has anyone heard when this is actually out? And will this ROM be transferable to our current devices?
This would pretty much remove the need for CM, correct me if I'm wrong..
I9505 should readily be ported because v the Google version will be using its soc

I was just wondering that now that we have a custom kernel( a few actually)? is cyanogenmod possible for our device?

We have kernel sources but we need android sources so i think its difficult to get cm im not sure about it.

No it is impossible for now to get CM.
Because android framwork sources are missing. And the most important one is RIL if someone manages to boot cm it will be of no use.

[Q] Customize my own rom

Is there a way I can dig into a custom ROM to try to fix some bugs my hisense sero7 pro device has no audio and maybe I can customize my own version of a Rom
