Try to get to the recovery or fastboot. If not possible, you could need to follow a EDL Method to flash the entire motherblard after the hard brick

I'm pretty sure that if you try to relock bootloader on a ROM that's not the original, it'll brick your phone. Sounds like it did just that.
Are you able to get the phone to fastboot mode? Does your PC recognize it, and can you successfully send commands to it?

Flashing in EDL mode on this type of device requires a Xiaomi account with special authorization.

It's been like this for a few years now, which makes the phone with a locked bootloader unusable in case of theft or loss.

Hi everybody!
After the precious advice of user ndt192, I managed to unlock my SKR-A0 which, until this day, seemed un-unlockable.
THIS PROCEDURE WILL WIPE YOUR PHONE MEMORY SO REMEMBER TO BACKUP EVERYTHING
TL;DR
In developer options, OEM Unlocking must be ticked (if present), then I just issued a fastboot oem unlock while in fastboot mode.
I'm on the latest OTA (29-12-18, v. G66X1812291CN00MPX).
Full Tutorial
Enable developer options by tapping 7+ times on Settings -> About Phone -> Build Number
Enable USB Debugging and OEM Unlocking (if present) in Developer Options (Settings -> Other Settings -> Advanced Settings -> Developer Options)
Open a terminal and issue the command adb devices
On the phone, allow the access from your computer on the dialog that will be shown
In terminal adb reboot bootloader
Wait for the phone to reboot in bootloader mode
STOP AND THINK - DID YOU BACKUP EVERYTHING?
Issue the command fastboot oem unlock and wait for the OKAY in the terminal window
Reboot your phone with fastboot reboot
Now, you will be informed that because of the unlocking your phone memory is "corrupted" (aka not decryptable anymore) so the phone needs to be wiped. Agree and wait.
Hopefully, your bootloader will be unlocked now. You can check that by returning to fastboot mode and checking that the Status is Unlocked.
If you want TWRP/root, check out this thread.
This procedure didn't seem to work until a few months ago so I don't know exactly if this procedure works only on newest Joy UI versions or not. Try it out (at your own risk).
IMPORTANT - if you can't unlock with these steps, please post here with the version of Joy UI installed and the message shown after the fastboot oem unlock command

i just unlock critical on cn version with command fastboot oem unlock_critical

whatever command i use it says OEM unlock is not allowed.
Just throwing out ideas that you may have already tried. If I understand right you cannot get into recovery which eliminates trying to sideload the stock image. Your bootloader is locked and it will not let you unlock so booting into TWRP is out of the question. Are you just wanting your phone operational again? Have you tried wiping/factory resetting with fastboot commands? i.e. fastboot erase userdata or fastboot format userdata.

yes i have tried flashing by giving the fastboot command "flash-all.bat" it starts flashing and it stops in the initial stage by giving error " restarting bootloader" then I get 2nd error " bootloader locked" and process repeats again

I would contact Google customer support. Even though my phone was out of warranty and I was not the original buyer (bought in eBay), they were willing to make a one-time exception for an RMA. I didn't use it because my phone is rooted and I was afraid of being charged for any repairs. As long as your phone is stock and unrooted, you have a chance. Just say that you think you have a hardware failure and while you understand that they are in no obligation to help, you would appreciate anything they can do.

Try flashing stock in fastboot with MiFlash. If that doesn't work, RMA is the only option left...
Push the volume up button at startup to get into recovery. Then you can reset to factory defaults. That should solve the problem (and delete all your data).

what is RMA btw ?
You only have to unlock to flash a custom rom (or to modify the system). Flashing a original stock rom with the Xiaomi flash tool should also work with a locked bootloader.
RMA: Return Merchandise Authorization. Means to let it repair from the manufacturer or dealer.

Been researching for too long and flashing a custom rom is the only way. But the problem is there is no official store of xiaomi here in our place. Is there any third party apps that I can use to unlock the bootloader of my phone ?
Without unlocked bootloader, reset, MiFlash or Poco official service are your only options.

Just… go to dev options and enabwl oem unlocking then download platform tools on pc, boot into bootloader, and do an unlock command. Just find a generic, no-Samsung guide.

So, i recently flashed arrow os 12.1 on my poco x4 pro (veux) using twrp. Flashing the rom removed twrp and now i cant flash it back because fastboot says that my bootloader is locked...
Of course, it isn't and the problem is that allow oem unlocking isn't on... I really would appreciate some help because i've been stuck on this rom for a day.

In the first place, flashing the rom shouldn't relock your bootloader. Can you please reboot to fastboot mode and use mi unlock tool with the same account you used to unlock bootloader first time.

Thank you for your response. Sadly i already tried that and the tool says that the phone is unlocked.
I'm trying to reflash stock rom via EDL mode, but i always get some error.
By the way, when using fastboot getvar command, it says that my bootloader is locked.
So, i recently bought a poco x4 pro (veux) and flashed a custom rom using twrp. Sadly, the rom's recovery managed to overwrite twrp and when i tried to flash twrp back, i could not flash it because fastboot said my bootloader wasn't unlocked. When i tried to unlock the phone again the xiaomi tool said that the bootloader was already unlocked. So, i used the getvar command which said that my bootloader was locked. So, i remembered that i didnt turn on allow oem unlocking in developer options. Sadly, when i looked for it the setting wasn't there. I tried using Edl mode to go back to stock but with no success. I always get some failed to read hello packet error. Can someone give me any help? Im kinda getting desperate...

Go to service centre if it is critical. I have never seen such case so i couldn't help. I am afraid that you would have to pay the service centre people money for reflashing your device.
Also have you tried flashing fastboot ROM (MIUI) through fastboot? Also try to flash stock recovery rom via the recovery you have now currently.
Another thing you could try is using the Xiaomi official flashing utility (which is not unlock tool) to flash stock rom which does not require OEM unlock.
