I'll copy/paste from my issue on Google's tracker:
I have an Asus EEE Pad Transformer (TF101) with the latest update: HRI66.US_epad-8.2.3.13-20110511
When visiting the Market, I am only presented with Free apps in the Featured section of each category.
I can search for, and find, paid apps. However I cannot purchase them. It returns the following error: The item you were attempting to purchase could not be found.
I am able to purchase some of the apps with my Phone. I can either go to the web based market and purchase them for my T-Mobile HTC Vision, or I can do it on the phone itself. Then I can install those apps in my Asus Transformer.
However, I can't do this workaround with Honeycomb-only applications because I cannot buy them on the phone first.
I'm located in Puerto Rico. I talked to the guy that makes Reddita, and he said that his apps is setup to be available everywhere

I'm still not sure if it's a location based problem or if it's related to something else. Like I said above, the guy from Reddita says that his app is configured to not discriminate by country. Also, he says that he has sold the app to other Transformer users before.
i was able to purchase apps the last time I checked which was after the 8.2.3.9 update

I would hope not. Unfortunately, so far my theory points towards a location restriction specific to Honeycomb devices.
No problems on my Transformer but a while back I had problems buying from my Adam. I went into my Google checkout account settings and just reentered the same credit card info and saved it. I was able to buy apps after that.

Thanks for the tip. Tried that (and adding a completely different CC) and it didn't work.
I can however buy apps for my other two devices (G2 and Nexus S).
I bought my Asus Transformer TF101 from Hong Kong, now live in Malaysia, both Malaysia and Hong Kong are in the list that can buy apps, but appear that i'm same with you.
Just can view apps, appear "The item that you request are not found" bla bla...
Free apps can be use. no problem, btw, i have a Motorola Xoom with me too, same issues. Sad.... duh....
somehow my android phone can purchase apps, i turn to my web page android market, and i noticed that, due to i have 5 device registered to my google account, i can buy apps for my phones, but not for my device that dont have "CARRIER" bound with it. This makes our wifi only device cant purchase apps.
i have mailed google about this issues, but nothing yet, dissapointed, hopes anyone get some solutions. thanks.
Market Enabler, available on the Android Market. Buy the paid version for better features.
I had the problem that I couldn't purchase apps that were offered in a different currency than US$ with my AmEx. I had to use a different credit card (VISA) and then it worked.
I have the same problem, it started yesterday. I'm from Puerto Rico.
Suddenly, the quantity of available apps is much less... I can't find Adobe apps, Angry Birds games, Taptu, none of the Google apps!!
When I go to "My Apps" it only shows those installed apps that are still available to search on the market, but the others are not (even if they are currently installed, were installed before)
If I enable the Hotspot on the HTC EVO and connect the TF to it via WiFi, after re-opening the market, it can see all apps as before, including those in "My Apps" section. This happens because the IP provided by Sprint is USA based. Also, if the TF gets connected to the local router, then the market apps availability gets downgraded again...
So, this appear to be a location based issue... but, how it's possible that all those high profile apps that were available just days ago now are not? I did a factory reset today for troubleshooting... and now can't install Adobe Flash and those apps mentioned above

Ya, market enabler, but, i have to get rooted, superuser, busybox in order to use that, right?
I would love just to only get rooted and continuing receive Asus OTA updates, can i?

Hi (Cant purchase apps in market)
Helo I am also from Puerto Rico Im currently using Samsung Galaxy i9000 (International version) Im currently facing with this error since some time now. I been looking on net since long ago day and night and nothing just crap and no answer from google. I tried froyo gingerbread and iCS version from Teamhacksung and nothing. I tried market enabler (both versions in market) i can see paid apps just well I can download the free apps just fine but in paid apps *the item you were attempting to purchase could not be found* Im getting piss off already before was working just fine.
Looking extensively on net i found this video http://forum.xda-developers.com/newreply.php?do=newreply&noquote=1&p=13888035 ---->error sorry http://www.youtube.com/watch?v=xDZtQWt_8TQ
Sorry is not in English but the guy is using something called Gae proxy that seems an alternative that let you buy the apps. Anyway, for me this no worked I tried several times and still it no let me buy the app or just the market no open. I tried via wifi/data plan (3g) and nothing. I did test with pal he has hero and career from usa and he can buy just fine. I tried with my boss who has Captive and Xoom both failed in market with the same error.
This is very disappointed situation that is taking too much already. I have several friends and ppl I know dropping android just because of that. If i keep having it I will do the same or keep forced to get pirated apps wich i no want.
Still waiting for any fix or google response.....
English not my primary language.
Market Enabler won't work on WiFi tablets

I can assure you that even if you're rooted and running non-stock ROM, Market Enabler will not help if you're on a wifi-only tablet. I've been trying to find a solution to this problem since the day I got my WiFi-only Transformer but to no avail. Without any development or hacking knowledge whatsoever, there's only so much that I can try.
What I've found out though is this. The wifi-only version appears to track your location differently than the 3G version such that Market Enabler won't work. I have tried VPN (either direct on device or sharing a VPN connection over WIFI, if that makes a difference at all...), I've tried some location spoofing apps. Force stopped the market app and cleared data and cache and trying the VPN and location spoofing again in various combos, unsuccessfully. Also tried turning off all location services. Tried Market Enabler of course and I have the paid version of that too.
What works though is if I'm in another country, and it's a market-supported country, I'd be able to purchase apps without doing anything extra. I can also buy apps through my phone which has Market Enabler working as intended and once purchased I can install the bought apps through the My Apps screen on my Transformer. This is my current workaround, but I'm still very much stuck when I need to buy tablet-only apps which I can't purchase from my phone. Similarly, I can buy apps from the android market website, but only those I can install to the phone and I won't be able to install direct to tablet unless it's a free app.
Note: I live in a non-market-supported country. I've had this problem since Honeycomb, and now I'm on ICS and also using the rebranded Google Play. This problem seems to apply to all WiFi-only tablets, not just the Asus Transformer.
The only reason why there doesn't seem to be much of an outcry on this is because people chiming in that they can buy apps when they live in a market-supported country, so people think the problem is solved.

It is working OK with SE X10. However, neither check-in nor buzz is available in China. We have to wait for the unlocked version

i've got blank (white) screens on checkins etc.
It's very annoying that you have to create your cache all over again every update.

They also have something against HTC Desire and Cosmote Romania. I have Google Maps 5.1 installed from a third party source and it works just fine! When I go to the Market on the PC, it says This item is not available for your carrier. On the phone, it isn't displayed at all and I don't want to use Market Access. Eventually, I have installed GM 5.3 from enuazeal. Thanks.

In Estonia we have the same problem - some applications/updates are not available via market.
If you still want to use the market:
Root and use market enabler
or
Get a SIM from a country that is "good enough" in Google's eyes
My Arc is from Germany, free of any lock or branding, why it would refuse to show it I have no idea.
But the install from apk went on just fine.

Well my excitement for this app has improved!! I'm originally from Seattle, but I'm over here in Abu Dhabi visiting my GF for about 3 weeks, and for once my GPS can finally locate me! Granted, I have to keep the phone in Airplane Mode and the GPS icon keeps doing it's little flashing (aka no lock), but at least it's showing me on the correct intersection. I have yet to see what happens if I go outside onto a completely different block, but it's progress. Now only if there was a way to make the maps actually preload onto the phone and I could use GPS outside of the houses' WiFi so I can drive around town w/o getting lost.
She has a Captivate that I've rooted and she has installed a Du (one of their cellphone providers over here) SIM card into her phone so she can make calls, but she doesn't have a data plan. I'm going to update her phone to this version of Maps and see if her GPS acts better and/or can at least locate her based on cell tower location.
is brut mode?
I'm still running 5.0. Besides the checkin's and dashboard option, is this update really worth installing?
Are you serious? Its free!!!!

Just because something is free doesn't make it good. I've found many android app updates not worth updating to because either something is broken, drastically changed, or more useless.

Thank you for the download
Hi,
how does the offline availability work? I plan to go on vecation next month and I would like to use maps navigation but I do not have any contract in the US for data connection. Can I plan my route on it and connecting with wifi and it will download all the data needed so that I can drive just fine?
The Xoom is released in Canada now. But the market is so bad compared to living in the USA.
For one, we don't see a 'Tablet App' section, so it simpossible to weed out tablet specific apps, this leaves me with so many FC's on apps. Real stupid by google..
Another ofcourse is we don't see apps such as Google books, Pandora etc.. this was fixable using rac's Market Enabler, but since the wifi xoom has no GSM it won't do anything..
So does anyone have any idea, perhaps modify the vending apk to seem it is located in USA
Thanks alot
Have you tried going to the marketplace from withing your browser? It is a bit more functional. It even shows which apps you have already installed without having to go into the my apps section.
Sent from my Xoom using Tapatalk
no difference unfortunately
The Featured tablet apps shows only some tablet apps (in US), not all tablet apps, so even this isn't a solution for your problem. Give it some time, i'm convinced that developrs will update their apps to support Honeycomb.
About the apps that are made for US customers, it should be possible to access US Android Market on wifi only Xoom by using US VPN and disabling other location services in setting, but I haven't tried it.

Have you tried copying the build.prop from a US Xoom? Just an idea.
i would go with build.prop before enabler. my wifi xoom does the market without issue and I didn't touch carrier status at all.
Market.enabler.wont work
Wifi xoom has no GSM
And I do have the USA xoom imported it
Sent from my MB860 using XDA App
I have a US imported xoom too. I connected to a VPN in US, cleared Market data from Setting/Applications and the market showed the Tablet Apps section. But... I tried buying apps and I got a message that it's not allowed (or something) by my carrier!!!
This is a stretch but perhaps its tied to your actual google account. An easy enough test would be for a US xoom owner to fudge a non-us address on their google account or a non US one fudge a US address. I believe this is how Amazon is filtering purchases in their new store.
You're right it must be tied to the google checkout account. Does anybody know if it's possible to buy using Gift Cards?
I've had customers purchase AR.Pro with a gift card, certainly.

Got to Application settings and and clear data
Restart Market
I can now see Books
But Not featured tablet apps.
Ya thats one thing
but the features tablet apps is another, i dotn get why canadians cant see this wtf.
why cant we see apps that are meant for a TABLET in Canada
Ive thought long and hard about any sense in this, maybe laws etc.. but nothing made sense
this is plain STUPID
Featured tablet apps are not showed in Europe also, not even on a US Xoom.
Yup.same here but in Canada

Hi,
I think my situation can show a little light on the subject.
I live in TRNC (Turkish Republic of Northern Cyprus). And when I go to my office near the border, the market instantly changes to Euro, enabling me to buy the apps (not all of them shows on the market); and when I go to my home away from the border, the market changes to TL and I cannot buy anymore (Turkey and Google has a little catfight about tax so purchases are disabled)
What I am thinking is maybe the device staples your location by wifi (approx) and then it uses the location (not the provider details) to detemine in which country you are?
I don't know if this might help anyone but, wanted to share; hoping someone solves thes pain in the a.s problem. I am longing for books, youtube, earth and tegra games...
People you do not need anything. No root, no prop files...
I just solved the problem yesterday...
---> Go to Google Maps
---> Settings Tab
---> Latitude
---> Settings Tab
---> Settings
---> Select "Set Your Location/Manually Select a location on the map"
---> "Point on map"
---> Go to anywhere in america tab and hold a point
---> Tap to select this point
Taddaaa, everthing is now open... Books, Earth paid apps everything... As long as you keep your latitude there ( only latitude app cannot be used, It will show you in us(mine is currently in nebraska) ) you can buy and use any app.
After that, just change it back to "Select your location..." (Be aware that when you select back to this option you may lose books and youtube)
I've been doing some searching on the subject but all I find is old threads/info or discussions that don't apply to me, so anyway, hopefully someone can help me.
I can't find any paid apps when i search on the Market, however if I follow a direct link or look for them under additional apps for a certain dev/publisher then they show up... Regardless when i click on the price to buy it I get an error that says "The item you were attempting to purchase could not be found. ". If it were a location issue I think I'd get a different error no?
I've had my TF since the summer and I honestly can't remember if I've ever bought any apps directly on it... I've installed plenty of free apps and stuff from Amazon's App store, plus a few apps that I originally bought on my phone (all previously purchased apps still show up under My Apps)... But it's quite possible I never bought any apps on the tablet. Basically i've no idea if this a new or recent problem.
However I can buy apps on my Sprint phone just fine even while on the same account and Wifi connection. I'm in Puerto Rico, which can sometimes find itself in limbo when it comes to things like this but the fact that the market works fine on the phone also makes me think it shouldn't be a location issue. My TF is stock, not rooted, and has the latest updates.
Oh and I have already tried force stopping the market, clearing data/cache for it, restarting the tablet, and removing / re-adding my Google account on the tablet. On the web version of the market it just says any paid app is incompatible with the TF.
The device:
GT-P6210 v3.2
Kernal: 2.6.36-P6210UEKL1-CL583281 [email protected] #3
Build: HTJ85B.UEKL1 P6210UEKLI
The sitch:
I'm a US citizen with a US device (I bought through Amazon.com and had shipped to me through a third party). However, I am currently living in Japan on a military installation. When searching for an app on the Android Market, 95% of the time the return is: No results found--even if what I'm searching for is free. I'm assuming the 5% app result (even though it's never what I'm looking for) is because of a similar app posted on the Japanese market (I could be wrong). Using a median to get through to the market (GetJar, etc.), I am able to download free apps, but I cannot buy anything that costs money. I finally emailed the Android App Customer Service and was told it was because of my IP address.
The kicker:
First and foremost, how is it my IP when I have reset my device to factory default and used a US VPN before I logged into the market and was still unable to access apps? But even putting aside that point, here is some food for thought:
I have owned both a Nook Color and Kindle Fire and, after rooting them, was able to access the Android Market just fine. All within the IP address I am currently using.
I have friends here who own Android phones (bought here on the military base through a Japanese phone company) and an Android US tablet. On all three devices they are able to access the market without any problems. Additional info: Friend's devices are SIRIUS α IS06 [au.kddi.com/english/seihin/ichiran/smartphone/is06/index.html] x2, and a Toshiba Thrive 10”; none of friend's devices are rooted.
I had above friend log into my Android Market account on her phone and buy a few apps for me, and she was able to.
Another friend of mine here owns the same Galaxy Tab I do and can also not access the Android Market.
So what is going on? How, exactly, does the market determine your location. And how do I fix it? MarketEnabler and MarketUnlocker don’t work on WiFi only devices.
Not a fix, but have you tried accessing the market from a computer, and purchasing the apps through it? If the computer can access all the apps, you may be able to choose your tab as the device you wish to install them on. Not a fix, but maybe a temporary work-around.
Sent from my GT-P6210 using Tapatalk
Also, what are a couple of the apps? Could be that the market doesn't recognize them as compatible with the 7+ (due screen resolution, lack of telephony, etc.) List a couple apps, and i can see if i have access to them. Good luck!

The 3 latest apps I've tried are gReader Pro, HD Widgets, and Tabletbar Hider (root). My friend was able to buy the first 2 for me on my account with her phone, but Tabletbar Hider is incompitable so it doesn't show up. When trying to download it from my PC, my friend's newly added phone says "This item is not compatible with your device" while my tablet gives the above error. I've had the market issue with every single app I've tried.
Sent from my GT-P6210 using Tapatalk

I forgot to add that if I can get an outside link to the marketplace app, if it's free I can download it fine. I can even browse within the market and download free apps. I cannot search for apps (free or pay) and I cannot buy apps even with an outside link into the marketplace. <--this is all on my tablet. My PC can find apps, I just can't download/buy them because it says I have no compatible devices.

I logged into my friend's marketplace account and was unable to access the market properly. I don't know exactly what I'm supposed to be doing in Devices and Trouble Downloading. My device shows up, as well as an old Nook Color and Kindle Fire, along with my friend's newly added phone. I am now able to buy things from my PC on the marketplace using my friend's phone, but only if it's not tablet specific (which sucks, 'cause I own a tab). As far as trouble downloading, I can download things if they're free. Oddly enough, I can't search for free from my tab's market, but I can download free. If I need to search for something I have to use alternate means (GetJar, Browser, etc.). I can not buy anything, though. And that's especially frustrating since a few of the things I needed to buy are tablet only apps that couldn't be bought from PC market (using friend's phone as device).
Also, my friend tried using her Toshiba Thrive with my market account and was unable to. So I wrong, her tablet can't access the US market. Not even using her own account can she access it. So it seems to be a tablet specific issue. But only "real" tablets, because like I said in a prior post, after rooting a Nook Color and Kindle Fire I was able to download, install, and use the marketplace without issue.

Oddly my transformer lost the google play books and google play movie apps while traveling in Europe. My Galaxy Nexus was unaffected despite sharing the same wifi connections. I understand they aren't available in the market..but odd they seemed to vanish from the transformers GUI. That's normal. I have just the app section because the rest is not available in my country. When I go to the UK though all the services appear.
There was once a app called market enabler. IIRC it brings the full layout back. If you want to buy something though you've to use a proxy.

Yes, I understand the market changing to only have the available sections in that country is normal. That happened on my phone and tablet. The Play Books and Play Movies apps completely going away from the device, that only happened on the Transformer.
This gets worse and worse...
I'm in the US now, and after my last reboot, the Google Play Books app went away, and no matter what I do, it won't come back. I have the Books section in Google Play, but when I select it, it says I need the newest Books app. It takes me to the market page, but there are no buttons to install or uninstall. I tried side loading it, but it still doesn't show up in the menu, though it does make the Uninstall button show up for the market.
Any ideas short of doing a complete reset?
I also tried manually re-installing the last US blob file, but that didn't re-add Books.
I guess the difference between your tablet and your phone is that the phone has a SIM card that tells Android what country it actually belongs to. The tablet has no SIM and therefore must rely on WiFi geolocation for that purpose.
If Google Books is missing and you can't install it from the Market, it's probably disabled or frozen (same thing, different terms). Try opening the Settings app, select Apps, select the All tab, scroll to the bottom and see if Books is there. If so, select it and click the Enable button and you should be back in business. If it's not there, something really weird has happened...

As promised, I'm in Europe (Poland) and can begin to let you know what I'm seeing. I think the above quote MIGHT have something to do with it. I'm not sure of how your setup was @amaddux but, I'm completely on WiFi for now. I haven't seen a change and even the time was still GMT+5 (made for an interesting morning). Since this was all over WiFi everything is normal except for Play shows zl (local currency) for purchases.
Once I put a European SIM into my old phone (NexusOne GSM) and tether, it might change this. I'll keep you posted as I try different configurations and go to Germany.

Unfortunately, Books is not listed under All, either alphabetically or at the bottom, so I think I qualify under the "something weird has happened" clause so far.
The steps to get here as far as I remember are...
Movies & Books goes away after a week in Europe, while in Luxembourg, right after a visit to Belgium. Once leaving Luxembourg, in Germany, I'm able to uninstall both Book and Movies and re-install them, using the market. They both show up again. 5 days later, I'm in the US again, reboot, both apps vanish again. Movies I'm able to un-install and re-install and all is fine after a reboot. Books I'm unable to Uninstall. It shows up in the Market, but with no button. Side loading it make the Uinstall button appear in the market, but does not let it run on the tablet.
Update: I did find Books in the Play Market My Apps All tab. I Uninstalled it there, which then gave me the "Update" button. Once I updated it from there, it seems to be back. A quick reboot keeps it. So back to normal for now, just hoping this doesn't happen everytime I leave the country.
Ok, so I've been in Poland and Germany. Everything is working fine, books/movies/etc. It knows where I am since the cost of apps in Play change to local currency (zl) and search results need to translate. I've only been on WiFi networks though, not using a European SIM

Interesting. I was in Germany over a week with no issues also. It wasn't until either Brussels or Luxembourg that I had an issue with apps vanishing. I would bet on Luxembourg, since I only had access to "Apps" in the Market while there. Either way, everything is good for now.

I was only in Berlin. Specific cities shouldn't have anything to do with it. At least, I don't see why they would....
Glad that things are back to normal for you though. :victory:

They don't. It depends on the country.

I should clarify, Luxembourg is a country, although it is also a city, but in this case the fact it is a country is what matters.
Going to SE Asia and downunder next week.
Let's see what's the story with Play there.
Getting ready for a lot of fun...
And stil w a i t i n g for JB!

I took at trip to the Dominican Republic and lost access to the TV Shows section (after I had already purchased and downloaded a bunch of TV shows no less!)
I tried EVERYTHING to get it fixed, but for some reason, every time I would uninstall and reinstall the app, it kept giving me the "DR" version (you can see what version is installed in the Settings menu of the particular App).
I ended up having to factory reset the device.

Had you tried clearing the data and cache or, uninstalling and reinstalling Play?
