Stream Audio and Video?

Does anyone know of a program that can combine audio(from the mic) and video(from the camera) into a stream that could be accessed via wifi? Kinda like Qik without involving Qik servers. What would be perfect is VLC.
I have found a few programs that kinda do it, WebCameraPlus and Mobiola. But both require a driver on a computer and do not transmit sound.
What I am trying to do is use an old WM phone(HTC Wizard) as a baby monitor. I could use a PC or another smart phone to access the stream from pretty much anywhere then. The wizard apparently doesnt work with Qik, or maybe it is just an issue with the ROM.
Moved as not software release.

[Q] IP/ADB Camera access for Google Video Chat

Hey guys, there a lot of great apps out there that allow us to configure our Android camera as an IP camera, or as a USB webcam for video chats such as skype. We seem to have hit a dead end however, when it comes to Google's Video Chat. For whatever reason (to my knowledge) app developers have not been able to figure out a way to make the camera accessible to Google's Video Chats. It's not a huge problem, but its frustrating, in that solutions such as MJPG drivers that work for other video clients don't work with Google's. Has anyone found a fix or dug into this problem?

[Q] can we use windows phone as webcam?

can we use hd7's primary camera as webcam through any app??
What do you mean by "as webcam"? If it means - "like any cheap USB webcam to work with desktop Skype app" - the answer is "no" (however, with appropriate drivers and phone software it's may be possible - check this topic for details).
If you mean "like an IP-cam", to be able to watch video/picture stream from WP7 - yes, it's very possible with current API but I don't know any app on the markeplace. And I'm not sure about app necessity.
You'd have to install an app on the phone that streams the feed from the camera over the network, and an app+driver on the PC that received the network stream, and fed it into a virtual camera device.
Theoretically possible (although the quality would probably be awful) but not easy. Webcams are all of what, $15 these days?
IP-cams with 3G/4G/Wi-Fi capabilities definitelly are not worth $15 Android, 4 example, has a nice app called IP Webcam so I converted my old, cheap and unused Android phone to the nice IP cam (but no, my wife doesn't cheat me, of course! LOL)
Why not use TANGO app?
PocketCam will let you use your WP7 as a webcam to your computer, and you can use it with MSN, Skype, etc.

Need help developing android app

I Am trying to make an app similar to Pandora... I own an online radio station
worldhypefm .net and I want to make a custom page coded with php and flash player to or just make a regular html webpage with the content and turn it into an app....
the main feature that I would like for this app to have is the ability to stay open and run in the background like pandora....
leaving the live stream audio playing from the speakers and letting the app user be able to do other activities on there phones....I.E browse the internet, send sms, etc....
please some one help me or point me in the right direction.....
Why not just make the stream accessible by other audio players?
It works with other players with your pc/mac but on mobile phones it only plays back the current playing song at the time and doesnt play the stream.... if tried that method... SO ID RATHER JUST MAKE IT AN APP OUT OF A WEBSITE THAT DOESNT CLOSE W/ Tabs so that ppl could send request or place an ad or something of that nature
