RAR files are compressed file as are ZIP files. The file can be downloaded onto your PC then you can unpack it using Winrar or Winzip.

i downloaded HTC64_Extended_ROM_Tool_v1.1.zip
but now i have a sely qustion
from where i can get the nbf file for Extended_ROM
i used the upgrade file but it dosen't work because it was exe file :!:
when you execute the exe file...it creats a temp folder with all the nbf files...search for *.nbf can you can find them... then copy the required file into the desktop

My tilt will not recognize files with a .rar extension. Do i need a change to allow me to run .rar install files?
.rar files are NOT installers, but COMPRESSED files.
you can do that (extract its content) by downloading the appropriate sw

You need to "un-RAR" it on your PC. You'll then get a .CAB or .EXE most likely which can be run. .CAB from the Tilt, the .EXE from the PC or the Tilt, depending.
Google "unrar" or 7-zip (my favorite)
