I have a new HTC Inspire 4G / 2.2. Used a heavily-ROMed Tilt2 before, so new to Android. I find the built-in voice dialer to be a problem. Sometimes it's perfect, but other times it proposes bizar responses. That would be OK, but it does not respond to "no" and dials it anyway. So, can I replace the built-in dialer with a better one? This phone is rooted, S-OFF.
I am not sure if I understand your question.
If you are dialing by mistake you need call confirm app from market. This will solve your problem.

There are various dialer available in market like dialer one, go dialer you can give it a try.
Currently I hold down the dial button on my BT headset until the voice prompt comes up asking what I want. I can say a name or dictate a number and the voice confirms the choice. The built-in ATT voice command system does not bail out of I say "No" and some other problems. Sometimes it goes smoothly. So I'm looking for an app or some utility to flash that is a better voice dialing system.

AT&Ts website says that it supports voice dialing. The Samsung Galaxy S website says that there should be a Voice Command app. Where is it? I don't see it anywhere! I paried up my bluetooth headset and when I push the button (which on my last phone would activate Voice Dial) nothing happens.

Voice dialing via bluetooth on Android 2.1 doesn't work.
Android 2.2 fixes it (Nexus One FTW!), who knows when Captivate will get the update.
Tap and hold the Search button to activate voice search.
There should be an app called Voice Dialing. Use that to voice dial.

I beg to differ, I just figured this out. You can say "call -contact name-" and it dials the number.

Don't know what magic you're doing, but when I do that it just does a google search for "call [contact name]"
My Captivate does the same thing, I have tried to voice dial and all it does is google search. Everyone keeps saying there is an app but there isn't. It is pissing me off, I downloaded apps and none of them work. This really really bites.
I will be watching this thread anxiously.
But I may be making progress! I have purchased VLingo, and it looks like it may end up working like Microsoft Voice Command.
I just did a "Call <First/Last Name> on Mobile, and it dialed".
I'll post back as I progress. This is exactly what I"m looking for.

I'm not sure either then. I simply hold the search button at the bottom-right of the phone, it prompts for voice, then i simply say "call XXXXXXX" and it dials. I do have to say the entire contact name, though, both first and last name, exactly how it appears in the list. But it works
I just tried it and it worked for me too. FAST.
What is missing is a validation step, like MS Voice command offers. It will never understand you correctly all the time.

I would be interested to know if the people that are having similar problems have their phones rooted or not.

I could do it before I was rooted
When I use voice dial I have to say contact name and either mobile or home or work to get it to work right.
How is Voice Dial Activated?
How, exactly, are successful users activating Voice Dial?
Is it just by pressing the microphone button on the Google search bar on the home screen? Or is there supposed to be a dedicated "Voice Dial" app?
Also, where are the settings located to configure voice dial?
I was able to get it work. I use the google search widget and click the microphone then speak. BUT, it only finds contacts that are from Google. If I try to call any of my Exchange contacts it does a google lookup, but if it is a contact from google sync (gmail/voice) it works fine.
I can't get mine to work. Been trying it for the past two days.
The google search voice command isn't voice dialing for me. I have no idea what is going on. HELP ME lol

AT&T has scammed us!
I chatted online today with ATT support and the person said that I would have to pay monthly for their voice dial service. After telling her, politely, where to stick her voice dial service, she suggested that I contact Samsung.
After 45 mins, and two support people later, it was finally explained to me that the Captivate is the only version of the Galaxy S that does NOT come equipped with the Voice Command software and that I would have to purchase a third party app from the Market in order to get that capability.
So what it looks like to me is that ATT had the voice command function removed on the Captivate so they could push their own voice dial plan for $4.99 per month.
BASTERDS!!!
I can't wait for the ROMs to start rolling out so I can exact my revenge!

you have to say the full name thats in the address book for it to immediately dial as well. if you dont it shows the "did you mean" box and you can choose from there.
I installed Vlingo from Marketplace. Works like a charm. The programs from Marketplace are all pretty cheap compared to WindowsMobile.
My voice dial works. however I have to enunciate very clearly and quickly.
"call Contact Name" brings me to the Contact's page to select which number to dial.
"call Contact Name mobile" dials immediately.
There is even a confirmation feature for my phone where it gives a pop up with my Contact's picture with a ring slowly rotating around it with an option to "dial" or "cancel" doing nothing until the ring completes it's 360 degree rotation will default to dialing, pressing dial will dial immediately, and cancel will cancel the command.

After a struggle, I have successfully paired my NS with a Parrot CK3000 Bluetooth car kit. This is great because I can now activate the voice dialer from my steering wheel... however, the voice recognition on the NS voice dialer is less than useless!!!! It does not recognise names very well and you end up calling random people. Trying to "Call Sam", always ends up calling Simon. I have tried changing the voice settings to English UK (preferred), English Generic and US but no joy.
My old WM device had excellent voice dialing, worked spot on every time. At least it asked you first if the selected contact was correct! The google voice dial app just dials straight away!
Is there a better voice dialer app? Preferably one that doesn't involve active data?

I never use the voice dialer app, but I use the Google Voice Actions to say "call Sam" without problems. I don't know if they use the same voice engine, but you might want to try. I think it's actually called the Voice Search app. Must be US English for proper function.
Actually, might not be a good solution for you, since you have to hit accept key on the phone, so not true hands free.
On Froyo, whether it be stock or Eagle's Blood, my bluetooth voice dialing works as its supposed to... I press the voice dial button, and my phone says "Speak Now", I say the name, and it tells me what name I said + "Dialing".
I can't speak for all Gingerbread builds, but on Paul's leak and CM7, I press the voice dial button, and I dont get any notification at all, nor do I get the confirmation when its dialing a name... I mean, it dials, and it calls out properly... but its annoying since I keep my phone in my pocket, and Im scared that it'll dial a wrong name without any confirmation...
Has anyone else had this experience?

I am having the same problem, Did you figure this out?
I had issues with CM7 and bluetooth dialing, so I switched to EB 2.3.3, and haven't had but one issue. I had an app called Cyberon Voice Commander, and that failed to work properly on any GB ROM.
However, ChoiceDialer+ seems to be working just fine w/EB (2.3.3). Downside to CD+, is that you cannot (currently) use voice dialer and A2DP together on our phones...it will freeze up. I have to disable media connection on my phone to properly use CD+. I'm going to test out Vlingo, and see how that works out. Downside to Vlingo is, you have to use data connection.
If you're interested in trying ChoiceDialer, there is a free version available in The Market. Aside from the A2DP issue, it is a great app, and the Dev is very responsive.
I upgraded to One S from MyTouch 4G, and noticed the following issues with voice dialing:
1. I used to use the dedicated button on MT4G. On 1S, when I try to use the google search "microphone" button, it has terrible voice recognition. Vlingo works much better than stock functionality.
2. As mentioned in PC mag review, voice dialing via blue tooth is missing. The only workaround is through a third party app. As someone suggested, I installed Vlingo, and using its "in car" method, it seems to work fine.
Are there any other build in google apps/tools that may improve voice recognition/voice dialing?

Bluetooth voice dialing is not working for me either. Pressing the connect button on my BT device does not launch the BT voice recognition like it should.
This was also an issue on the Nexus One for months when it was initially released - I don't know how HTC did not recognize this problem during testing.
I wish I had an answer for you, but I just wanted to say thanks for the Vlingo suggestion, that's what I'm using for now.
You welcome. While I like One S overall, the voice control/recognition options are a step back compared to MyTouch 4G.
I have found the following to get Bluetooth voice dialing woking:
Install Cyberon Voice Commander from the market. (Yes it is a paid app $5.99)
They do have a 48 hour refund policy.
The only function lacking is dialing a number digit by digit "Call 321-555-3232"
will not work, only contacts, but also can open apps, and a few other features.
Follow the instructions closely on installing and un-pairing/re-pairing your headset.
Press the voice dial button on your headset. If it does not work, and I had to do this, install Vlingo from the market(free).
Press the voice dial button on your headset, you should now get a menu on your screen as to which app to use for voice dialing, select Cyberon Voice Commander.
It should work from that point on.
EDIT: I am using a jawbone Era. You may need to login to Jawbone's Mytalk and reset the button for the voice dialing function. I have been running it now for 3 days without any problems.
For those with Jawbone ERAs don't bother . . just tried this and will now have to work with the developer to get my refund since I wen't past the 15-minute mark just trying out the various dial-apps on the Jawbone to test compatibility.
No matter what dial-apps on the Jawbone ERA itself you're using or what apps you have installed on the One X end the phone completely ignores headset button presses other than picking up incoming calls or hanging up a call. For the ERA anyway I suspect that Jawbone's own dial-apps feature is what keeps the headset from being fully compatible with this phone/ICS.
i also have the jawbone era and found the same problem. the cyberon voice commander developer was very prompt in refunding. i may try later with another headset, but am not really hopeful that voice dialing using a bluetooth headset will work seamlessly. of course my opinion is that one should be able to use it without having to touch the phone at all.
If you guys want, I have this voicetogo app from my now sold galaxy note. It works but I haven't tried with Bluetooth yet.

Update: Uninstalled other voice assistant apps like Cyberon and rebooted the One X. The voice command apk posted above now works for me. Not sure but when I initially installed it yesterday I didn't reboot the phone, probably should have. I don't think the application is fully compatible with the phone, it crashes sometimes but overall it does work and I'm satisfied for now until something better comes along.
