We have been on the phone for hours. I with guidance backed up and factory reset my s8. This brought in an app under settings>Apps>more>show system apps and then scroll till I came to WiFi Calling. This appeared with the reset. Apparently something like that should appear in the phone app settings and have a switch, Mine does not. Then I discovered there were codes and service mode. Under code *#9090# I found a setting that reads "VoLTE Weakcell Setting.
My question is please if anyone knows how to implement WiFi Calling on s8 I would be grateful. God bless.

Typically, VoLTE functionality is controlled by your carrier in their system.
This is how it normally works:
1) your device must support/offer VoLTE service
2) your carrier must support VoLTE
3) your carrier must support VoLTE on your specific model number
4) your carrier enables VoLTE service to your device in their system somehow or they send you a specific SIM to enable VoLTE.
In other words, VoLTE support and functionality is more controlled on their end than it is on your end.

It could be that the network supports S8 but doesn't support your specific model number of S8, especially if the S8 that you are using is not the same model number as the specific model of S8 that they offered/sold on their network, if it's from another network and has been unlocked to be used on other networks, it may not be a specific model number that is specifically supported by their network. If this is the case, the specific model number(s) of S8 that they support would have a firmware that has the settings in the correct place but the firmware on your specific model number might not have it. Not all model numbers are equal, the firmware on each of them is designed and built by the specific network that it is branded to, with each if them having differences intentionally chosen by the network that is branded to, including what settings it has or doesn't.

Thank you for your help. Problem is solved. It is a service setting that sets the retail company selling you the phone and /or the plan. In my case I had a phone which my provider did not program when I began a new plan with them. all companies are listed and I guess the program for wireless calling is included with your selection of the company....phone responded immediately with all the proper programming. I've never known a device to have that setting. If your device is an international model, it would make sense to have that setting for the various regions/carriers.

In the English USER manual for the Mate 9, there is a section under CALL SETTINGS that tells you how to Enable VoWi-Fi. They actually use this wording in the directions " Touch SETTINGS > Wi-Fi calling"

The phone supports wifi calling but it's not a universal standard so each carrier does it differently (as far as I know). So it's probably not supported with US carriers, especially when it's not even released there.
I believe the phone might need a software update specifically to support it for T-Mobile. I think most carriers don't support VoLTE/Wi-Fi calling, so that might be why it has no option out of the box but a regional firmware update should enable it.
Being compatible doesn't mean it will just work. It means it will work if the network supports it.
T-Mobile will make sure that the phones it sells for its network will have the right software. An imported phone won't have that software and if you are unlucky it might not be directly upgradeable.
This is one reason why it's always a bit of a risk to import phones from another region.

Here is a tid bit I learned from Apple support on the topic of WiFi calling. As you may know, Apple 6S onwards support WiFi Calling. I was curious about how carriers 'support' WiFi calling on an unbranded / unlocked WiFi capable iPhone.
Here's the punch line from Apples...
If you use WiFi Calling on say T Mo..and then you want to pop in an AT&T SIM card....get this....you MUST do a factory re-set to enable WiFi calling with the newly placed SIM... Can you believe that? I change SIMS like underwear! Doing a factory reset for WiFi calling is impractical for me...

Well I have been able to make calls through the Google Hangouts dialer on WiFi, but doesn't seem to work to receive calls. Not sure how well it would work if I tried to port my number over to Google Voice, looked this morning said it would cost me $20 to do it.
But I'm likely returning my phone, not being able to get calls at home because the service in my building is poor... Pretty depressing because the phone is badass.

Wifi calling is when your mobile provider can service a connection over wifi, regardless of there being a cell signal or not. It treats your number as PSTN over wifi. Over it's (provider) servers.

This thread is specifically for the above mentioned capability. It would be best to not dilute the discussion with alternate options via additional apps. It would be misleading and misdirecting fellow readers.

We have to wait for a USA firmware upgrade becomes available and update to that. If you have no interest in using funkyhuawe8, then probably sol unless they include in international ROM at some point.

Where do you see wifi calling on the US version? I have one and can't find it.
It was around USA release. Not that important to me. Sure search will pull up something.

From everything I've seen the carriers have to approve devices for them to be able to utilize WiFi calling. It's one of the downfalls of having an unlocked device in the US as it's highly unlikely that a carrier will approve it.
That's correct, the while the firmware from Mate 9 supports it, there would likely be carrier/provider specifications that requires to be enabled. Huawei clearly does not have the green light from TMO for this else it would have been available.
This is the same reason, a TMO specific phone will have wifi calling, where as its international counterpart wound have it...

No.
Here are the steps to activate Jio wifi calling on Asus 6Z. You need to enter code *#*#3642623344#*#* and this will activate special menu under Network settings. You need to deactivate Volte/Enhanced calling switch first then activate wifi calling and after getting wifi calling symbol again reactivate Volte switch. You need to repeat this after every restart of phone.

That's how these cheat code works. It does the job in background. After entering, it should just go back to dialer without having press to call button. Then, check in settings.

Does your operator support wifi calling? In India this method works perfectly
There are Wifi calling functions in the settings, and the operations described in the videos and posts are also followed. There is no wifi call icon, and there is no attempt to call. Is it not supported in the Hong Kong version? Although this function is available, it is invalid.

It only works in India (maybe some other places?). They don't seem to care about the US.
According to one of the mods on the Zenfone forum:
"When it comes to features like VoWiFi, VoLTE and so on. It's about testing, paying fees and signing contracts."
I don't think they care enough about the US (they don't really push the phone here) to pay the money. Don't hold your breath. Probably need to go custom ROM.
Custom ROMs didn't allow it to work on TMobile either. Glad some can actually use it though.
Volte doesn't work in the USA
So, I've got a Galaxy S10e, with a model number G970U1, and the entire reason I bought this thing was so that I could use voice over LTE on AT&Ts network - it was one of the model numbers listed that was supported by AT&T, however, the phone itself, while being brand new, was originally a Verizon phone, as the phones CSC states that it is XAA/XAA/VZW. Upon insertion of my ATT sim card, the phone did not adapt to being an ATT CSC, even though it has the OYM software that should have the ATT CSC in it. I have tried a ton of things to try to get it to switch CSCs, from flashing an ATT CSC in Odin, to just doing resets with and without the sim card in, to literally paying $35 for Samkey to try their CSC changer, but simply doesn't work. nothing I do will get this thing to switch to the ATT CSC.
Anyways, as a consequence of not running the ATT CSC, VoLTE does not work. ATT has already provisioned the phone for VoLTE but the phone simply doesn't automatically acquire an IMS registration upon boot. I've discovered after many hours of trial and error, a way to make VoLTE work, but I can't find a way to make the fix stick between boots. This is where I'm hoping somebody else can come in and help. I'm looking to try to get the phone to stop automatically discovering IMS settings since I think it's this very auto discovery that is causing my fix not to stick.
Here is what I have to do every time the phone reboots to get volte working:
Open Alliance Shield X, go to App Manager
Search for IMS settings, click it, go to activities, and then launch the IMS settings menu with the first activity in the list.
Go to the IMS service settings, upon clicking of the IMS service settings, ALL of the toggles for RCS and MMTEL will be off and the upper left corner says "ATT US" - I toggle all of the toggles on and wait about 10 seconds
Go to settings, about, sim card status, and at this point my IMS registration status should have gone from not registered, to registered, however, VoLTE still doesn't work at this point.
Switch back to the IMS settings menu, go back a page and then click "Reset to default" to reset all IMS settings to default. Here is where things get strange - at this point, the IMS settings menu will claim I am using the T-Mobile IMS settings - but at this point my IMS registration status will remain registered, and VoLTE will work properly until I restart the phone.
I want to try to keep these settings, but like I said, once I reboot the phone, it gets the ATT IMS settings and VoLTE will refuse to work, and my IMS will not be registered.
Any advice?

Not necessarily, but the issue is that I've got 6 lines on AT&T, with some of the phones not being paid for.
You might try this method. Download the Latest same firm tool. Hit this tool is basically used for removing the FRP lock on phones, and it actually does work for that, but one other feature the program has is the ability to change the CSC code on your firmware. Which it did successfully, until the phone was rebooted and then it locked back on to AT&t. So the trick I think would be that after you use the tool and before you reboot the phone do whatever you're going to do because it you can change it to xas or xaa in which case it's unlocked and you should be able to manipulate it. I have never actually done this but in theory I think it might work good luck brother keep fighting the good fight
My carrier-branded, SIM-unlocked phone, when starting up normally, will - at first - not make or receive voice calls with the APN settings for the MVNO SIM card I have (mobile data works right away). I need to manually switch to the APN settings that came preinstalled with the phone (and which contain no settings except for the APN address of the carrier that I bought the phone from), then switch back to the correct APN. Then voice calls work. If I boot up in safe mode, this dance isn't necessary. Which would suggest that there might be some app or setting on the phone that interferes somehow with the proper functioning of the voice call function.
Not sure if this is related but I also note that the VoLTE setting is always greyed out (although it's set to "On") and I never see the VoLTE icon in my status bar though with the same SIM card, I see it every time I make calls on my other phone from the same manufacturer (Samsung).
I have posted the specifics of my phone in a previous post in the subforum for that model, see below. Any suggestions on how to trouble-shoot this?

What are they doing that makes them have this ability? They seem to be able turn off things like VoLTE, video calling, and WifI calling but also make it non selectable. For example if VoLTE is not selectable even with the hidden controls from *#*#4636#*#* when a phone is compatible with the network and even previously worked why is that? Does it differ by carrier on how this is accomplished or do they all use basically same methods? Or is it generally all the same thing? I already know they run an IMEI check and have a white list but I’m talking about what happens after that.
Is it the APN settings? I think I also heard there is something called an IMS setting that is sometimes seporate from the APN settings that VoLTE is dependant on and not always visible to the user. I know there is something network side they have control over but from recent experience being told that I do have features like VoLTE enabled on their end unless I am being lied to I think something also is done on the phone itself. Do the network carriers have the ability to just push settings to the phone and can push out improper settings causing such issues? So does that mean they can push over the proper settings or can it only be controlled from the user side? If it can only be controlled from user side then why is it that certain features are forcibly non selectable? It makes no sense if the user side is the only one who has control because this clearly is an indication the network carrier is the one in control.

When your device is provisioned, it receives a configuration file that tells it what channels to use, what APN to use, and what features are available. If this configuration file does not indicate the network supports features such as VoLTE, video calling, or wifi calling, these features will not be available. Your device is most likely capable, but you can't use features that don't exist.
Think of it like the cable internet industry - while you might own the modem, the carrier pushes the configuration file that allows it to work on their network. You as the user don't get to decide what that configuration entails, beyond what features your plan supports and what the network is capable of. The only thing you can change are whether you use features that are available. Trying to change the network side configuration is absolutely against the carrier's terms of use, and in most cases is illegal - just like hacking a cable modem or cable TV box to get channels you don't pay for.
It sounds like you need to contact Verizon support and explain that even though your plan and device support VoLTE, video calling, and wifi calling, these features aren't working for you. It's going to be a real pain because they're going to assume something is wrong with your device and try to walk you through the infuriating process of basic troubleshooting, but you'll eventually get some real help.

These features all were available on same phone and same network before working fine and stopped working a few months before the 3g shutdown and after the shutdown it made it so Im unable to make calls at all since I cant use VoLTE. Im not sure if they had pushed a bad configuration to prepare for this whether intentional or not or if it was result of a bad configuration caused by an Android security update or something. I’ve heard of this happening a lot particularly with unlocked phones on bring your own phone prepaid plans.
Yes, it’s difficult to get ahold of anyone who understands what is going on. I’m not even sure if i can contact Verizon since their support looks like it’s setup where you need a Verizon account for them to assist and my service is through Straight Talk which while its now owned by Verizon I imagine they will give me the runaround because of that small detail and the people at Straight Talk arent high up enough to know some details about the network I would assume as Ive been on the line with them a few times already and their solution came down to get a new phone which I dont want to be pushed into even if it came to a point they start offering it for free since I dont want this to be the case in the future potentially happening over and over. I want them to show they are competent enough to run their own network. The Straight Talk support just keep doing the same things even after getting to higher levels of support, checking my IMEI and ICCID are correct and that they have VoLTE turned on their side in some settings then commonly they work backwards and assume I’m an idiot and ask if I have data turned on.
