hi , AS ABOVE.
i've tried to read all the possible solution and tried it out already
change the host file , try changing the regedit method , tried using device manager to troubleshoot the device driver.
it just cant work. im doing the correct steps . i even flash wp7 again to double confirm my steps.
i have my key already , im just lacking this step to proceed further.
help ? :/

The instructions you can find here are all pretty clear and they work.
I went according to this one:
1. Install WP7 sdk Windows Phone Developer Tools;
2. Install zune;
3. Make partneship with zune and phone;
4. Attach the ChevronWP7.cer(you found in the toolkit) to your email and send the email to your email itself (On PC);
5. Login to your email account (On Phone), Open the email, Select attachment and install the cert;
6. Connect your phone to pc and make sure zune is running in background;
7. Run the unlocker (ChevronWP7.exe) and click unlock button(Make sure your phone date is set correctly)
(you need to close skype and disable network adapter.. hamachi.. wireless.. Dropbox.. etc)
6. Install toms .xap installer;
7. Deploy Connection Setup.xap, Touch Xplorer.xap and XBMODDeployer.xap (Install it on the phone and run XBMODDeployer.xap);
8. Copy the .provxml from the ringtons folder to the windows folder (on the phone using touch explorer app);

You are probably just missing a step
you must be doing something wrong ..cause as i just stated above all the tool and unlocker still works as it did 3 months ago...check some of tutorials in the forum...

hi , i connected my phone using wpconnect , im still having same problem
Check your hosts file.
If it contains following entry, Chevron will not work:
127.0.0.1 developerservices.windowsphone.com
I cant remember where I read this but it helped.After completing the above instructions,Open task manager(Ctrl ,Alt &del).Go to processes ,select zune launcher and click on end process.reboot pc ,connect phone , wait for it to sync wit zune ,if it doesnt ,run zune then run chevron and you are done.I did this for 3 phones and it worked.hope this helps.good luck.

yes it was not guest r/s with phone - zune .
i sync first before doing it and the r/s was not in guest.
regedit.exe was use to change the registry key before all. any other alternative ?

how do you ensure that it is not GUEST?
i seem to be unable to get it to sync with ZUNE
Wow... you can come and work on our helpdesk any time, they log calls about as badly as you explain a problem lol.
You've said it's "not working". Why isn't it working? Where are you getting up to? Are you getting an error message?
Have you deleted all entries of Developerservices... from your host file?
make sure you have corrected date and time
and if possible use SIM Card with "big operator" in your country (well known operator)

What Do I Do In This Case?
I gave up with it am not thick had my previous Android phone with root and was loading new roms on daily but just won't work with this get the same thing over and over,
Sorry I'm having trouble communicating etc etc.
Please make sure its connected using USB ( yes it is)
Please start the Zune application ( its open and running)
No matter what I try resetting phone it would never work so thought bugger it what a load of crap, currently on the look out for a nice Android phone had my fill of this.
had sam problem, went and deleted

from host file, and now it works aging.

Try to reset your phone. It worked for me.

i rememberd zune had visual problems when i came out of hibernation mode, so ive restarted PC, same problem...
dont know much more yet, maybe a phone restart fixxes it... trying now.. /edit, didnt fix it, CRY

windows tried to install unknown drivers, but failed,
maybe thats causing the trouble..

Microsoft doesn't support ID_CAP_INTEROPSERVICES" in mango, but not all xaps require it, I removed it from the Navigon xap and then re-deployed it and it ran fine all my maps work on mango

Use either WinRAR or 7zip to unzip the XAP. Edit the file, compress to a zip, rename zip to XAP. I have a thread on this already...

There's no need to decompress the archive in order to be able to edit a certain file. At least if it's text based. I for one open the xap with 7zip, then right click the xml file and choose "edit". I can then edit the file to my needs, save it and when I close 7zip it asks me to write the changes to the archive. Once this is done I can deploy the xap to my device and all is fine.
True, the result is exactly the same, but this way you save some time and reduce the amount of possible mistakes.

a little offtopic
however, i successfully deployed other versions of the same app earlier on mango so i dont think it had something to do with ID_CAP_INTEROPSERVICES
it seems mango with tmode spl needs more work.
it get lots of different small bugs..
like i had 5x the same call in multitasking..
aborting calls almost crashed my phone today..
im thinking it was alround more stable on htceu spl
but i didnt try to fix anything yet..
maybe when i want to deploy something next time,
ill keep reporting..

Did someone tried to use IC_CAP_INTEROPSERVICES in apps? Heard that too about the deactivation but I'm still looking for proof.
I have the same error 0x89731812 !
I can't deploy any XAP with Application Deployment. I can't debug too with Visual Studio Express (Failed to connect to device. Ensure the device is completly booted and connected to PC).
I have restarted PC and telephone and reinstalled SDK and Zune but the error is still here !
As far as I know the Mango update removes your unlock. I think the only method to keep it unlocked is to use the provxml method. I've got a Omnia 7 which got relocked after Mango beta update - then I restored my unlocked NoDo backup. I'll try the provxml method and tell you if it worked for me
yes its not that the device is not unlocked, it still is.

My phone is unlocked by APPMFG.
Applications installed before Mango still work.
The message is the same if I disconnect the USB Cable, it's very curious !
Zune detects the phone but not the deployer.
I have deleted the phone in the periphal manager in Windows and driver have been redownloaded from Windows Update but the problem is the same.

my device manager does not show any unknown driver..
but it found unknown (the phone) hardware at some point..
now someone over here
reported that he also had used a different phone but can not deploy with the computer anymore. not sure if he has the same error code.

i updated my dev unlocked omnia 7 to mango and re-unlocked it after having finished the update process.
for some reason, i cannot deploy any .xap to my phone, regardless of having ID_CAP_INTEROPSERVICES or not.
the software deployment software keeps telling me "the remotehost has closed the connection".
anyone have an idea? this is majorly annoying for me.

hey,I just think we have the same problem as you described,and i resolved it by my friends help. It's really easy, hey hey, just try to change it on another Universal Serial Bus. Hope can help you~~

What on earth could be causing this? My phone (Optimus7) was in service and it got new mainboard. After it came back i did the usual tricks to unlock it etc. but now the deploying ends to this 0x89731812 error no matter what i try. Could anyone have an idea on where to start looking for the cause?

Same here, i don't know if it's warranty repair-related, i don't remember if i unlocked it after that (i relocked it way before mango, that's for sure)...but i got no new mainboard, they just replaced some components (based on repair list sheet), it seems strange they changed something so important to break developer connectivity

Does anyone know if this could be repair-related or just software? i tried last chewron tool too, no changes, phone doesn't connect to "developer" tools.
I guess if there is any registry key related to developer connectivity, to check if they changed anything through some strange sw flash (hoping it's not really hw)

i used to use MultiXapInstall to install XAPs but from two week ago.. i'm unable to install XAPs through MultiXapInstall (and the others xap installers )..
when i try to install a xap i get this error :

Reinstall the official SDK. One of the required components was probably removed or corrupted. I also tend to recommend against running any of those "registry cleaner"-type programs...
Just for the record, I assume the official XAP deploying tool isn't working right now either?

There's apparently a leap day bug affecting Zune; it might be related? Try again tomorrow. If that doesn't work, the only thing I can think of is to either try a different PC, or to completley remove WPSDK and Zune, reboot, then re-install them.
i reinstall both WPSK and zune several times. and now when i try install an app or a game with Multi Xap Install the application Stops Working and making me close it..
this bug is killing me!!
Try using the official XAP deployment tool, and see what error it gives.

if you mean installing via Zune.. it's ok with no problem.

Something like this happened to me a while back. Are you sure your installing the right developer tools. I'm assuming you have mango. Dev tools should be 7.1

I mean the "Application Deployment" tool (xapdeploy.exe) that comes with the SDK. I don't think you can get much more official than that. It's relatively feature-poor, but it's also both less buggy and gives better error messages than most of the third-party deployers.
You should try using the official XAP deployment tool installed with the SDK. It's on your start menu Also make sure that Zune is launched.

To make to perfectly clear I am not a developer and my understanding of such issues should be classed as "novice" but I have done a lot of reading up and believe I now need to post a question regarding my problem.
Here goes...
I bought a 32gb off Amazon before Christmas which arrive with 4.4.4. I assumed after a few days of running it would update itself to Lollipop but to no avail, no matter how many times I "checked for updates". I now believe this is probably due to it being a Japanese import. I suspect this as this is on the barcode sticker and the Android with the hatch open logo in recovery has Japanese text underneath.
Anyways I posted a few questions on the Google community and they have basically told me to sit tight as the update is still rolling out. Seems to me that I could be waiting forever so I started to look at doing the manually install myself, remember I'm a amateur here...
I successfully downloaded the ADK file from Google and, even though this came with the USB drivers, I downloaded these seperatly too. I've since deleted the duplicate files.
The problem I am getting is I cannot get the USB drivers to install for when the phone is in USB debugging mode. When I put the phone into both PTP and MTP mode I can direct the driver location towards the folder and everything works OK, when its debugging mode it says they cannot be installed. I think its important to note that I am using Windows XP.
I've tried removing, restarting and reinstalling but to no avail.
Suspect its an XP thing, how do I get around this?

Install the adb/fastboot drivers. Google is your friend
Firstly thank you for your reply.
I have tried your install but it hasn't worked. I can tell I have been following a smilar update route looking at the pictures you uploaded also, although these screen snaps were obviously from a new OS (windows 7 perhaps).
Whats interesting to note however, is that in my device manager the phone is clearly shown twice, at the top as "Android Device", with "Google Nexus ADB Interface" below it and then again further down as "Other Devices" with MTP below with the familiar yellow exclamation mark.

You actually don't need debugging mode if you're intending to manually flash the ROM. Debugging mode is only an android setting and you flash the ROM using fastboot which is outside of android.
Also you don't need the SDK.
I would say go to general > sticky roll-up then read my adb and fastboot thread to start

If you used the adb and fastboot installer in my thread, did you use the "install system wide" option?
If not, do.
If you did and it did not work, read more of that section as the manual steps are also mentioned, which you'll need to follow.

You don't have adb/fastboot set up properly. Google 15 second adb install xda.

He should already have it from my thread. Its just a question whether he used it correctly or whether it doesn't set up the environment variables on xp properly
Yes installed the 15 second install, Y,Y,N, then installed the Clockmod driver.
I'll go back and read it again, guess I must've missed something.
Have you rebooted? Try that. Is still no, you'll need to manually populate the environment variables.
Right, I have re-read the manual section and I can tell you I HAD edited the path before as I was following another instruction, one where it required SDK tools. Don't copy and paste it. The text is generic. You must put your text there....then reboot.

Which is generic. Is the folder your adb and fastboot executables are in called c:\adb_fastboot? If you used the installer, it is not.
Where would the installer put them? I've searched my computer for "fastboot" and its found the exe that I put in a folder on my desktop. This looks a similar address to what I changed the path to previously...

Did you look at the root of c:? C:\adb perhaps? Its all covered in my thread isn't it? Are you reading it or skimming it? You don't even *need* to put it in the path. Its just easier. Please read to the end of the thread

Yes I've scanned c: drive.
I've read and understood what I can, I'm not an expert so I can only compute what I understand.
I have reinstalled the adb setup a few times and I have noticed that it clearly says "0 files copied" after I select the exe files and system wide options.
I have also tried to run the adb and fastboot devices commands in the command window which gives me the aforementioned error messages.
For some reason, these programs are not being installed onto my machine?

I have uploaded a working version of Win86emu 0.6 ready for working in Windows RT 8.1 with jailbreak: http://www45.zippyshare.com/v/iMffGf8P/file.html
Instructions:
1. Extract all files to c:\ (it will create a x86node folder)
2. Execute c:\x86node\install\x86node.reg
3. Run c:\x86node\windows\postinstall.exe
4. For Windows 8.1, copy c:\x86node\Install\Windows 8.1\x86node\Windows\SystemNT\ntdll.nt.dll to c:\x86node\Windows\SystemNT\ntdll.nt.dll and override the current dll.
After this, you can run c:\x86node\windows\launcher.exe and choose a x86 exe to run (e.g. c:\x86node\windows\regedit.86.exe)

Attempting to run anything results with this error
The procedure entry point RtlConvertUiListToApiList could not be located in the dynamic link library C:\x86node\Windows\SystemNT\ntdll.nt.dll
This error comes up a few times after clicking through the application may actually run but wont function as intended.

CPU usage is around 13% idle 260MB ram usage
VLC 0.7.2 installed, runs in a command line only, wont play anything.

Then, win86emu should be working ok. Not every app is supported. Check this thread http://forum.xda-developers.com/showthread.php?t=2259449 for compat suggestions
I know, but it would be nice if you could include msu.dll that's the main problem (if it's possible to include)

The game.com emulator works perfectly on win86emu I don't know if I'm allowed to post it, but you can find the emulator on google with all of the roms and the instructions to use it have fun!

Hello, I've downloaded the files and tried moving them around and have encountered a couple of issues that stop me from going forward.
1. I wasn't able to move all the System32 dll files. It said I didn't have permission.
2. After running the after install file I was told that the file ""Windows cannot verify he digital signature for this file" .
My boss wants to get Google Chrome on the Windows RT. I think I've seen in a video that a guy was able to get Chrome on his RT, but he didn't elaborate on the process.
Any and all replies are appreciated. Thank you

Chrome does not run on RT and it never will
