I've answered the issue in the subject below. PLEASE do not factory reset your phones.
A similar answer has been posted in Google help forums.

The reason why your factory resets work and after that, you skip any other account information and key in only your google account first is simple.
The first time the picasa upload is invoked, it parses your accounts list for account information to use. If any other accounts are in there, for example, motoblur, htc sense... perhaps even facebook(which was the case in my situation), it won't work anymore.
Solution?
Dont need to factory reset.
1.) Go to your accounts list and remove ALL other types of accounts there and only leave your primary google account there. I also suggest killing all apps using task manager cept those you've ignored(like droidwall etc).
2.) Open gallery and attempt to upload a picture via picasa, you should now see that it's able to show in the drop down list, all your albums.
3.) After a successful upload, which will happen because of steps 1 and 2, go to your account information list and add back your other accounts(facebook, whatsapp and whatever else).
Now you've got picasa uploads working permanently. Youtube should also work automatically(although i never had a youtube problem because my youtube account used in the app is diff from my primary google account used on the phone and for picasa).
Hello. Thanks. I tried your method and it actually worked. However, when I re-added my other accounts, the problem re-occurred. I am currently using Picasa tool for pic uploads and the browser for youtube uploads. Any ideas on how to solve this. I works perfectly with my Galaxy S II.

it works! only problem is that once i install the account again the problem continues!
I am having this issue when Dropbox is in my "accounts" list.
I was experiencing the issue, removed all accounts but gmail and was able to send to picasa, added them all back after and again i was unable to.
I changed the email used for facebook to another different than the gmail one and i was able to upload to picasa again.
It seems the issue is with sync accounts sharing the same email/login as gmail.

I had the problem with dropbox. Couldn't upload things to Picasa.
Changed my dropbox email address login (which was the same as my google account email) and voila... everything works now as it should!

I removed endomodo account, which had same name (using google account) as account used for picasa upload and it works.
So basic advice is to remove/change name of all accounts which have same name as your google account.
Nowadays, facebook account in my xperia neo V with ISC is causing that problem. When I sync it with my FB account, im unable to upload pics to picasa. THAT sucks.
LinkedIn App is the problem
I have a Galaxy Nexus with 4.0.4
I removed all the account and repeated an upload after adding each account.
Right after adding LinkedIn account, the upload started to fail. Removed it and tried again, not surprisingly, it works.
Added twitter, added another google account, etc. No issues.
Ok, let's try again... then it fails. Again, remove the LinkedIn app, it works.
So the problem is the linked in account.

Not true. As soon as you add your other accounts back the Picasa upload is broken once again. My research says it has to do with your other accounts having the same login credentials as your Google account. As a test, change your accounts in the sync section to an email address other than your Gmail account email address and you should be working properly. This is a band-aid fix however and it's something that Google needs to address as this should NOT be a conflict. Everyone complain to Google for an actual fix to this bug.

I read that the gallery can show folders from your picasa web albums account. Anything special that I need to do to make this work? I have successfully uploaded pictures and it has all my login info stored. It just never shows me folders from my web albums.

in your settings> accounts & sync > choose your google account > make sure sync picasa web albums is checked.

I looked there but for some reason mine doesn't have Picasa on that list. It only has Contacts, Gmail and Callendar. I only signed up for Picasa about a week ago, which was after I set up the account on my phone. Maybe it doesn't think I have Picasa so it doesn't display the option to sync it for me? Any idea how I can refresh it?

Interesting.. i have the same issue on my other HD2 belonging to my wife.. what can we do?
Ur not supposed to see Picasa in Accounts.....just make sure the Google or Gmail account associated with the Picasa u have pix in is your primary account u use to house your contacts or log in your Android phone...
I'm still having trouble with this. I have no option to sync with picasa. I see no settings anywhere on my phone or google account to enable this either.

Have you already set up the Picasa Web Albums part of it? You need to link Picasa to Web Albums first and then it should eventually show up in your account sync list.

Do like posted..Just did and linked on its own. U will see in ur Gmail sync setting picasa show up.

Picasa is linked to my Web Albums. I can download, upload, sync etc between Picasa 3 and Picasa web albums (not that google has done a great job with syncing those two things either, but it works).
I just downloaded another album and uploaded another file between picasa3 and picasa web albums. Guess I'll wait a day or two and see if anything changes...
Everything else I've been reading is pointing to me having to do a hard reset. This issue is something Google needs to figure out.

I think you need to do that on google from the picasa website and link it with your google account.
Here is how I have it on my cappy...
If your google account linked to phone is the same as the one you use for picasa web albums then go to settings->accounts an sync..under manage accounts you should see the google account you have linked the phone to. Click on the account. You should see an options to sync the Picasa Web Albums. If it is not already checked, well you know what to do.
If you have books linked to this account that should show up, so should calendar, contact and of course gmail.
So if you are like me...who creates mutiple picasa/google accounts to upload pics, then under account and sync click the add account button, follow the prompts and in the end just check the "Sync Picasa Web Albums" leaving everything else unchecked. That way, I have only my primary gmail emails in my inbox and all the pics from all my accounts in the gallery.

That's the problem... the sync to picasa selection is not there for everyone. The problem seems to happen when people get their phones all set up, THEN create a picasa account and THEN try to link it.
I have NO option to sync picasa on my phone. I can, however, upload pictures to it from a file browser, etc... Just won't "Sync".

This isn't always the case.
In my case, the order is reversed. My Picasa account is several years old, and it is integrated with my Google account. I got my first Android (Samsung Intercept) last year. I have options to sync Docs, Contacts, Gmail and Calendar (and even Google Books if I install that app), but no option for syncing to Picasa web.
Interestingly, I acquired a LG Optimus V a couple weeks ago. There *is* an option to sync to Picasa, and it was turned on automatically. In addition, the Gallery app is completely different then the Gallery app on the Samsung Intercept.
I believe that most phones use an app called Gallery 3D, and that app is the only app which allows syncing with Picasa.
This forum has APKs to install Gallery 3D on your phone, and I did this months ago before uninstalling the app. However, none of the APKs work for me.
One thing to note, with google plus, you can set it up to automatically upload every pic you take to picasa

Does the Google Plus app upload photos to plus.google.com, or picasaweb.google.com ? From my understanding, these are different applications.

double tap lets you highlight, then long press once you have it highlighted and choose copy. then go to browser and long press to paste

Im on TNT 2.02, but still, appears that there is no way (which is a huge deal for me)

I am on CM6.1B4 and I have calender and contact syncing working. I did the gapps fix which installs apks for the syncing of the contacts and calender.

go into contacts and add a "corporate email" account. add your gmail account credentials. finish the account setup and make sure there's a box that asks if you want to sync calendar, make sure its checked. wait about 5 min after the dialogue and you should be set.
at least that's what I did to get my calendar and my contacts sync'd.

This only syncs your default Google calendar -- and some of my entries are missing. My other Google calendars have never appeared. (I'm on Google Apps.) Contacts do work this way.

Go to Contacts, then Accounts on the menu, then Add Account, then choose Corporate. Enter your gmail credentials, then on the next page enter /[email protected] and m.google.com as your login info (if it's not already entered for you). It'll take a while for the contacts and calendar stuff to sync.
I set this up without using corporate email, and I have multiple google calenders syncing. I'm not on google apps, just regular google account.

What ROM are you using?
I have never seen an option to set up a Gmail account, using Google Contacts under TNTLite. When you first set up the tablet, and it sets up your default Google account, it sets up mail, but never gives the option for contacts/calendar. (This goes for both a Gmail account and a Google Apps account.) If I look at my accounts via the Gmail app, the Sync Management page shows only Mail as a sync option, with no Calendar/Contacts options.
On my Nexus One, when you go to add an account under Contacts, "Google" is an option along with Corporate (and Twitter and Facebook, if you have those installed). But, on the tablet, under TNTLite, there is no option to add a Google account, only Corporate and the others.
I've mentioned this a bunch of times, hoping that someone with more knowledge would take some time to figure out why--is it because TNTLite installs Gmail 2.3 as the default, and not 2.2? There are apks, that need to be installed to sync calenders and contacts for non coporate I believe, as it was not in my syncing options until I installed these. They are GoogleCalenderSyncAdaptoer.apk, GoogleContactsSyncAdapter.apk

I am using CM6.1B4 for the ROM, I had the same issue under this rom where I could not add another google account or calenders/contacts. I followed this thread (http://forum.xda-developers.com/showthread.php?t=842590) and I was able to get it to work where I have multiple gmails accounts, and can sync contact and multiple calenders. At first when following that thread it killed my rom, so I had to clear cache/data, reinstall rom, and then all was fine. I removed the an Email.apk(?) and that got rid of the corporate email account since I don't use one. I beleive you can just install the apk's from that thread to get things to work, the *SyncAdaptoer.apk's. I have gmail 2.3 so I don't think that is the issue. Not sure what apk controls being able to add multiple gmail accounts since I think that always worked for me, although I remember messing with things and not having that ability anymore. Hope this helps.

I've tried multiple times to just install the SyncAdapter.apk files, and always get Application Not Installed. Maybe there's a certain procedure to follow? (install them after wiping data, and before doing the Google Account set up?)
I tinkered with getting calendar to sync with my Google calendar last night. I was successful in getting "Touch Calendar" from the market to sync, but not the Calendar that is included with TNT Lite 2.0.2.
Process: I went to the Contacts App and added a second email account (same as the first). By default, it labeled it as a "Corporate Account". The original one was labeled as "local only" or some such. In the wizard that takes you through creating the account, there are checkboxes for Sync Email and Sync Calendar. They are at the bottom of the page, so make sure you scroll down every page in the wizard or you might miss them. I don't believe Calendar is checked by default.
I don't particularly like the "Touch Calendar" app, but it is functional. If anyone else has a Calendar App that is working - please let me know about it. I don't know what Roebeet has included with TNT Lite 2.0.2., but that one is not working for me. It looks like the TapNTap calendar to me.

The calendar in TNTLite 2.02 is the default TNT Calendar, not the Google Calendar (Roebeet went back to the default TNT Calendar in his TNTLite Supplements). You're seeing your Google calendar stuff in Touch Calendar because that's keying off the Corporate account that you set up, while TNT Calendar doesn't use that.
The Corporate account set up doesn't help those of us who are trying to get multiple calendars to sync in the Google Calendar app. The need exists to be able to add another Google account (like you can in vanilla Froyo), not doing a workaround of a Google account as a Corporate account.

These are system apk's so just drop them into the /system/app folder and reboot. But I didn't do that, I installed the whole package from that link I posted, and had problems at first where it hosed everything for me, but after clear data/cache, reinstall rom on top (doesn't wipe out these apks) everything was working.

Tried it (putting just the *SyncAdapter.apk files in /system/app, and rebooting), then deleted my existing Google Apps account, rebooted, but I still don't get the option to sync calendar/contacts as a Google account, and no ability in Contacts to add a Google Account.
I'm guessing if I install the entire TNT Keyboard/Gapps update.zip, then wipe data and then reinstall TNTLite 2.0, it might work. Just trying to decide whether I want to go through all of that.

Ya, I'm not familiar enough of the system apks to know if there was something else that needed to be done to get this to work. I know TnT light doesn't have the Gapp versions of the contact and calender....does it have the gmail.apk already? Best might be to install it all instead of trying to figure out what is going on. You can always use CWM to backup the system and if it doesn't work restore it back.
I don't want to be changing my system and want it stable, but I suspect I will be doing a lot of installing diff roms and wiping for a while till the roms get more stable and feature rich.

TNTLite 2.0 has the Gmail, Google Contacts, and Google Calendar apks. It's only the 2.02 supplemental that replaces contacts and calendar apps with the original TNT installed apps.
I made a half-hearted stab at installing the GApps stuff, then "reinstalling" TNTLite 2.0, but didn't wipe my user data. No change on the calendar/contacts stuff, and this resulted in messed up versions of Maps, Street View, and YouTube, which I was able to salvage through Titanium Backup uninstalls and then reinstalling from the Market. But I imagine getting the Gapps stuff truly working may require a full wipe, probably back to Vanilla TNT, and then installing Gapps first followed by TNTLite. I'm just not in the mood quite yet to go that far.
So, if anyone out there can figure out a way to get full Google account sync access working in TNTLite without having to start over, you'll get a gold star!
When I try to add Facebook under Accounts and Sync, it just loads to a white screen then returns back to the Accounts and Sync screen.
I've tried signing off of Facebook, then adding the account. It does ask for the password, then signs in. Then goes back to the Accounts and Sync screen not asking if I want to sync contacts.
Anyone else run into this?

Lol I'm not that dumb. Everything works on the phone. Browser, Facebook app etc. But when I want to add the account to Accounts and Sync so I can get it to sync pics, it just goes to blank screen then returns back to the Accounts and Sync screen.
Yes I know I can use SyncMyPix but I'd rather not.
Same problem on Motorola Milestone.
The Facebook app works, but there is no Facebook account in 'Accounts & Sync'.
Also in the Facebook app's settings, the setting to enable/disable syncing is missing.
This is with 'Facebook for Android' on the Market.
There is a long topic on this forum with a Facebook.apk that can be downloaded & installed manually. It is the Facebook.apk that has been copied from a Motorola Droid, where the app works as expected. The file size is 831431 bytes. However that app is unable to connect to Facebook. The reason is probably that it is an old app (the typic is from 2009 so it's over a year old) and Facebook's API has changed last year, 2010. In case the reader missed it: it's january 2011 while I'm writing this post.
A solution could be that someone with a working Facebook app uploads the file /system/apps/Facebook.apk to XDA. It's a free app from Facebook so it should be legal to do this.

Try deleting your facebook account from windows live online at live.microsoft.com and then it should be gone from your phone
seems like I'm unable to remove it from the website also.
well then, I think you have a serious problem. I am sorry that I cannot help you further then this. Maybe post on the microsoft answers "forum" and ask why you can't remove it (maybe it had an error).

I had the same problem with twitter & facebook. I just restored back to 7661 and updated to 7712 again, works perfectly now
I just updated to official Mango and this happened.
A little while ago I changed my e-mail address in FB and so I changed it on my pre-Mango WP7 and all was fine. I just updated to Mango and I think FB was connecting fine but I noticed under settings for my FB account it was showing my old email address. I couldn't change it so I decided to delete the account but got this error.
I got it to delete though by deleting it from my live.com account under profile settings as in this post, but I also had to re-start phone and then go to settings and sync my live account. Then I deleted the FB account no worries and was able to add it with my new email address.

I can't tell you how many times I've done it this way. I even restored my phone to the backup before the Mango update was installed, fixed the email address on that Facebook account, then reinstalled Mango. As soon as I get to the settings page for email + accounts, under Facebook it has the CORRECT email address and "Attention required". A click brings up the "Can't delete Facebook" problem.
I don't know what else I can do, probably will have to just call support for help. But I was hoping someone on here has had this problem that just can't seem to be resolved, no matter how many times I delete the Facebook account off the desktop version of live.com.
The weirdest part is that about 95% of my contacts on my phone have Facebook. About 90% of those are actually linked to Facebook.
I have the HTC Sprint Arrive. Any ideas would be nice. Thanks!

After I installed the Mango update on my HTC HD7 I can't delete FB from my phone. I was hoping that if I did so, it would prompt the phone to thread my FB messages in with my text messages. So far I've had no luck with the integration.

Okay, found another site which basically listed the same steps noted in the post above to delete FB from your phone but gives a little more detail. Followed them and deleting it worked!
1. disconnect with all devices / app and login with browser. (shut down the phone and desktop apps)
2. delete facebook account using the browser
3. boot the phone.
4. SYNCH THE HOTMAIL ACCOUNT (otherwise the problem still appears)
5. delete the facebook account
6. (I will do it now) --> connect FB again in browser and on the phone.

It worked, although it still didn't integrate FB messages into my text messaging stream. I'm guessing the integration is only with FB IM'ing... eventhough they've revised it so that messaging is IM'ing now. :/

Thanks for letting me clear out that damn attention required issue. I'm in the same boat as you - did all the above and still don't get FB chat (only people that are BOTH on MSN and FB Chat show up and if I send a msg I think it only goes to MSN)
Ok, here's some explaination for my issue, as it's not exactly a simple situation, I do apologize for the reading that's involved...

Recently I've added google+ to one of my google accounts. This re-enabled a previously disabled gmail account, which then proceeded to force itself as the primary login for that google account.
I already had a primary google account on my phone, which is the only account which I want to use gmail with.
When adding my account to my phone, I used the original email address (that was downgraded to secondary) as the login, but upon login, this was magically changed to be the gmail account that I did not want. After *much* searching, I found a way to delete this gmail account entirely, which seems to have worked out flawlessly as far as my online accounts work, from a browser at least. My previous login is now the primary, and my unwanted gmail account has been destroyed.
My issue now, is that this account did not get updated on my phone magically, as it did elsewhere. My phone is still showing the gmail account for that google account, rather than the email that it should be. Additionally, I still have 2 inboxes in gmail, although my secondary google account no longer has gmail associated as a product.

So on to my question... Is there some way which I can either edit the google account on my phone to update the login (and clear the gmail association), force the phone to refresh all of that google account data (updating the login name in the process), or perhaps even delete that secondary google account from my phone so that i could re-add it fresh?
If the answer is, that i need to wipe my phone... then that is the answer, but if that could be avoided, it would save me the pain in the butt that would cause.

Figured I'd give this just one bump just in case the right person didn't see it... I'm pretty close to just resigning myself to having to wipe my phone.

Do you have the Google+ App on your phone. Is that maybe confusing the Google sync?
If you do perhaps try deleting the app and try syncing the original account?
do google sync again
