Hi would like to know if android market apps allow re-download purchased apps if I change phone or reformat my phone?
Will it charge the money again?

Of course not, you paid for them so you can download and redownload them as many times as you want with the Google account that you paid for them with, regardless of the device you are on.
You do not have to pay again. The purchased apps are tied to your Google account. When you log in on your new phone, they will be listed as "Purchased" under "My Apps" for you to re-download.

I have a new Xoom on the way. I have an OG Droid. Can I sign into my current Google account that exists on my OG Droid and access my apps when I get my new Xoom?

Yes you can.
Both devices will then be listed in your Google account and you can actually log in and tell it which app's you want on which device.
If you didn't know (I didn't) you can access this "market" online using your Google credentials.
Yes. When you're in the Market and tap "My Apps" you will see (only) purchased apps listed on the left under your installed apps which you may once again download.

They also have to be compatible with honeycomb as well, or they will not show up.

Your apps are associated to your windows live account. So changing phone should not be a problem.

As long as you use the same Live ID, you will get them again without paying. When you go to Marketplace, go to your purchased app, click buy, it will verify that you bought it and say 'You've already purchased this app, do you want to reinstall it?' - say yes!
You can also see a list of your purchased apps (and reinstall them) using the Marketplace website.

Well..i never bought the paid apps, there were some deals with free for 2 days and i purchased them then. Now, they cost, i thought i could reinstall them on my new phone but it says i have to buy..
Apps are purchased by their ID, a GUID that every app has. It's possible that the free apps you "bought" were using different GUIDs than the normal Marketplace ones. In that case, you can try checking the Marketplace website for the list of apps that you previously installed and try reinstalling the free ones, but if they've taken the copies with the other GUID off of the Marketplace, you won't be able to get them again.
It sucks, I know. The backup/migrate/restore story on WP7 is really bad. I actually raised this issue with Microsoft several times (both as "we need this" and as "this is a reason to no block high-privilege homebrew code; we could do this for you" and received no meaningful response except for one guy I know who works there saying "yeah, this is an issue, but it's not in my area; I sent it on to the right people."
I tried buying from the device and on my desktop (via the website) and both says there's a problem.
says "Sorry, we were unable to process this request. The order has been automatically cancelled and you will not be charged for the purchase. Please try again later."

What android version do you have? You must have 2.2+ to use google play. If you use an older version and are trying to use the "market" application, you wil not be able to get anything because google updated the "market" to "play", but only for android 2.2+.
Try to see if you have money in the account you are using

Not sure what carrier you are on but I have no problem buying apps and it bills it right to my AT&T bill. I have a HTC one X
I noticed many people had had trouble recently from accessing the US Play Store from other countries, after apps such as Market Access and Market Enabler stopped working. I also found that people had trouble using VPNs.
I finally managed to find Pandora, a US-only app in the Play Store, meaning that it worked.
Essentially, I think Google can detect whether you've paid for apps already from a non-US source already on your current Google account. So basically I created a new Google account, moved my IP to a US server using Tunnelbear (available in Google Play), and emulated my SIM to T Mobile US using Market Access (just to be safe). I then went through the normal process of clearing data and force stopping Google Play Services and Google Play Store. Then I opened Play Store and it automatically went to my primary Google account.
All I had to do thereafter was switch to my newly created account and I searched Pandora and found it. I also searched Hulu Plus and found it.
I can also confirm that you can get Google Wallet from the Play Store via this newly created Google account. I emulated my SIM to Sprint US, VPN to the US of course, and edited my build.prop to emulate a Galaxy Nexus. I searched Wallet on the Play Store after clearing data and force stopping and downloaded the latest version. I lost all sound from my phone after emulating a Galaxy Nexus (I am on the i9300), but I found that sound was fine after restoring my build.prop and installing Google Wallet. It now works fine with my original build.prop but just make sure you install it when you're still emulating a Galaxy Nexus.

Yeah I know that would be ideal.
Also I can't find any way to access it through my primary Google account. But I'm not too worried about that because it only takes a matter of seconds to switch accounts. I just have to make sure I always use my original account for UK apps and new one for US apps.
Perhaps you could try wiping all payment information from your current Google account? But I don't know if that will work because Google will probably still have a backlog.

I just got my 7 pro. I'm trying to download my paid apps but I'm not able to. If I try to buy the app again to see if that work. Prompt says I already own the app. Is this a known bug? Is there a workaround? I have a lot of paid apps
You didn't say what exactly happens when you click install. My first thought would be to remove and add my G account, maybe clear the data of Play Store. Then I'd do a simple Google search if that didn't work.
