[Q] Unable to enable DEVELOPR OPTIONS

I just got nexus s i9023 for android app testing code done by me
But its DEVELOPR OPTION is disabled
Please help me to enable this . I am new in android device
I search over google almost more then 2 days completly but did'nt get any relevant solution
So if any ne knows then reply me

I need help with my tablet

My tablet is stuck at ANDROID logo. The model of the tablet is QC-7BHD with Rockchip (BND-RK3126-D86-BT A1.0) . I downloaded this ROM rk3126-quadcore-fq-088ka-1024x600-7inch-android4.4-20170104-test.ok.rar from here (i uploaded a picture because i can't provide links) . Is this safe to flash ? Will it fix the issue ?

Question How to use "pre" boot keyboard

Hello guys! I've got my x3 Pro and I'm happy with it; I'm coming from a Honor View 10(Kirin 970).
Anyways what I hated about it and also about this Xiaomi, is that I can't seem to be able to use the "pre"boot keyboard.
In system settings all I can find is Gboard..and not this keyboard:

Likely there's no such keyboard in the first place
