Are there any themes developed that we can install like a apk? With out root, or unlocked boot loader?

Nope. Need root access to overright system files.
Or you can download fr HTC hubs.

Well, at least there are some skins included. Go to make personal - skins and see if there are any you like better

Stock stuck on HTC logo

I have a HTC sensation T-Mobile and it is stuck on HTC logo and it has s-on and no root and boot loader locked. I can't seem to find anything I will unlock boot loader or anything that needs to be done to get this phone running. Thanka

You might just need to flash the matching ruu for your provider. It basically restores, your phone to 100% stock.

Go to the Shipped ROM's Collection by Football thread in the dev section and download the 3.32.531.14 RUU then run it, its a exe so run it from a windows pc

but any custom rom comes already rooted

Your bootloader either needs to be unlocked using HTC-Dev or S-OFFed.

right question should be: if my phone is not rooted, can i install recovery?
you android don't have to be rooted to flash anything in recovery.

You can't S-OFF without Unlocking BOOTLOADER and ROOT-ing
