I posted this as a reply to another thread which said the VPN method stopped working. Hope it works for you! Feel free to ask questions. Orbot never worked for me, which is why this method might be helpful for others as well.
Also, Market Access app mentioned here requires root! Not absolutely sure that part of the guide is needed though. Try skipping it and see what happens.
This is not that convenient since it requires you to keep jumping between the Amazon website and the appstore app. Well you can probably do both from your phone though but it might be easier if you were on the computer so you won't have to keep switching between the Amazon site on your phone's web browser, and the appstore app.
Edit: I mentioned that I used my Philippine address, but checking the emails statements from Amazon, it still indicates my US billing address (I happen to have one, but it was not the one associated to my one-click settings...Even when I deleted the address to check, it still keeps showing that same billing address on new orders..so if it doesn't work with your normal address, just find a random US address online )

Anyway, there's a simpler way. I have it, I'm from the Philippines, and I've played through the first 10 or so rounds with no signs of being kicked out or anything. Just needed a break...
Anyhow, here's what I did. I'm not sure exactly what combination of actions worked so I'll just say everything here. Make sure your phone's on wifi or whatever.
1. (PHONE) Get the Market Access app (which allows me to buy from the Android Market when normally app purchases are not allowed for my region) - just Google Android Market Access..it should be one of the first links. It's free. Download and install it on your phone.

2. (PHONE) Set Market Access to emulate the T-Mobile USA sim (does not effect anything, no worries..you can still text and call etc.)
3. (COMPUTER) Download the Amazon Appstore app via the Amazon website's Appstore page. You have to give your e-mail address.

4. (COMPUTER) Amazon will send you the download link. You can download it via your phone or to your computer then just transfer it over. I did the latter.
5. (PHONE) Install the Amazon Appstore App with the apk you just downloaded
6. (COMPUTER) If you don't have an Amazon account yet, sign up for one and attach a credit card and billing/shipping address to it (NOT SURE if this is needed, I just happen to already have those things..but you do need an Amazon account~)
7. (PHONE) Navigate to the free app you're trying to get. Try to download it and you'll be told that you need to enable One-Click...Just continue to activate it (it will open up Amazon's website on your phone's web browser) you'll be told to log-in to Amazon, then select the payment method (credit card you linked to Amazon) as well as the billing/shipping address (I just used my Philippine address) after that you would have already enabled One-Click.
8. (COMPUTER) Sign in to Amazon and then navigate to the app you want from the Amazon Appstore WEBSITE. If you try to grab the app you want from the Amazon Appstore app on your phone you'll keep getting the not available in your region blah message.
9. (COMPUTER) Now once you're in the page of the app you want, you should see in the right side a button that says "Get Now with 1-Click" and underneath that you should see the model of your phone displayed (which confirms your phone is now linked to the Amazon appstore)
10. (COMPUTER) You will be taken to the next page saying you now own that particular app and to check the Amazon Appstore app on your phone for the download. You would have also received an e-mail form Amazon confirming your order.
11. (PHONE) On the Appstore app, press the menu button (for my SGS, I dunno what it's called in other phones) then select "My Apps" it will say "Checking for new apps" or something on the bottom and after a few seconds you should now see your app being downloaded! After the download finishes, it will take you to the install prompt as with normal side-loaded apk installs where you confirm you want to install.
Tada! You can get apps from the Amazon Appstore from anywhere! I haven't tried it with paid apps. But I've already downloaded WSOP and Angry Birds Rio and successfully installed both and have gotten to play both with no problems.
Sorry I don't have screens for everything since I already went through the enabling process which is a one time only thing~

This particular guide didn't work for me. Followed every single step, but I still get the country message on my phone and also on my PC.
I've even tried browsing the Amazon Appstore on my PC through a VPN on the United States, but I still got the same country error.
Tried reinstalling the Amazon Appstore app, also adding an US card to my Amazon account, nothing.
Either they fixed the hole, or I am doing something wrong.

why not have a try with app Market Unlocker on the phone? Unlike market enabler, it can set fake provider and proxy for your Android Market and Amazon appstore, which looks like you're visiting from US (IP address). So you will be able to check out paid apps.
Search and check out "Market Unlocker" in Android Market
Have not followed the guide.
But US VPN does work if you already have billing address and One Click setting.

I think the amazon appstore has been updated to detect your address (using your wifi connection) so any method I have tried is not working anymore.
I have seen a version of the MP3 player patched so it won't do that, and it actually works, maybe patching the appstore would work to make it work again.

Not true. I just registered recently without any proxies. You need a US number, address and a credit card. I used an amex card which was accepted

I added an american card and address at amazon.com and I activated also the 1click.
But I still get from amazon.com the message for the of geographical restrictions.
I tried also through proxy to login, but the page needs cookies and can't continue.

How to Access Other Countries Google Play Store with a VPN App

This thread can help people who are searching to access to the US or UK or whatever Google Play Store. You can download apps, music, films, books, blocked in your own Play Store country.
The advantage of this way of doing is that you will use a vpn server for some seconds only, and then your own internet connection which is more secured and rapid.
Problem :
Since february 2013, apps like Market Enabler (link to the apk) can't change the country of the Play Store. It seems that Google has blocked this possibility.
An answer with a VPN :
You can change the Play Store country with a VPN app, if your account isn't already locked on a country.
VPN are gateway to access the internet from a server in another country. We could easily fake our phone connection to UK or US, or any other country.
But the problem is that we don't really know if this distant server is well-secured.
So here is a way to fake our connection with the Google Play Store while remaining safe.
First, download a VPN app (I add some informations about the free versions of this apps), you just need some MB of data :
- TunnelBear VPN - Free : US or UK, need to subscribe, 500MB/month (you can easily upgrate to 1G with a tweet)
- or Vpn One Click - Free : 17 countries, "no traffic limit"
- or Hotspot Shield VPN - Free : US?, "unlimited bandwith"
- or Hideman VPN - Free : 16 countries, 5h/week free
- or DroidVPN - Root needed - Free : US, need to subscribe, 100MB/day
- or Tigervpns VPN - Free : US or UK or JP, 100MB demo
- or VIATUN 4 VPN (Android 4.0 and up) - Free : many countries, need to subscribe, 3 days (1GB limit)
How-To :
- Start the VPN app and launch the VPN (search for the country you want or US if you don't know).
- Go in Settings, Applications, Google Play Store, clear data
- Open the Google Play Store app : it will be re-loading and pop-up a confirmation window, says "By using Google Play, you agree to the ... ", just accept it and you can see a new Play Store without restriction.
- Turn OFF VPN and go back on the Play Store. You can then download the apps you want. The status without restriction of Play Store can retain till next reboot of the app or of your device.
You have to do again this process if you want to change again the Play Store country.
Careful : If you buy something on the Play Store or with your Google account, it may stay blocked on this country even if you try to clean everything.
FAQ :
# If you're on an old version of the Play Store ( < 4.4.2.1) :
Instead of clear data, you can go directly on the Play Store app after having start the VPN.
Press the "menu" button and choose "accounts", then press your account which you are currently using, and OK.
Play Store will be re-loading and pop-up a confirmation window, says "By using Google Play, you agree to the ... ", just accept it and you can see a new Play Store without restriction.
Don't forget to put off the VPN before starting to download the apps you want.
# I follow the instructions but it's not working :
- If you use a credit card, see the next tip
- Clear Google Play Store cache and data in settings again. Try also to reboot your router.
- Verify that the vpn is working (see tip below)
- If it's still not working, remove your google account and log in again.
# I use a credit card and the store doesn't change its country :
- The most simple way is to create and use a second google account on your phone, without using a credit card. When you use a credit card, Google block the country of your Play Store.
- If you use Google Wallet, you can try to change your adress and all your localization to another country. (tip from qbsti)
- Delete Creditcards (and Adress) in Wallet. Restart Mobile. Force Close the Play Store App and delete Cache and Data. Activate VPN . Open the store and don't forget then to put off the VPN.
# I don't know if the vpn is working :
- To verify if your vpn is working : go with a mobile browser on a website like http://www.hostip.fr and verify the country.
You can also note your ip before using the vpn. Then start the vpn, go again on the website, refresh the web page. The vpn works if the ip has changed.
# I've got a trust VPN, can I use it ? How ?
- If you've got a trust VPN, you can keep it permanent by directly add it in Android settings - More... - VPN
# Store's country has changed but I don't find paid apps or the one I search.
- If the market's country has changed but you still don't find an app, do a google search with your stock browser. It will ask you if you want to go by the browser or the Play Store. Choose Play Store. The app will open and you can download/buy the app.
- You can also use this app : Fetch, to search an app. It will then redirect you to the Play Store. (tip from xda's member skingg)
# I don't find the country I'm searching for the VPN :
- You can use one of this tutorial : http://www.vpngate.net/en/howto_android.aspx with one VPN of this list : http://www.vpngate.net/en/. There is surely the country you're searching.
- You can also try to use OpenVPN : Open VPN (Play Store) and search for a VPN with this app : easyOVPn

Not working for me
I used this methog with tunnelbear on my desktop, S3 and nexus 10 for months now, and it worked perfectly until about 2 weeks back. It now still doesnt work, it keeps going to my local play store, on desktop, phone or tablet, as if Google has decided i cant open any other store anymore. On the plus side, I can download my movies now without a VPN, that wasnt possible before.

Yep, sometimes VPN is not working to change market country, so I wipe cache and data of the app, reboot my phone and my router, start vpn, and most of the time VPN works again

I'm using HTC One X so I'm not sure whether it's my device or what.
I followed your steps and it didn't work. I even used VPN (Japan), market helper (Samsung Galaxy S3) and market enabler (NTT Docomo) at the same time.
My IP was a Japanese IP and Google Dashboard showed my International HTC One X as "samsung GT-I9300 NTT docomo", but still no luck.
I also cleared cache, forced stop Google Play and reboot.

It didn't work when I used my primary Google account. But when I added my other Google account that was never used for Google Play before, it worked!

Don't use market enabler or any other app. It will not work for the moment.
Start a us vpn and go with your browser on a website like whatismyip.com and verify if your vpn is working. You should be located in us.
But if it's working with one account, it should work with the other one
Keep the vpn open, wipe google play cache and data, then open it. Try also to reboot your router.
If it's still not working, remove your google account and put it back. Then start the vpn, and then the play store.

I don't know what is exactly the problem with Netflix, I don't use it.
A vpn will fake your connection, and can, for example, put it in the us.
If it's what the app needs, it should work with netflix.

I was able to get the VPN (US selected) to open up and get access into the Oscar awards app. But it doesnt let me download the Free Song of the Day in the US PlayStore even with VPN enabled.

And netflix works ?
Yep, you need at least a card on Google Wallet (or a gift card or somethine like that) to download, free or paid, film or music.
We don't need it for free books (and apps )

Hmm I did not see a VPN app for South Korea :/
What you can do, but it's risky, it's to create your vpn in Android settings - more (under data consommation) - VPN, and to use a adress here http://www.xroxy.com/proxy-country-KR.htm
But I' m afraid of the security of this distant server.

This is a tut on how to enable US Play Store on any rooted phone. This is beneficial bcz all apps are not shown on play store of countries other than US:thumbdown:
All you need is a bunch of files n bingo, all yours
1. Market Enabler.apk[HERE]
Or
Market Access.apk [HERE]
2. Tun.Ko Installer(from play store)
3. DroidVPN(from play store)
INSTRUCTIONS:
Download and install all of the three apps.
Open Tun.ko installer and wait till it completes its process. After that close it.
Now go to market enabler.apk n long press "[US] Verizon (Verizon)" n select "fake this provider now" .
Now open DroidVPN and click "Create Account" from options menu n follow the procedure to sign up. Now fill up your details in DroidVPN and click start.
Do not open Play Store now. First go to Settings->Applications->Manage Applications. Now find "Google Play Store" and select 'Clear Data' and do this for "Google Play Services" also.
Now open Play Store and feel the change.
It must look like this

3. DroidVPN only offers 100MB of data transfer and blocks play store after that. To overcome this, enable it first, open Play Store and wait till it loads and them go to DroidVPN again and stop it and then exit it from options menu.

Today morning my Play store closed automatically and reopened as the US play store. i can now download book, magazines, movies, tv shows and i haven't even rooted my device!! neither do i use a vpn.. I used a vpn yesterday thou on the desktop and accessed the play store. dunno how it affected my phone today morning.. i live in Oman. has this happened to anyone else?

Yes bro it is because you changed the ip address of your phone to a us based ip address

I am guessing you dont have the US play store, rather your country, carrier or even google has allowed these changes. It takes time for these to be allowed by different countries and carriers. Here in Canada we as well have books, magazines, movies tv shows but not music. This remains to be a feature only found in the US (NA). Do you have music?

Google Play Store was updated not only in your country, but everywhere else.
I think you got it late, I got it a week back and it has Games, Books, Apps, etc on the Main Screen itself..
Do not worry, its an official uodate.

i didn't change any IP of my phone.. no one else herein Oman has the same play store as me. i can also access the US play store on my PC without a VPN ONLY if im logged in.. if i log out i get the normal play store with only apps like i used to get before. I'm getting everything movies, music, books, magazines etc
the prices are in $ but that's the same as before. Here in Oman everyone's play store is in $ currency

When I run Tun.ko Installer and click on Install, all I get is a message saying "Cannot find a compatible tun module for your device! Please try again later..."
My device is a Nexus4. Running stock EVERYTHING.
Might the problem be my newly Android 4.3 kernel? I have another device running Android 4.2.2 and I get the same issue (that device is a CyanogenMod Nook HD+).
What am I doing wrong?

Any suggestions? I'm using my 4G data, is this meant to only work via WiFi or something?

Sorry for not replying for long. Actually i was out for long time. Coming to the point now, guys actually Google's newer version of os like jb n ics along with the version of play store greater than 3.4.10 wont allow you to perform this trick. So it wont work. Though you can try patching the play store with lucky patcher n it works for sure

It allows you to patch things up. Like you can remove license checking process which is performed by an app which is paid n you download it from elsewhere, to remove ads from apps n all like that.

Hello guys! I make this tutorial for who live in outside USA and wanna try US/UK Google Play Store version. On this time, you don't need a root access or deodexed phone and installed Market Enabler because on this time, we will using VPN (Virtual Private Network). This tutorial won't make your phone/sd card damaged because this tutorial didn't modifying any system files! (yeah!). Just look at the instructions carefully. But if you still afraid, very recommended to make a nandroid backup first!
Instructions
1. Download latest TunnelBear version from Google Play Store (It's free)
2. Log in or sign up.
3. If you have logged in, turn on TunnelBear and then choose UK or US (i choose US)
4. Wait until your phone connected to TunnelBear VPN.
5. Now, back to your home screen (don't force close it!)
6. Clear cache, data, and force stop Google Play Store in Settings.
7. Now, open Google Play Store (need internet access). Wait until you have accepted the Terms & Conditions of Google Play Store.
8. If you have been entered the new Google Play Store, you can disconnect the TunnelBear VPN (because it have 500 MB limited internet connection)

ATTENTION!! This tutorial won't make your paid apps in your Google Play Store be free. You can still able to download free apps or paid apps. And remember! This tutorial will working on any Android devices!
If you have a internet issues when opening Google Play Store after following this instructions, you can try this Tips n' Trick
- Try to re-clear cache, data, and force stop Google Play Store in Settings and then open up Google Play Store again with connected TunnelBear VPN.
- Make sure you have a fast connection if you facing this problem.
- Try to upgrade your Google Play Store to the latest version and then follow up this instructions again.
- If you still facing this problem, try to root your device. (full root is more recommended)

I've tried your instructions, I've tried apps like Market Enabler, Market Unlocker, DroidVPN, Market Helper, but none worked, I always get my default Play Store.
I know the VPN apps are working because when I go to the whatismyip website, it shows me an United States IP.
I've even tried a GPS faker app, to fake my location. Google Maps "tracked me" in the United States, but I still get the default Play Store.
Can you help me?

Try to using Google Play Store with or under 4.3.10 version. If still didn't work, try to using Wi-Fi when you open Google Play Store at the first time after following my instructions. I hope this can help you and sorry for my bad english

I did the same.

Strange thing though, when I search for an app on the Play Store that exists only in the us (like Netflix), the app doesn't show up.

Using American version of google play store
:fingers-crossed: I have a Samsung Note 3 and was having the exact same problem as you. I tried Tunnelbear which did change my ip address to america and I registered for a new google account from my American ip, but the play store kept reopening as the Australian version even after force closing and reopening it several times. I eventually fixed this issue by performing these steps:
-click settings on your phone
-click on general
-click on accounts
-click on google
-click on username
-click on remove account and continue
Now when you next open google play store it will open onto a sign-up/logon page, and just sign in with your new American acount details and the American version will be activated.
It's also worth mentioning that following the above steps will most likely sign you out of all other google apps as well, such as gmail. Really hope this solves your problem .

And there's pretty much nothing we or they can do but watch that page for updates.
My error 403 issue isn't like others that I have found from searching, allow me to explain...
I had two accounts on my device. One of the accounts had paid apps.
I have since abandoned that account, and installed numerous new ROMs on my phone, using only the other account as my now primary account
Now, the second account seems to think it has access to the paid apps that the other account purchased.
This means I can not download them, because it throws error 403 at me. Instead of showing "Purchase" as it should, it shows "Install".
This is even visible when I access the Play Store website from my computer, using only the second account.

And please, do not suggest clearing my play store cache and all that crap, I have tried everything including going back to the stock firmware. The issue exists with my account on Googles end, but I have been back and forth emailing them for 3 weeks now, and it is like talking to a brick wall.
In short, what the frack can I do about this?
Please, if anyone has any real ideas or solutions to this I would be eternally greatful. I really don't want to have to make a whole new google account.

found this "solution": push the updates to the phone using the google-account of your computer (google - play - apps - myapps...)
only thing i found up to now that works...
Firstly, some problem for this can be done by checking Google Talk is already signed in or not.. ( I have tried)
Make sure your device is logged into Google Talk by following these steps:
1. Go to your device's app launcher, and press the Talk app.
2. If you’re already signed into Talk, press Menu, and then touch Sign out.
3. Launch Talk again to sign in.

Getting an error message on my device when downloading
There are a few reasons you may be getting a download error for only one app (or for a few select apps):
1. If the app in question is a paid app, sign in to wallet.google.com/manage to confirm that the purchase was successful. "Error 405"
usually indicates that the download failed because payment did not go through.
2. Check the size of the app - if it's larger than 25M, it may be too large for your device's cache partition. Even if you have enough space
free on your device, the cache partition may be preventing you from downloading large apps.
3. If you're getting "Error: Insufficient space," ensure that after downloading the app, you'll have at least 20M of internal storage space
free. If not, you may need to uninstall apps to free up space.
"Error: 495" usually indicates that there's an issue with your connection. Usually it's temporary, but if it persists, please let us know.

I'm getting the error on the play store website on my computer - as I said, it thinks my account has purchased these apps when it has not - I only have the option to Install them, and when I try, it gives the error in the screenshots in my first post.
I've had to change from some paid apps like titanium backup pro to the ROM Toolbox as an alternative, but I really need Swiftkey fixed.
I'm still talking to google via email.

I sent them a logcat today to see if they can figure out what is going on. If you get anywhere please post here so we can get this sorted out. So here's what I found out today after loading a new rom and playing around. I have been adding both of my google accounts when I first setup the new phone. When I do this, I get the 403 error on certain apps. What I ended up doing is clearing all accounts off the phone. Then loaded my original gmail account only. This is the account I originally bought all these apps from. I went ahead and turned off all sync options but I don't think this matters. With only that account setup on the phone, I was able to download and install all the apps. I then loaded my new account and synced everything fine.

Nope. The google support person I have been back and forth with this problem for weeks finally told me they would get back to me and have yet to do so. I think I'll send them another reply and ask what is happening with my issue.
It simply seems that they refuse to admit that the bug exists with my actual account and has nothing to do with my phone or anything. The fact that the bug exists on their play store website, accesssed from my computer, should be evidence enough (I even sent the requested screenshots).
So annoying. I can't update swiftkey or any other paid apps because of this.
Update:
I emailed again and asked for a progress report on my issue, and was told that it is a known issue and this is it: https://support.google.com/googleplay/answer/4430885
And there is nothing they can do, and that I should just keep an eye on that page for updates...

Your case is still currently under review by the Tier 3 team. I'm not sure how much longer it will be, and I do appreciate your patience thus far.
In the meantime, have you currently tried downloading Swiftkeys application from the Webstore, rather than from your device? You can ititiate the app to install on your device from your computer by signing into play.google.com with your account, navigating to my apps and initiating it to download that way.
I know it won't currently fix the error 403 code, but it might be a temporary work around it.

Guys, here's what I have found out and seems to have fixed this issue for me. When you open the Play Store on your phone it automagically logs you into your google account. What I didn't know is that you can switch logins to your other google account from within the app.
From the main Play Store screen, touch the Play Store menu button at the top left. This is where it says Play Store with an icon and three lines to the left of it. In the menu that pops up, it will show your username (email address) at the top. To the right of your username is a divider line with a small down arrow to the right.
If you click that down arrow it will show you your different accounts set up and you are able to select your other accounts.
What I did was change my account to my old one, and then I was able to download the apps fine. This has worked for every app that I was getting the 403 error on. Try to change accounts there and see if that doesn't fix your issue also.

Yes, of course that 'fixes' it, because you are using the account that has access to the apps. This doesn't fix the problem with another account thinking it has access to paid apps from a previous account, when the previous account is no longer in use/signed in to the phone/etc. This is just a 'work-around' in order to get apps you previously paid for.

Right. This will get the apps you've already purchased installed on your phone. I though that was the problem you were looking for a solution to.
I have the same problem with paid apps with my multiple google accounts but that was not my main concern. The problem was when it does not allow me to install apps that I have purchased. And realistically until google allows you to transfer apps to different accounts, I will have to keep my old account active. The only other option is to re-buy all my apps on the new account which I am not willing to do.

The issue is detailed in full in the first post, and isn't what you thought it was.
I just resolved my 403 Error code today,I deleted my Google account then re-added it.

I've wiped my phone a few times since last post and still used only the one account, but it still thinks it has access to apps that it doesn't.
This error has been driving me insane for months and there is no proper fix.
Problem:
I get an error 403 when downloading purchased apps off the play store.
Possible Cause:
I was using account A with my phone for years. I decided to get a new account and slowl migrate my stuff over.
I first added account B to my phone and used it for emails only, keeping account A for play store and youtube.
Eventually, I moved all my stuff over and used account B full time. But I noticed when trying to download purchased items, I would get the error.
It seems to me that account A "bled" over into B. So B thinks it has purchased apps when it was A.
Steps to rectify issue:
I've done the usual, clearing caches, removing/re-adding accounts. I know it's not the phone because I've had 3 different phones since this happened. When I got my HTC One, I added account B out the box and the error still happened.
I've had to contact Google support with my issue. I have also had to jump through their hoops in regards to checking things out, but I said to them, if they want to reset account B so it shows I have bought nothing, I don't mind. At least it would work and I don't mind supporting the devs again.
Currently it has been 3 months since contacting Google and the last update was on the 1st of Jan was:

Yeah, I'm not going to make a new account for this issue, sorry Google.

Also, checking your wallet here, confirms my issue. Doggcatcher, which Play Store says I have purchased, I have not. For me, this isn't a phone issue. Clearing settings will do nothing. The issue is 100% Google, at least for me.
Nothing I can do now but wait for Google to sort it out.
Removing the account and re-adding didn't help me; but installing from the desktop Play store helped.
Doubt I'll be able to update from the phone, but hopefully the website will be able to do it.
