Sorry for this dumb question but what are these files in Windows. There are 7 at 2.7 mb and 7 at 262 kb. Can they be deleted ?

Nope. But it does not uses that much memory; these are just fake file sizes for some reason. You really should not care about these files.

i downloaded the file but its just folders and files and no exe file to execute.! i know its something how but i dont know how to do it . any one can please explain for me.
my mobile is rooted perfect and have android 4,0,4 with this bad korean version , wish i didnt upgrade to this version.

i have a problem with my rooted Samsung Phone, since i replace floating_feature.xml in /system/etc about an another file (that is a modifying of the original and haves a size about 22 576) I can edit this file but I can't pass the size of 24 576 bytes. Whereas before I could greatly exceed this size.
How to fix this problem ?

Most likely, the system partition is full that is why.
