i will say my busybox [x86] seems to take precedence.
would it make sense or be possible to have boost run [script] every three minutes or so
or would that just be wasteful/pointless ?
i have next to no scripting experience so i thought that might be a reasonable start/practice-learning project.

about busybox, no! it doesn't it's an important part of os!
about boost, no need to do it every time, just do when you boot and/or before/after playing a game or opening a ressources hungry app...

Ubuntu will run in a Virtual Machine on your device. Currently, and probably for the rest of time, it is not possible to run Ubuntu directly on the phone hardware.

Basically it is a stripped-down but impressive toolset ported from the kali linux pen test suite...
You can use your cellphone as metasploit device, bad usb device, USB HID Keyboard attacks and for many many more pen test related scenarios.
There is also a native software radio support - so you can use HackRF
You could also store some livecd images on your nexus and use the otg cable for booting your computer directly from there
All together its brilliant for security audits-on-the-go ... the question is if the phone is still useable as "phone" and camera

Kali Nethunter is basically mini Kali Linux for our phones with added features such as BadUSB,etc. The Nethunter package doesn't seem to effect battery life or usablilty as such. I'm able to use it as a stable daily driver. It's pretty amazing.
Is it possible to install a full version of kali linux to a tablet with all of the preinstalled programs running as smooth as its laptop counterpart?

I really don't think so. You can use a chroot or a debootstrap to install it alongside Android, but I might warn you that this will likely be slooow because Android is still running in the background. Check this out: market://apps/details?id=com.zpwebsites.linuxonandroid
