No matter if I turn it off I keep getting popup notifications about Wi-fi possibilities when in range, and eventually it will even turn itself back on automatically.
Go into wifi settings, advanced settings... turn off reminders.

All of a sudden my 3g network quit working! For some reason, I'm also unable to receive sms messages, though I AM able to make calls. The up arrow on the 3G indicator flashes constantly, obviously indicating I'm trying to access data, which I am, but the down arrow stays inactive except for a few random flashes (just once and then a few minutes of nothing again). I've tried toggling airplane mode, turning mobile network on/off, rebooting the phone and I even went as far as resetting, all to no avail. This is my home where I have NEVER had any troubles with 3g. Occasionally, the phone does recieve data for long enough to load a page or anything else but the majority is just getting network errors and failures to load. If anyone can help, it would be greatly appreciated.
Are you rooted? If so what ROM are u running?

No, I'm not, sorry for not stating that. It's an HTC Wildfire (CDMA) running on a small network here in NC (Carolina West Wireless).

Ok. Honestly,you need to be rooted.LOL. Seriously,it sounds like a network error. I would call customer service,and ask for technical support. If you are with Sprint,ask for technical support. They should be able to walk you through it. Do any of your friends have same phone and network? Check with them,and see if they are having the same issues. You stated that you did a factory data reset,can't remember if that requires reboot. Sure it does,though.Also, try doing a battery pull.

Not since the factory reset. Anyway, to be honest I cant find apn settings anywhere. From what I understand it should be settings>wireless & networks>mobile networks> But "Access Point Names" is missing.
I am unable to download/update apps while screen is off. This is happening on both wife and 3g. I have verified wifi advanced settings and wifi is set to always on during sleep.
For ex. Suppose I have 4 apps which got update in play store. If I hit update all button the download will start but the rest of the apps stop updating as soon as the screen turns off. I have to keep my screen set to on to update all the apps. Does any one also has similar problem?
My mobile is on stock ICS and unrooted. Please help me.

I guess this can be attributed to your phone going in deep sleep mode but a little too early

It's a bit extreme but do a factory reset. There's nothing obviously wrong with your setup and you're all stock. I guess some bug has crept in due to some app you're using.
Go into wifi settings and then press the menu key. Go into advanced settings and set wifi on while sleep to always. Problem is wifi is turning off when your screen turns off. This will stop this from happening.

But the OP says he has already checked the advanced settings.
Maybe there is a Smartrule set that is turning off wifi when the screen goes off. Should check active Smartrules also.

I don't have any rules setup to turn off wifi...I am getting email alerts even when display is off. It seems to be problem with apps on updating.

Maybe you should take a look at your router. Settings, etc. Difficult to say what's causing the issue.

I don't think it is problem with my router settings..because it is working on other android devices (Nexus S and Galaxy Y) in my home.

I had this issue and as Jboxer mentioned it was indeed the advanced wifi sleep settings however in your case since all options are now tried out and you say the wifi sleep settings are also in place, best bet as Athani suggested would be to do a factory reset.
Even though I have it set to "Always On" under the sleep option, I've caught it being off when I wake up in morning. WiFi in general seems crappier honestly. Anyone else having this problem on stock JB?

After turning off my wifi, the battery stats show that I still have it running, when in reality it shouldn't. It shows that it's off in the settings menu but the wifi bar in the battery stats says it's on. Does anyone know why this is happening?

Yep. Introduced in 4.3 WiFi will stay on to help with location. When it's turned "off" it just means it won't connect.
You can turn this feature off in WiFi > advanced > scanning always available.

Ok, so I'm on stock nexus 5.
I have turned off notifications in my apps, but I still keep getting them. It's annoying me. Anybody know why? For instance, living social and fandango keep having notifications pop up and I can't figure out why.

Are you disabling the notifications in each specific app itself?
What I do, is go to Settings > Apps > Click on the app in Question, un-check the Show Notifications box and I am usually good to go.

Hey, right on! Glad you got it working good!
You can also long-click the notification itself and disable notifications from the offending app right there. Saves some trouble.
