Can a relocked bootloader be unlocked back with same token key received via email from Motorola during first unlock..?
OR is resubmission of unlock data required..?

I don't know exact answer but since locked bootloader has code 0, unlocked bootloader has code 3 and relocked one has code 2 I think you don't even need your received key. May be I'm wrong but I truly believe that the only thing you need to unlock relocked bootloader is enter
"fastboot oem unlock" command
After speaking to Level 2 & Level 3 Support, I am still unable to Unlock Bootloader through Motorola's site. I am getting a message " Your device does not qualify for Bootloader Unlocking" so Motorola checked my IMEI and it does indeed qualify for Bootloader Unlocking so now I have to wait for Motorola Support to contact me with a resolution.
If so how did it play out and how long did it take to resolve?

as i khnow if any one want to flash his android smartphone for any reason,for some smartphone the bootloader have to be unlocked .every think now is alright,but if the phone has stuck at logo or it come with google account or any reason prevent to boot on normal mod . as we khnow to unlock bootloader on new smartphone we need 'oem unlock' chekeed to unlock bootloader if not we cant unlock bootloader.now how we can unlock bootloader despit in adb comande tolde me cheek oem unlock in developper settings to unlock boot
1- any idea to flash systeme without unlock bootloader!?
2- or cheek 'oem unlock' with phone not booted on normal mod !!!!!!!!!

First of all, this should probably be in ROM, Kernel etc... Section, but I don't have the permission (not enough posts).
Second of all I am aware of this post: https://forum.xda-developers.com/honor-5c/help/how-to-remove-device-failed-t3535685
But when I try to re-unlock the bootloader an error messages appears saying that the bootloader is already unlocked.
So I searched everywhere, I couldn't find anything.
Any help, please? It's really irritating.

if this is the wrong place to make a request, let me know and please direct me to the appropriate forum. I don't think my device is listed anywhere since it is an AT&T device. I made the stupid mistake of modding my phone without making a backup. I underestimated the damage unlocking the bootloader would do to my device. I receive the red message "Your device has been corrupted and cannot be trusted". Relocking the bootloader does not change the situation. I cannot access recovery mode. I can only access bootrom and fast boot modes. I cannot delete the data partition through fastboot. If anyone can point me to a stock rom, give me a scatter rom or give me a stock rom they happen to have, I would be greatly thankful.

Have you tried the att website for firmwares? You should be able to flash the earliest version of the rom you were using, incremental shouldn't matter..
The cannot be trusted bit must be either an att lock of some sort or enterprise mode. I suspect you have to apply for the OEM lock to be removed and wait for confirmation before you can root?
