[TUTORIAL] How to use Odin and all its functions explained (NOOB FRIENDLY) - Android General

IM NOT RESPONSIBLE FOR ANY NUCLEAR REACTIONS THAT MAY HAPPEN WHEN THINGS GO WRONG.
What is Odin? Odin is a tool leaked Samsung tool that allows flashing Samsung devices, because they don't have Fastboot
How to even download it? To download Odin, head to https://www.droidviews.com/wp-content/uploads/2019/01/Odin3_v3.13.3.zip
After downloading it? After downloading the Odin zip file, you need to extract it by clicking on "Extract All" and then on "Extract"

To open Odin, just click on the .exe file with a big logo and then click on "OK"
NOW ACTUALLY EXPLANING THE FUNCTIONS
BL - Stands for Boot Loader, which is responsible for loading all the system files and android
AP - Stands for "Android Processor". Anything inserted here will be flashed into /system partition
CP - Stands for "Core Processor". This part is used to flash the Modem images of Samsung devices.
CSC - This is your country code, or "Consumer Software Customization". It can change your region, the carrier apps installed and can change based on your SIM card
USERDATA: SHOULD NOT BE TOUCHED UNLESS YOU HAVE UNLOCKED BOOTLOADER. Sometimes used to insert a blank vbmeta file on some phones (Like the Galaxy A32)
Log - Where you can keep track of what Odin is doing to your phone when you hit the start button
Options - Boxes you can check to customize actions on Odin (WILL BE EXPLAINED further DOWN)
Pit - Where you insert the .pit file to Repartition your phone (WILL BE EXPLAINED further DOWN)
Auto Reboot - When checked, your phone will reboot automatically after the flashing is finished
Nand Erase and Re-Partition - SHOULD BE CHECKED TOGETHER WHEN USING These two allow the user to repartition the phone. Very useful when something goes wrong and you can't solve it NEEDS THE .PIT FILE INSERTED INTO THE PIT TAB
F. Reset Time - Resets the clock
DeviceInfo - Disables flashing and only shows some Information about your device, "SAFE" to use
Flash Lock - Locks your bootloader again when unlocked - Not working with the Galaxy S10/N10 series
Decompress Data - Decompresses the files into an intermediate buffer. NO USE AS OF NOW, DON'T USE IT
THE PIT TAB SHOULD ONLY BE USED WHEN CHECKING NAND ERASE AND REPARTITIONING
When clicking on "PIT", Odin will prompt you to select a .pit file for your specific device. You can get that by extracting the Firmware that says CSC on it
You: OK, but how do I even get those flashing files?
Me: Well, you need to go to https://samfw.com/ and type in your device model. Then Select your Country and your CSC. I suggest you to not select your carriers CSC, instead select a Clean/Unbranded CSC.

After downloading the big single file, extract it, and you now see multiple files
Insert all of them at each place on odin. You can see the prefixes like AP, BL etc at the name of the files.
In CSC, if you want to keep your files, instead of inserting CSC, insert HOME_CSC at the CSC place on Odin
Then hit start with your phone on download mode and connected to your Windows Computer. In my case, i'm using Windows 8.1 Pro. You can use any version from Windows Vista to Windows 11
IF YOU HAVE ANY QUESTIONS, YOU CAN ASK ME! ILL BE READY TO ANSWER!

Hi, I currently have a Japanese s21 plus (scg10) with snapdragon 888.
The question is can I flash it with US-unlocked firmware since they both have 888?
thanks

Samsung Experience 9.0 upgrade with Android Oreo
Samsung Experience 9.0 brings you Android Oreo, with exciting new features from Samsung and Google based on feedback from users like you.
We recommend that you back up your important data to keep it safe during the upgrade.
Some apps, including Samsung Pay, Samsung Internet, Samsung Notes, and Email, should be updated individually before you can update your OS.
Here’s what’s new.
Biometrics
To improve your security, features that use biometrics (face, fingerprints, and irises) are only available when you use a secure screen lock type (pattern, PIN, or password). When you switch to a non-secure screen lock type (Swipe or None), biometric authentication is suspended for unlocking and for verification in apps like Samsung Pay and Samsung Pass. If you're using biometrics now without a secure screen lock type, you'll be able to continue after the upgrade, but changing to a secure screen lock type is recommended.
Quick Panel

- Icons will be shown at the bottom of the notification panel for notifications that aren't currently visible.
Home Screen
- Touch and hold an app to display shortcuts to common or recommended tasks within the app (supported apps only).
- Notification badges on app icons are linked with the notification panel. Clear a notification in one location, and it will also be cleared in the other location.

Yes. But you have to use the CSC_ file and NOT the HOME_CSC file.
And of course all other files (AP,BL,CP)

Thanks for the reply, what about this warning: WARNING WARNING WARNING -> Before flashing, ACTIVATE PIN in "Secure startup" (You'll be asked for it AFTER flashing!)
I only have access to TWRP and no*OS installed.
Ignore it. This is only if you flash with the HOME_CS to update your current original ROM and keep your data.
If you flash with normal CSC_ your device is resettled anyway..

[GUIDE] Changing the CSC of your S8/S8+ (G950F/G955F) (No Root)

Hi everybody, here is a little comprehensive guide on how to change your CSC for the Galaxy S8 & S8+.:good:
It all started when I noticed I could not use Samsung Pay (Spay). Bit by bit managed to work up some theories on how to do it on any device.
CSC(Consumer Software Customization) denotes a specific geographical region or carrier branding of your phone. Samsung verifies this in order to allow the use of Spay.
Some important notes:
1. Your phone will be wiped clean in the process, so backup important stuff.
2. Not sure if all countries support Samsung Pay.
3. Avoid partial firmware flashes, they can mess things up.
4. Be really careful picking up the right files for this process.
5. This will not trip Knox.
6. This method might work on other S8/S8+ variants, feel free to test it.
7. Most roms are Multi-CSC, so straight flashing it might not work and you can end up with another unwanted CSC.
8. You can use this guide to upgrade/downgrade from Nougat/Oreo.
Let’s begin: There are two scenarios we can start with…
1. Nougat/Oreo with Bootloader V1
2. Nougat/Oreo with Bootloader V2
About your Bootloader version:
Early 2018 Samsung launched a bootloader update (V2) mainly to fix Spectre and Meltdown vulnerabilities, as according to this XDA post. For what I know, there is no way to downgrade your bootloader version so far, so be careful selecting the files when changing your CSC.
I noticed a quick tell sign to know if your bootloader is already in V2: If you see the legend “Volume Down Key + Power Key for more than 7 secs: Cancel (restart phone)” at the bottom of the screen when in Download Mode, you are already in V2 bootloader. Otherwise you may still be in V1 (Which is way easier to find files for).
Recommended sources for the required files:
1. Firmware: SamMobile S8-S8+, Updato
2. Combination File: Firmware Gem Flash S8-S8+, Easy Firmware (I found Bootloader V2 Combination file here)
Required files:
S8 with Nougat/Oreo and Bootloader V1
• A Nougat/Oreo Firmware containing the CSC that you want, and still containing V1 Bootloader: This can be distinguished in the name of the file/firmware version, it should have G950FXXU1 on it (U1 is for Bootloader V1).
• Combination file specific for V1 Bootloader: This can be distinguished in the name of the file, it should have G950FXXU1 on it (U1 is for Bootloader V1).
S8+ with Nougat/Oreo and Bootloader V1
• A Nougat/Oreo Firmware containing the CSC that you want, and still containing V1 Bootloader: This can be distinguished in the name of the file/firmware version, it should have G955FXXU1 on it (U1 is for Bootloader V1).
• Combination file specific for V1 Bootloader: This can be distinguished in the name of the file, it should have G955FXXU1 on it (U1 is for Bootloader V1).
S8 with Nougat/Oreo and Bootloader V2
• A Nougat/Oreo Firmware containing the CSC that you want, and still containing V2 Bootloader: This can be distinguished in the name of the file/firmware version, it should have G950FXXU2 on it (U2 is for Bootloader V2).
• Combination file specific for V2 Bootloader: This can be distinguished in the name of the file, it should have G950FXXU2 on it (U2 is for Bootloader V2).
S8+ with Nougat/Oreo and Bootloader V2
• A Nougat/Oreo Firmware containing the CSC that you want, and still containing V2 Bootloader: This can be distinguished in the name of the file/firmware version, it should have G955FXXU2 on it (U2 is for Bootloader V2).
• Combination file specific for V2 Bootloader: This can be distinguished in the name of the file, it should have G955FXXU2 on it (U2 is for Bootloader V2).
Steps:
*I will assume you already have the abovementioned files.
1. Enter download mode by turning off the phone then pressing Vol Down + Bixby + Power, then press volume up.
2. Flash the downloaded firmware with the latest version of Odin (Available here):
Use the AP, BL, CP and CSC file (Not Home CSC, regular CSC).
Wait for it to boot.
3. Turn off the phone.
4. This is the tricky part:
a. Download 7zip for Windows.
b. Rename the Home_CSC that came with your firmware, removing the md5 extension and leaving it at .tar, thus making it a .tar file.
c. Expand the files in a new folder.
d. Delete a file named “Hidden”
e. Select remaining files and create a new Tar file with the name of the original .tar.md5 file with 7zip.5. Odin Flash the downloaded combination file on AP, and the newly created Home CSC tar file on CSC.
6. Boot into factory mode.
7. Select IMEI option at the bottom of the screen to bring up the dial pad, then dial *#243203855#
8. Select your new CSC code, and wait for it to install and reboot.
9. Wait for phone to reboot and clean memory.
10. Re-enter download mode.
11. Odin flash the firmware again:
Use the AP, BL, CP and CSC file (Use the recently created file again, the one without the hidden file).
12. Reboot and setup your phone.
13. You should be in the desired CSC now.
Regarding S9/s9+ method compatibility:
Not sure at all if this can be similarly done with the S9/S9+, but I would be more than happy to check that for you if you send me a test phone, lol.
Thanks to arthurbxp for all the complimenting knowledge on the matter.
DISCLAIMER:
I am not responsible for bricked devices, dead SD cards, thermonuclear war, or you getting fired because your phone failed. Please do some research if you have any concerns about this method and before flashing/using it! YOU are choosing to make these modifications, and if you point the finger at me for messing up your device, I will laugh at you.

Hey there, no problem.
I would look for the name of the specific file you need and Google it. Share the name with me, I will kindly help you look for it. Plus, I might still have paid access to them, wouldn't mind sharing them with you.
Settings - About phone - Soiftware information - service provider software
Have you screenshots of that before and after?
Does the last CSC change?
And, afte I have done all that.
If I then flash a unmodified Firmware from Samsung AP,BL,CP and CSC
or HOME_CSC will that change the CSC back?

I don't have screenshots, but the process is very straight forward.
After all, if you flash everything and CSC you might end up with another csc(the firmware default's one). That's why at the end you should flash home CSC.

Hi there, hope u are doing fine.
To my understanding, if possible, you will lose that functionality... You may try to find all the files required to do the change, and then keep the dual sim capability.
Can you post the required combination file to see if I still have access to the download?

According with my bootloader, I need B:2 (Binnary 2... I guess, Im in May patch) combination file, I was looking for it before and I get 2 files (One with 2Gb of size and other with 760Mb) but Im not sure which is the correct file.
I'll attach an image with the full information about the phone and the firmware.

remove the .md5 at the End.
There is no valid md5 signature in that nee created file and that is ok.

Me too, downloaded firmware few times to ensure any help?
Which FW?
Hello!
I'm a proud new owner of S8! As all of you, also suffer of not having a working samsung pay.
This is the information of my phone:
S8 Dual Sim, United Arab Emirates, just like @vok01
Product Code: SM-G950FZDDXSG
PDA: G950FXXU2CRF7
CSC: G950FOXM2CRF7
Baseband: G950FXXU2CRF1
Bootloader: G950FXXU2CRF7
I'm from Mexico, samsung pay should be working. I've downloaded this two firmwares:
Iusacell: Sam-mobile: galaxy-s8/SM-G950F/IUS/download/G950FXXU2CRF7/224757/
Which shares the same PDA number.
Telcel: Sam-mobile: galaxy-s8/SM-G950F/TCE/download/G950FXXU2CRED/221673/
PDA is different.
My carrier is Telcel. My guess is it does not matter which one I choose, but I better ask before. I'm not interested in dual sim functionality.
Edit: So, I basically need to flash the phone 3 times?
1) Normally
2) With edited files / enter IMEI mode
3) Once again with edited files
Finally was able to download the FW, but there is no hidden file within HOME_CSC

That's strange, in that case and if you feel adventurous you could try straight flashing it, since the hidden image file you need to remove causes an error. If you dont see the file, perhaps you will get no error...
I did the flashing process, the CSC code changed correctly, but still unable to use samsung pay:
Unable to connect to Samsung Pay temporarily. Try again later.
Maybe changing the SPay Framework?
@yojosefo
Just a couple quick questions.
I'm in the following firmware: G950FXXS3CRG1
AP: AP_G950FXXS3CRG1_CL13760092_QB18691377_REV00_user_low_ship_meta.tar
BL: BL_G950FXXS3CRG1_CL13760092_QB18691377_REV00_user_low_ship.tar
CP: CP_G950FXXS3CRG1_CP10026852_CL13760092_QB18691377_REV00_user_low_ship.tar
CSC: CSC_OXM_G950FOXM3CRG1_CL13760092_QB18691377_REV00_user_low_ship.tar.md5
AFAIK it has the new bootloader (version 3).
Do you know if that's correct?
Do you know if there is a combination file with that bootloader version I could use to change CSC?
Thank you very much for any help you could provide.
Update: These CSC files don't have the "hidden" file inside. Just like @Foocampo said.

It seems is getting harder and harder. I did a quick look up for a U3 combination and nada.
While searching this topic, I found this topic regarding U3 Bootloader limitations, I think is important to keep this in mind.
Perhaps wait for a combination file for U3 and use the same rom (if it has your wanted CSC).

That's what I'm going to do.
I'll wait for a new firmware based on bootloader v3 with MXO region, as I'm trying to use Samsung Pay but still have a bloatware-free experience.
Thanks for the feedback.
BTW: The thread you provided has been closed as the OP theory has been stated to just be a myth

PSA: I bought the phone from some other country & I want VoTLE to work in my country!

PSA: I bought the phone from some other country & I want VoTLE to work in my country!
Given your Mobile Operator supports VoLTE, working of it depends on your phone's firmware. Especially two components of the firmware called "CSC" and "CP". CSC, depending on who you ask, is either Country Specific (Product) Code or Country Specific Content. CP or "Core Processor" is the firmware for your modem.
OBJECTIVE OF THE POST: Determine if your phone supports your mobile phone operators LTE bands. Check which firmware you need to change to. How to obtain that firmware.
WARNING: MESSING WITH FIRMWARE CAN TURN YOUR PHONE INTO A PAPER WEIGHT.
PART A [CP] : Does my phone support VoTLE provided by my Mobile Operator to begin with?
1. First of all your modem should support the bands used by your mobile operator. You need to cross check bands supported by your Mobile Operator and your phone modem.
2. Search for the LTE bands supported by your mobile operator. Make a list.
3. To check the LTE Bands supported by your phone modem you need to know the Model Number of your phone. Goto Settings -> About Phone. You will see the Model Number there. Now goto Samsung website and check the phone specs using the model number. Specs - > Show all specs -> Network/Bearer-> 4G FDD/TDD TLE.
4. After cross checking bands from #2 and #3 if any of the bands match proceed to Part B. If not, unfortunately your phone cannot support VoTLE for your mobile operator; this post is no longer relevant to you. Maybe change the mobile operator and go through PART A again.
PART B [CSC] : Can I change the firmware on my phone to make VoLTE work?
1. Now you need to change the firmware of your phone. Change it to the current country you are in. The country in which you wish to utilize VoTLE. The country in which your mobile operator is.
2. To which firmware you can change to depends on your firmware's CSC. You cannot jump from any firmware to any other firmware. That stuff is locked down by Samsung.
3. You need to know your phone's firmware's CSC to know which firmwares you can change to.
4. Install the "Phone INFO Samsung" app. Open App, goto "CSC CODE" tap. You can see your Firmware's CSC code. But more importantly see "Available CSC Codes" section. Available CSC Codes tells you to which firmware you can change to.
5. Search each of those codes (Available CSC) in this page or the internet.
6. If any CSC corresponds to your Country/Mobile operator-- congratulations you can now change to that firmware and VoLTE will work for you. Note down that CSC code.
Eg: If you are in the country "India" and one of the Availabe CSC is "INS", you will find the entry "India= INU (unbranded), IND, INA, INS (unbranded), IMS, REL". [Success]
If you are in the country "Singapore" and one of the Availabe CSC is "XSP", you will find the entry "Singapore= MM1, XSP (unbranded), SIN (Singtel), STH (Starhub), BGD, XSO". [Success]
7. If none of the CSC codes correspond to your Country/Mobile operator then at present there is no way to make VoLTE work on your phone. Contact your mobile operator if there is work around for this, probably like an app.
Eg: If your avialabe CSC are : {BRI, CAM, LAO, ... , SIN, SMA, STH} and your country is "India" : India= {INU (unbranded), IND, INA, INS (unbranded), IMS, REL}; you can see those two sets have no common CSC [Failure]
PART C: How to get the correct firmware file according to the CSC?
If you have root, there used to be apps to just change the CSC to the required CSC Code. Used to be.
I am not really sure but you may try following that route and skip PART C.
Hint: Phone INFO Samsung app -> Hamburger menu -> other tools -> CSC Changer (ROOT)
PS:Rooting trips KNOX. No more Samsung Pay etc.

1. Goto https://updato.com
2. Enter your Model Number (PART A #3). You can ignore the part after the slash. Eg: If the model number is "SM-A750GN/DS" just enter "SM-A750GN".
3. Sort/click the "Region / Carrier" column. The CSC you noted down (PART B #6) should appear in one of the entries.
4. Observe the "Date" column and download the latest firmware.
PART D: How do I flash the downloaded firmware to my phone?
1. This part is out of the scope of this guide.
2. Find the latest guide/tutorial on how to flash a firmware to your Samsung phone using a program called Odin.
3. The latest one. The one that recommends at least Odin3 v3.13.1.

A530F | Repacked stock firmware "All In One" by hypo59 | OXM CSC | Odin3

Hello guys !
Comfort level of this thread: ★ ★ ★ ★ ☆
Below you will find my "All In One" 4CSD4 OXM package, based on the multi CSC A530FXXU4CSD4 stock firmware. In order to live a better PC experience with Odin3, I have repacked the original package. It integrates:
userdata component suppression (third party apps will not be installed during flashing process: see end of post for apps list)
rebuilt AP/BL/CP tar.md5 archives in one single tar.md5 archive
Samsung USB drivers v1.5.65.0 installation file
Odin3 v3.13.1, prepared for avoiding bad usage (.ini file modification)
Home (data keep) & CSC (data wipe) tar.md5 archives
All components are untouched, it is just a reorganisation of them. Moreover, "untouched" also means flashing process will not tamper your knox, so if your knox is 0x0 before flash, it will be knox 0x0 after
Here are the firmware features:
Android version: Pie 9
build date: 2019-04-05
changelist: 15784452
PDA version: A530FXXU4CSD4
modem (CP) version: A530FXXU4CSD4
bootloader (BL) version: A530FXXU4CSD4
CSC version: A530FOXM4CSD4 (available CSC: see end of the post)
fingerprint: samsung / jackpotltexx / jackpotlte: 9 / PPR1.180610.011 / A530FXXU4CSD4: user / release-keys
security patch date: 2019-04-01
kernel version: 4.4.111-15784452
To flash, just use Odin3 within my package (install Samsung USB drivers before if not done yet):
fill AP with AP.BL.CP.[...].tar.md5 archive
fill CSC with Home[...].tar.md5 archive if you want data keep, or with CSC[...].tar.md5 archive if you choose data wipe

No duplicate on MEGA: one is Home and one is CSC. Make your choice.

Hi guys !
I am working on the 4CSD4 firmware, more recent than 4CSC6 one, completely rebuild for better PC experience with Odin3.
It will integrate:
# userdata component suppression (third party apps not installed during flashing process)
# rebuilt AP/BL/CP tar.md5 archive
# Samsung USB drivers installation integration
# Odin3 v3.13.1 integration, prepared for avoiding bad usage
# Home & CSC tar.md5 archives
I have successfully tested it on my A8 2018. I should share it to you soon in the week.
For now: no Heimdall version yet, I will build it next.
Done ! I have modified thread title because of use of new firmware (4CSD4) and use of just Odin3 for now (not Heimdall yet), and I have completely modified first post. Sorry for inconvenience.
Do I wonder if this firmware can be applied to the SM-A530F? I want to change CSC to XXV, do you have any Firmwave to help me do that? Thank you!
Hello ! My AIO package is for A530F but with OXM CSC, not OLM/XXV. You should download the 4CSD4 OLM/XXV from here: https://www.sammobile.com/firmwares/galaxy-a8/SM-A530F/XXV/download/A530FXXU4CSD4/267308/
Thank you! I downloaded and used the OLSD4 OLM / XXV firmware with odin. But I was caught in THL CSC without switching to XXV / XXV, XXV / XXV as the original settings.
Good for you for the flash. For your CSC, to have it back to XXV without being rooted (keeping knox to 0x0), I think you should flash a single CSC firmware with wipe option and without your sim card, and after the OLM/XXV 4UCSD4 firmware with wipe option and with your XXV sim card.
In the first flash (single CSC), you will wipe your data (and CSC data too), and the process will install single CSC.
In the second one, you will wipe again your data and CSC data, install multiple CSC in your system, but with the sim card you will be with XXV CSC.

Single 4CSD4 CSC firmware: https://www.sammobile.com/firmwares/galaxy-a8/SM-A530F/BAT/download/A530FXXU4CSD4/268134/. It is UWE CSC, and it seems to be a single CSC firmware. I will verify as possible.
It is also possible that you will have to tick repartition option in Odin3 within the two flash processes, to use the PIT file inside CSC tar.md5 archives. Why ? Because probably the cache partition has different size from one to second. I will check it too.
Let me time for this week

No, after check I can tell UWE CSC is not a single one. With the BOG one (CSC from french company), I think that we should go on. I have downloaded it, I have now to check it. I will tell you soon.

Hello ! If I tamper CSC, it will be corrupted and not recognized by Odin, so flash will fail. My aim is to be stock to keep Knox 0x0. So no tamper of components.

that's sad
I thought knox is ticking only when BL/Recovery is getting touched...
I assumed since Odin is not altering either of them, it's fine to feed it with a customized image. I didn't know it check the integrity or something.
Anyway, I flashed this one of yours with HOME_CSC, it works fine. Funny, but WiFi calling is now magically working, as well as VoLTE, which I haven't seen in an original stock ROM.

Activate Volte on Pixel 4XL - Android 11 R

Hi Guys
Finally i was able to activate volte on my carrier (STC-KSA) by the help of @somin.n module
You need to have unlocked bootloader and Magisk Canary installed
1. Flash the attached module via Magisk and reboot
2. Check and activate Volte in settings
3. Dial *#*#4636#*#* > check IMS service status > you should find IMS service registered and VOLTE is available
4. You are good to GO !
Edit: it look like you need a Magisk module "SELinux Permissive" to get it working with you.
Note:
I had a problem that the volte getting disabled after a reboot, in order to fix this:
1. After applying the module restart your phone
2. go to settings>network>Mobile network> wifi calling> choose "call over mobile network"
3. Turn off your phone and take out your sim card.
4. Turn it on again with sim card uninstalled.
5. Turn off your phone, install your sim card , turn it on again.
Note: i have installed vodafone UK mbn file for my phone, you may need to change mbn file for your carrier (attached Mi9T mbn files)
in order to change mbn file:
1. Download the attached Mi9T mbn
2. Extract the file and choose the desired mbn file
3. open "Volte Pixel 4.zip" and go to
Code:
/system/vendor/rfs/msm/mpss/readonly/vendor/mbn/mcfg_sw/generic/myown/
and paste your choosen MBN file.
4. Go to the mentioned flashing steps and you are good to go!
Did both ways - with my own mbn and stock zip's - no changes at all (
It only makes a Volte toggle to appear in settings - but it doesnt change anything for me

It's based on replacing files on your system partition, so you def need an bootloader unlock.
You could flash rom with this change and choose not to root this rom, but on stock it is not possible afaik.
Just to say many thanks Eiad Ajam and somin.n. It work for me running R11 rooted with Canary build.
I've tried many many of Mi9T mbn files with my current profile (SEA, Hong Kong CSL/1010) but still not working. Finally, I followed the below list on focusing Volte_OEM_lab (Volte_OEM_lab work before on my Oneplus 5T). Replaced with Russia - MegaPhone Region not Moscow then bingo :good:. Hope this can help some guys which still not yet VoLte.

The mbn file should inside below path of mi9t.zip :
mbns-mi9t.zip\russia\megafon\commerci\ru\mcfg_sw.mbn
Extract it and replaced with the :
VOLTE_Pixel_4.zip\system\vendor\rfs\msm\mpss\readonly\vendor\mbn\mcfg_sw\generic\myown\mcfg_sw.mbn
PS: No selinux_permissive is required.
Good luck.

When I updated to R11 with Oct security update, the VoLte broken again and it unable activated since remove/add few times.
Luckily, It worked again when I added SELinux Permissive back.
Please try it again with my flow.
