Im pretty sure the phones with the BEST development and going to be kinda old...
My vote would be either the international SGSII or one of its variants (I have i777 and things always seem to be booming over there).
Go get a Samsung phone, whichever is the latest one that AT&T has. They always have a TON of developers.
You know on the other hand you could just put in some time and learn and get some great ROMs in the process, lfaber06, cogery, and myself could really use the help, and it really is not all that hard, if you know anything about phones and flashing, and some about computers.
There is a thread in the development section on the tools needed to do this.

I would love to learn more about development, but at 52 it's all a bit overwhelming at times. I may have to find something in the 250.00 dollar range and try though.

I replied to your PM with everything you need to do...
Hello, I have seen some ports from the Sensation forums and I was wondering if someone would be willing to create a guide on how to port them over. I know that the basics would be a kernel that would work and the keylayout file would also have to be modded. But thank you in advance to anyone who is willing to help
I believe tbalden and xmc would know this best. Have you PMed them?

Maybe just the really great ones would be OK. You really wouldn't want ROMs to start becoming generic replications of one another though. The process of learning to actually develope would start morphing into the ability to port someone else's work quickly. JMO tho....
The dsixda kitchen will do a basic Sensation ruu port. But your going to have to resize the HTC widgets and Rosie to like 0.88xxx or something like that, its been a while since I've ran m10 editor and I've never used VTS because I have Linux so that's all I know to offer

Does anyone have one that they can spare? I'm looking for one that came right after a fresh flash, hopefully gingerbread. I don't have this phone any more but I want to start development on it, and I need a system.img file and a few others to make it run in my AVD emulator. I've tried everything from decompiling RUU's to stripping apart rom after rom. I promise to wipe everything clean. PM me with a link if you can, I'll make sure to mention you when it's released. I already have it in late-alpha and I hope to work some bugs out and release it soon.
Thank you.

AOSP, but either will work. It's beautifully themed, light, and fast. It just has a few bugs that I need to work out :/
Yes, it is related to development, but it is not development itself. Maybe I can help? Let's just start this some place else, where it does not bother the devs I will be more than glad to help

Linux is needed to build from source. If you are going the source building way. Let me know, I can tell you what you need.
Or you can download stock ROM's and mod them. Port ROM's from around the area, good start too.

if i were you, i would start with porting. the easiest ROMs to port are AOSP based CM7. make sure the devices are at least similar to each other, the HTC Desire HD would be a good start. don't even try Samsung Galaxy to this phone, the structures are too different from each other, and porting that would take a long time.
so read and search around the forums, make sure you read as much as you can read, and don't hesitate to refer back to the guides and posts by other users if you don't understand. and of course, there are people on this board (such as myself) who are more than willing to help you out with troubles and any further questions.
Good luck!
